OTTER TAIL COUNTY BOARD OF COMMISSIONERS

Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, February 15 1 1994, at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Harley Windels,
Chairman; Malcolm Lee; Virginia Partmann and Andy Lindquist present and Commissioner
Bill Stone absent.
Approval of Minutes
Motion by Partmann, seconded Lindquist and unanimously carried to approve the
February 8, 1994 minutes as submitted.
U.S. Fish & Wildlife Service
Motion by Lindquist, seconded Lee and unanimously carried to table the fee purchases of
the Evenson and Bakke tracts until February 22, 1994, to allow the U.S. Fish & Wildlife
representatives to further consider their proposal for payment-in-lieu of taxes on these
tracts.
Premise Permit Renewal Application
Motion by Partmann, seconded. Lee and unanimously carried to adopt the following
resolution:
WHEREAS, the responsibility for the regulation of lawful gambling and the issuance of
licenses and permits for the conduct of lawful gambling lies with the Minnesota Gambling
Control Boardi and
WHEREAS, the Perham Lion's Club, Perham, MN", has made an application to the Gambling
Control Board for a premise permit to conduct lawful gambling at the Hamburger Hollow in
Pine Lake Township of Otter Tail County; and
WHEREAS, Minnesota Statute 349.213 provides that the Gambling Control Board may not
issue a premise permit unless they receive a resolution from the Otter Tail County Board
of Commissioners approving the permit; and
WHEREAS, the Otter Tail County Board of Commissioners is aware of no reason to oppose
the conduct of lawful gambling by the Perham Lion's Club, Perham, MN, at the Hamburger
Hollow, in Pine Lake Township of Otter Tail County.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the Otter Tail County Board of Commissioners
hereby approves the conduct of lawful gambling by the Perham Lion's Club, Perham, MN, at
the Hamburger Hollow in_ Pine Lake Township of Otter Tail County, provided that the
applicant meets all the necessary criteria for the licenses and permits required by the
Gambling Control Board.

IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided
to the Town Board of Pine Lake Township by sending them a copy of this resolution.

1993 Welfare Fraud Report
Wally Senyk, Attorney, outlined the 1993 Welfare Fraud Report citing comparison figures
from 1988 through 1993.
Volunteer Assistance: Water Plan, Etc.
Duane Carlson of the' Otter Tail County Lakeshore Association offered volunteer
assistance to the County in areas of water planning, testing and related areas.
Accompanying Mr. Carlson were Donna Peterson and Carl Annalora, both property owners on
area lakes. Following discussion with Bill Kalar, Land & Resource Management Director,
it was determined that development of a volunteer citizen task force could be a
potential use of this assistance to prioritize area needs.
Board of Water and Soil Resources
Natural Resources Block Grant
Motion by Lee, seconded Partmann and unanimously carried to approve the Chairman1 s
signature on behalf of the Board of Commissioners on the 1994 BWSR Natural Resources
Block Grant application as presented by the Land & Resource Management Director.
Assessment Charges
After a presentation by Bob Moe, Assessor, with regard to the 1995 Assessment, a motion
was offered by Partmann, seconded Lee and unanimously carried to approve the Assessment
Rates Per Parcel as proposed for the 1995 Assessment. Those rates are as follows:

'94 Fergus Falls Regional Treatment Center Coalition Allocation
Motion by Partmann, seconded Lee and unanimously carried to provide that the Otter Tail
County payment to the Fergus Falls Regional Treatment Center Coalition for 1994 shall be
made on a challenge match basis. Otter Tail County will provide $2.00 for every $1.0D
donated to the Regional Treatment Center Coalition by Fergus Falls Regional Treatment
Center employees, up to a maximum County contribution of $17,000. The County
contribution shall be made to Lake Region Community Partners, a non-profit corporation,
designated for use by the Regional Treatment Center Coalition.
Approval to Pay Bills
Motion by Lee, seconded Partmann and unanimously carried to approve payment of bills per
At1tachment A of these minutes.
Closed to Public
At 1:30 p.m., Chairman Windels closed the meeting of the Otter Tail County Board of
Commissioners to the public for purpose of discussing the performance of individuals
subject to its authority pursuant to M.S. 471.705, Subd. ld. (di. The performances
being discussed were those of Bill Kalar, Land & Resource Director and Mike Hanan, Solid
Waste Director. A summary report of conclusions regarding the evaluations will be
provided at the next regular Board meeting.
Adjournment
At 2:55 p.m., Chairman Windels declared the meeting of the Otter Tail County Board of
Commissioners adjourned until 1:00 p.m. on Tuesday, February 22, 1994.
