Minutes of the
OTTER TAIL COUNTY BOARD OF COMMISSIONERS
Commissioners' Room, Floor 1-B
Otter Tail County Courthouse
Tuesday, November 23, 1993
1:00 p.m.
Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, November 23, 1993, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chairman;
Andy Lindquist, Harley Windels, Bill Stone and Virginia Partmann present.
Approval of Minutes
Motion by Windels, seconded Lindquist and unanimously carried to approve the minutes of
November 16, 1993, as submitted.
U.S. Fish & Wildlife Service
Motion by Lindquist, seconded Windels and unanimously carried to endorse certification
for the acquisition of lands by the U.S. Fish and Wildlife Service described as 104
acres owned by Werner F. and Margaret M. Neumann of Fergus Falls, MN, and described as
T. 132 N., R. 43 w., 5th P.M., Section -33.
Employee Benefits
Motion by Partmann, seconded Stone and unanimously carried to authorize an increase for
Long Term Disability Coverage of the employee benefits from $8.98/month to $9.60/month
for the 1994 plan year.
Retirement
Chairman Lee acknowledged with regret the resignation/retirement of Roland Sauck,
Ag/Ditch Inspector, effective December 31, 1993.
Motion by Partmann, seconded Windels and unanimously carried to accept Sauck's
resignation.
Truth In Taxation Report
Wayne Stein, Auditor; Bob Moe 1 Assessor; Steve Andrews, Treasurer; and Tim Brand,
Information Systems Director, were present to discuss details of the Truth In Taxation
process with Board members. Handout materials were provided by the Auditor.
Bid Award: SAP 56-616-09
Motion by Lindquist, seconded Partmann and unanimously carried to award the SAP
56-616-09 Project to Mark Sand & Gravel Co., Fergus Falls, MN, in the amount of
$533,615.71, with a second portion of the bid in the amount of $25,439.70 (bike path)
contingent upon approval by the City of Battle Lake.
Final Payment: Roadside Mowing Areas B, F, H & I
Motion by Stone, seconded Windels and unanimously carried to approve payment in the
total amount of $1,159.13 payable to contract mowers Kenneth Anderson and Archie Wahlin
for roadside mowing of areas B, F, Hand I.

Bridge Inspection Certification
Motion by Partmann, seconded Stone and unanimously carried to authorize the Highway
Engineer to proceed with Bridge Inspection Technical Certification training sponsored
by MnDOT at a cost of $250.
Sverdrup Township: Road Exchange
Motion by Lindquist, seconded Partmann and unanimously carried to direct the Highway
Engineer to acknowledge an interest of Sverdrup Township regarding their proposal for
exchange of 2-1/2 miles of their township road, T-1012, for 3 miles of CSAH 45. The
motion was conditioned upon the project's inclusion in a future five year highway
improvement plan and is contingent upon future funding levels. The Highway Engineer
commented that it will be a minimum of five years before this exchange would take place
provided funding is not decreased and the project fits into the County's long range
plan.
Northeast Building Proposals
David Shultz, architect from the firm of Yeater, Hennings, Ruff, Etal, presented his
evaluations of the Northeast Building Proposals for Perham and New York Mills.
Mr. Shultz compared each of the proposals based on an earlier needs assessment. Both
the architect and the Building Committee (Lindquist/Windels) recommended the
New York Mills proposal citing the financial savings of approximately $600,000 in
choosing the New York Mills proposal; the better, more institutionalized, construction
of the New York Mills building; and, concern for possible liability factors of the
arsenic site at the Perham building location. A motion was offered by Lindquist,
seconded Stone and unanimously carried to proceed with the New York Mills building site
proposal and enter into further negotiations with New York Mills to solidify the
agreement, subject to review of the County Attorney.
Performance Evaluation Summary
A motion was offered by Lindquist, seconded Windels and unanimously carried to summarize
the performance evaluation of Richard West, Highway Engineer, as positive. The Board
indicated West has established himself as an effective engineer who has greatly improved
upon past performances by others in a similar position.
Adjournment
Closed to the Public
At 3:37 p.m. Chairman Lee declared the meeting adjourned and closed to the public for
purposes of discussing labor negotiation strategies with regard to the County's AFSCME,
Highway Department, bargaining unit. The next meeting of the Otter Tail County Board of
Commissioners is scheduled for 9:30 a.m. on Wednesday, December 8, 1993.
