HomeMy WebLinkAboutBoard of Commissioners - Minutes - 01/25/1994i 0 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, January 25, 1994 l:00 p.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, January 25, 1994, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Harley Windels, Chairman; Virginia Partmann; Bill Stone; Malcolm Lee and Andy Lindquist present. Bid Opening: Radio Communications Systems Upgrading At 1:02 p.m., the Highway Engineer, after previously advertising for bids to be opened on Radio Communications Systems Upgrading, read the following bids: Elders Radio Communications, Inc. Fargo, ND General Electric Company Edina, MN Midland International North St. Paul, MN Radio Spectrum Communications, Inc. Fargo, ND $136,771.71 $171,691.41 $185,200.60 $207,281.03 $158,433.59 $139,957.13 Rick West, Highway Engineer, indicated to the Board he would refer these bids to our radio communications consultant, Dr. John DuBois, for his analysis and recommendation. Stone Absent Commissioner Stone was absent at 1:13 p.m. for the remainder of the Otter Tail County Board of Commissioners meeting. Bid Award: '94 Highway Signing Materials Motion by Lindquist, seconded Partmann and unanimously carried to award the 1994 Highway Signing Materials bid to: Neuman Signs Jamestown, ND $33,533.66 Payment Authorized Motion by Lindquist, seconded Lee and unanimously carried to authorize the payment of $70 payable to the Minnesota Department of Agriculture for renewal of '94 Pesticide Applicators Licenses as requested by the Highway Engineer. Motion by Partmann, seconded Lee and unanimously carried to approve payment in the amount of $340, payable to the Minnesota Pollution Control Agency for Storm Water Runoff Permits as requested by the Highway Engineer. u 0 Otter Tail County Board of Commissioners January 25, 1994 Page 2 Cleaners/Installers Licenses Motion by Partmann, seconded Lee and unanimously carried to approve the following renewals for Sewage Disposal System Cleaners and Installers Licenses: Cleaners: Installers: Greg's Septic Service Jack's Pumping Koep's Septic Service PJ & Son Septic Pumping Sewer Service, Inc. Barry's Excavating Brad Botner Excavating & Trucking Egge Construction Inc. Jerdee Bridge Company PJ Excavating Vergas Backhoe Service Payment Approved Motion by Lee, seconded Partmann and unanimously carried to approve payment in the amount of $493.39 payable to Minnesota Counties Insurance Trust for reimbursement of deductible, subject to a $1,000 deductible, and to close File #4026. GIS Assessment Proposal Dick Howe and Tom Reddick, representatives of Spatial Management Group, presented a GIS proposal for GIS assessment as requested by the Board. A motion was offered by Partmann, seconded Lee and unanimously carried to enter into a contractual agreement with Spatial Management Group to provide assessment services for preliminary work involving current county georeferenced data and operations related as well as County GIS needs. This included assessment of available graphic map resources within, or available to, the County. The Chairman is authorized to sign, on behalf of the County, such agreement, subject to the County Attorney's review/approval. County Drainage Ditch No. 21 Based on the increased recreational value of lakeshore property, keeping in mind the former determination focused predominately on agricultural benefits, a motion was offered by Lindquist, seconded Partmann and unanimously carried to redetermine benefits along Otter Tail County Drainage Ditch No. 21. '93 Pay Equity Report Q Motion by Partmann, seconded Lindquist and carried, with Lee opposed, to authorize the Chairman's signature on the '93 Pay Equity Report for Otter Tail County. i u 0 Otter Tail County Board of Commissioners January 25, 1994 Page 3 Closed to the Public Adjournment At 3:18 p.m. Chairman Windels declared the meeting of the Otter Tail County Board of Commissioners closed to the public for purpose of discussing labor negotiation strategies with the County's three Teamster unions.
