OTTER TAIL COUNTY BOARD OF COMMISSIONERS

Otter Tail County Courthouse
Tuesday, February 22, 1994
1:00 p.m.
Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, February 22, 1994, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Harley Windels,
Chairman; Virginia Partmann; Bill Stone; Malcolm Lee and Andy Lindquist present.
Approval of Minutes
Motion by Lindquist, seconded Partmann and unanimously carried to approve the
February 15, 1994, minutes as submitted.
Ag/Ditch Inspector
Motion by Stone, seconded Partmann and unanimously carried to authorize the Land &
Resource Director to proceed with the hire of a full-time person who would be primarily
responsible for weed and water plan activities. This person would also be used for
shoreland management ordinance activities as needed. Ditch responsibilities would be
combined with wetlands and assigned to a current staff person.
Pine Lake Shores Subdivision
Motion by Lee, seconded Stone and unanimously carried to extend the filing of the final
plat and road construction of Pine Lake Shores Subdivision until July 1, 1994.
Sewage Disposal Installers License Applications
Motion by Lee, seconded Partmann and unanimously carried to approve the following 1994
Sewage Disposal Installers License Application renewals:
Hanson's Plbg. & Htg., Inc., Vergas, MN
Sherbrooke Septic Service, Pelican Rapids, MN
Sewage Disposal System Cleaners License Application
Motion by Lindquist, seconded Lee and unanimously carried to approve the following 1994
Sewage Disposal System Cleaners License Application renewal:
Dewey's Septic Service, Lake Park, MN
Payment Authorized
Motion by Lindquist, seconded Partmann and unanimously carried to approve payment in the
amount of $23.75 payable to the State Treasurer, Administrative Law Judges' Account for
the purchase of one copy of the Report of the Administrative Law Judge and the Report of
the Chief Administrative Law Judge in Docket No. 69-2200-8223-l as requested by the
Solid Waste Director.

Motion by Lindquist seconded Stone and unanimously carried to approve payment in the
amount of $486, payable to the Minnesota Department of Transportation, for two signs
along Trunk Highway 210 identifying the Battle Lake Transfer Station as requested by the
Solid Waste Director.
Bid Openings Set
Motion by Lindquist, seconded Lee and unanimously carried to set the bid opening date
for 1994 Seal Coat Project for 1:00 p.m. on April 5, 1994, as requested by the Highway
Engineer.
Motion by Stone, seconded Partmann and unanimously carried to set the bid opening for
1994 Yearly Purchases of Culverts, Bituminous Material, Hot Mix Bituminous Patching
Material, Herbicides and Mowing for 1:00 p.m. on April 5, 1994, as requested by the
Highway Engineer.
Payment Authorized
Motion by Partmann, seconded Stone and unanimously carried to approve the purchase of 48
truck certification/inspection decals at a cost of $2 each from the State of Minnesota,
as requested by the Highway Engineer.
Consolidated Vehicle Maintenance
The Board requested the Highway Engineer to provide an update of the Consolidated
Vehicle Maintenance position. West indicated the mechanic's position would report to
the Highway Department and plans to advertise are pending.
U.S. Fish & Wildlife Service
Motion by Lindquist, seconded Lee and unanimously carried to deny the request of the
U.S. Fish & Wildlife Service for acquisition of lands, citing that the payment in-lieu
of taxes offered was not high enough to offset the tax burden. The lands were described
as follows:
Eugene L. Evenson: T 131 N., R. 43 W., 5th P.M., Section 3, SWl/4 SWl/4, SEl/4 SW 1/4
except the north 14 chains, SWl/4 SEl/4 except the north 14 chains.
Burnell T. Bakke: T. 131 N., R. 43 w., 5th P.M., Section 3, Wl/2 SWl/4 NWl/4, Wl/2 SEl/4
SWl/4 NWl/4, Wl/2 NWl/4 SWl/4, Wl/2 El/2 NWl/4 SWl/4.
Chief Deputy: Seniority Rights
Motion by Lee, seconded Partmann and unanimously carried to continue the Agreement As To
The Chief Deputy as detailed in the current Minnesota Teamsters Public and Law
Enforcement Employees Union, Local No. 320 (Sheriff's Department Essential Unit).
Red River Valley Development Association
Chairman Windels reported on his recent Red River Valley Development Association
meeting.
New York Mills Building
Motion by Lindquist, seconded Windels and unanimously carried to approve the
architectural contract with the firm of Yeater, Hennings, Ruff, Schultz, Rokke, Welch
Architects & Planners of Moorhead, MN, for the New York Mills Building. Expense for
this service is not to exceed $45,000.

Olson Property
ADA Study: Courthouse
Motion by Lee, seconded Lindquist and unanimously carried to authorize the hire of the
architectural firm of Yeater, Hennings, Ruff, Schultz, Rokke, Welch Architects &
Planners of Moorhead, MN, for the evaluation and suitability determination of the Olson
property for possible relocation of the Public Health Department. Cost for this is not
to exceed $3,500. The motion went on to include an ADA study of the Courthouse complex
to be completed by this firm at a cost not to exceed $2,000.
Performance Evaluation Swmnary
A motion was offered by Lee, seconded Lindquist and unanimously carried to report the
performance evaluations of Bill Kalar, Land & Resource Director, and Mike Hanan, Solid
Waste Director, were both satisfactory.
Closed to Public
Adjournment
At 1:25 p.m. Chairman Windels declared the meeting of the Otter Tail County Board of
Commissioners closed to the public for purpose of discussing labor negotiation
strategies with the County1 s Teamster Local 320 Unit.
At 3:11 p.m. the meeting of the Otter Tail County Board of Commissioners adjourned until
9:30 a.m. on Tuesday, March 1, 1994.
