Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, February 1, 1994, at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Harley Windels,
Chairman; Malcolm Lee; Virginia Partmann and Andy Lindquist present and Commissioner
Bill Stone absent.
Approval of Minutes
Motion by Lee, seconded Lindquist and unanimously carried to approve the
January 18, 1994 minutes as submitted.
Motion by Partmann, seconded Lee and unanimously carried to approve the January 25, 1994
minutes as submitted.
Years of Service Awards: Employees
Jan Brooberg and Kevin Newborg, members of the Employees' Committee, presented Years of
service Awards to employees having served 5, 10, 15, 20, 25, 30 and 35 years with
Otter Tail County.

Service Fee from $7.00 to $7.50 per point effective Aprill, 1994.

Motion by Lindquist, seconded Lee and unanimously carried to approve the following 1994
Solid Waste Fee Schedule to become effective April 1, 1994, as submitted by the Solid
Waste Director:

Motion by Windels, seconded Partmann and unanimously carried to reappoint Ray Ziegler
and Jim Osterfeld, both of Perham, to the Solid Waste Advisory Board for a three year
term effective January 1, 1994.
Approval to Pay Bills
Motion by Lindquist, seconded Lee and unanimously carried to approve the payment of
bills per Attachment A of these minutes.
County Vehicle Maintenance
Rick West and Bob Williams, Highway Engineer and Recycling Manager respectively,
provided an update to Board members regarding County vehicle maintenance.
Motion by Lindquist,
St. Olaf Township for
St. Olaf Township: Culvert Installation
seconded Lee and unanimously carried to
50% of $2,643.40 for culvert reimbursement.
authorize payment to
Glendalouqh State Park Access Road: Engineering Services
Motion by Lindquist, seconded Partmann and unanimously carried to authorize the
Chairman's signature on an Agreement for Engineering Services with the State of
Minnesota, acting through the Commissioner of Natural Resources and the Director of
Parks and Recreation for design construction of grading and aggregate surface for the
Glendalough State Park access road.
Soil Conservation Service
Motion by Partmann, seconded Lindquist and unanimously carried to approve payment to the
Soil Conservation Service in the amount of $19,528.29 for costs incurred in furnishing
technical assistance in accordance with the Soil Survey agreement for the period from
October 1, 1993, through December 31, 1993.
Red River Valley Development Association
Motion by Lindquist, seconded Partmann and unanimously carried to reappoint Daniel Roehl
as representative on the Board of Directors of the Red River Valley Development
Association for a three year term commencing February 21, 1994.
SWCD Budget
Motion by Lee, seconded Lindquist and unanimously carried to restore the budgets of the
East and West Otter Tail Soil & Water Conservation Districts to $35,000 each using
monies from the Reserve Fund.

Closed to Public
At 11:31 a.m., a motion by Lindquist, seconded Lee and unanimously carried to close the
meeting of the Otter Tail County Board of Commissioners for purposes of ongoing
discussion of strategies with regard to the County's three Teamster collective
bargaining Wlits.
Adjournment
At 12:56 p.m., Chairman Windels declared the meeting of the Otter Tail County Board of
Commissioners adjourned until 1:00 p.m. on Tuesday, February 8, 1994.
