HomeMy WebLinkAboutBoard of Commissioners - Minutes - 02/08/19940 0 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, February 8, 1994 1:00 p.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, February a, 1994, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Harley Windels, Chairman; Virginia Partmann; Bill Stone; Malcolm Lee and Andy Lindquist present. Approval of Minutes Motion by Stone, seconded Lee and unanimously carried to approve the February 1, 1994, minutes as submitted. RTC Coalition Update Diana Murack, Regional Treatment Center Coalition Director, provided an update to the Board regarding the RTC Coalition. Veterans' Home Update Diana Murack provided information regarding the proposed timeframe for the process of the Veterans1 Home which will be located in Fergus Falls. County Veterans Service Office Grant Chet Toso, Veterans Service Officer, presented information about a County Veterans Service Office Grant. If the grant were approved it could provide up to $6,000 for computerization of claims and records. Motion by Lindquist, seconded Partmann and unanimously carried to direct the Veterans Service Officer to apply for the County Veterans Service Office Grant and, further, to investigate specifics with regard to actual computer hardware and software needs. Radio Communications Systems Upgrading Rick West, Highway Engineer, and Dr. John DuBois, Communications Engineer, after having examined the bids for Radio Communications Systems Upgrading, recommended that the bid be awarded to the lowest bidder: Midland International North St. Paul, MN $158,433.59 A motion was made by Lindquist, seconded Lee and unanimously carried to award the bid for Radio Communications Systems Upgrading as recommended by West and DuBois. The motion went on to grant Dr. John DuBois permission to purchase the trade-in listed as Item #18, RF Control Station, for the equated trade-in price of $100 and one of trade-in Item #17, GE MASTR II Mobile Radio, at the trade-in price of $100 for his own use. By allowing Dr. DuBois permission to purchase these trade-ins, the total contract award with Midland LMR will be reduced to $158,233.59 and Dr. DuBois will pay Otter Tail County $200 directly. 0 Otter Tail County Board of Commissioners February 8, 1994 Page 2 Metric System Conversion The Highway Engineer discussed a number of aspects with regard to the metric system conversion. He indicated federal projects after October of 1996 will be required to be designed in metric units. This will also be true of State aid projects. West went on to explain that metric system conversion would require metric survey equipment in addition to computer software. Discussion followed about conversion of highway signs. Forgiveness of Penalty Motion by Stone, seconded Lee and unanimously carried to deny the request of Edwin Johnson, Jr. for forgiveness of penalty on 1993 real estate taxes. Premise Permit A motion was offered by Partmann, seconded Lindquist and unanimously carried to adopt the following resolution: WHEREAS, the responsibility for the regulation of lawful gambling and the issuance of licenses and permits for the conduct of lawful gambling lies with the Minnesota Gambling Control Board; and WHEREAS, the Elks Lodge 1093, Fergus Falls, MN, has made an application to the Gambling Control Board for a premise permit to conduct lawful gambling at Elks Point Wall Lake in Dane Prairie Township of Otter Tail County; and WHEREAS, Minnesota Statute 349.213 provides that the Gambling Control Board may not issue a premise permit unless they receive a resolution from the Otter Tail County Board of Commissioners approving the permit; and WHEREAS, the Otter Tail County Board of Commissioners is aware of no reason to oppose the conduct of lawful gambling by the Elks Lodge 1093, Fergus Falls, MN, at Elks Point Wall Lake, in Dane Prairie Township of Otter Tail County. NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners hereby approves the conduct of lawful gambling by the Elks Lodge 1093, Fergus Falls, MN, at the Elks Point Wall Lake in Dane Prairie Township of Otter Tail County, provided that the applicant meets all the necessary criteria for the licenses and permits required by the Gambling Control Board. IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided to the Town Board of Dane Prairie Township by sending them a copy of this resolution. Attest: Larry Kr Vehicle Purchase Motion by Lindquist, seconded Lee and unanimously carried to approve the request of Captain Joe Peloquin to proceed with the purchase, as budgeted, of four 1 94 Ford Crown Victoria units (squad cars} i two '94 Plymouth Acclaim units {investigator cars); and one 0 . . Otter Tail County Board of Commissioners February 8, 1994 Page 3 '94 Chevrolet Suburban unit (Boat/Water and general use). All units will be purchased through the State of Minnesota Cooperative Purchase Venture. Approval to Pay Bills Motion by Lee, seconded Lindquist and unanimously carried to approve payment of $840 for twelve months for Employee-of-the-Month '94 jackets. Motion by Partmann, seconded Stone and unanimously carried to approve payment of $191.22 for picture frames for the Years of Service Certificates for five year people only. Resolution Authorizing Signature of Board of Water and Soil Resources Natural Resources Block Grant Documents Upon motion by Lee and seconded Partmann, the Otter Tail County Board of Commissioners adopted the following amended resolution: WHEREAS, Otter Tail County has a state approved comprehensive local water plan which has been locally adopted pursuant to Minnesota Statutes Chapter 103B.311 and 103B.315; and WHEREAS, the State of Minnesota, acting by and through its Board of Water and Soil Resources (BWSR), has authority to award natural resources block grants for purposes of implementing comprehensive local water plans, the Wetland Conservation Act, and the DNR shoreland program to local government pursuant to Laws of Minnesota, 1993, Chapter 172, Section 6; and WHEREAS, the Minnesota Department of Revenue has determined the minimum amount necessary to be raised by Otter Tail County for the base grant portion of the grant; and WHEREAS, BWSR has determined that Otter Tail County is eligible for a Natural Resources Block Grant of up to $67,445.72 upon BWSR acceptance of the local government unit's application and the execution and delivery of a Grant Agreement. NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners approves execution of a grant agreement by Otter Tail County with the State of Minnesota to receive state funds for the implementation of its comprehensive local water plans, the administration of the Wetland Conservation Act and administration of the DNR shoreland program, under the terms of the Grant Agreement and all statutory requirements; and That the Otter Tail County Board of Commissioners authorizes the expenditure of $46,003.72 in cash and in-kind contributions to match the Natural Resources Block Grant as specified in Laws of Minnesota 1993, Chapter 172, Section 6, and the Grant Agreement. BE IT FURTHER RESOLVED, that the Chairperson of the County Board of Commissioners and the Clerk of the County Board are authorized to execute the Grant Agreement together with all related documents. U.S. Fish & Wildlife Service Motion by Lindquist, seconded Partmann and unanimously carried to approve the following easements: Paul H. Nycklemoe et al: T. 131 N., R. 40 W., 5th P.M., Section 19, SWl/4 NEl/4, NWl/4 SEl/4. Julinne Thompson: T. 131 N., R. 40 w., 5th P.M., Section 19, SWl/4 SEl/4. David Nycklemoe: T. 132 N., R. 42 W., 5th P.M., Section 33, as described on attachments supplied to Board. Motion by Lindquist, seconded Lee and unanimously carried to table the fee purchases of the Evenson and Bakke tracts until the February 15, 1994, meeting. Adjournment At 3:05 p.m. Chairman Windels declared the Otter Tail County Board of Commissioners meeting adjourned until 9:30 a.m. on Tuesday, February 15, 1994.
