HomeMy WebLinkAboutBoard of Commissioners - Minutes - 11/02/19930 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, November 2, 1993 9:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, November 2, 1993, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chairman; Andy Lindquist, Harley Windels, Bill Stone and Virginia Partmann present. Approval of Minutes Motion by Partmann, seconded Windels and unanimously carried to approve the minutes of October 26, 1993 as submitted. Oak Ridge Estates, Second Addition Motion by Stone, seconded Partmann and unanimously carried to approve the release of bond monies to Ron Goodman. The bond had been held to ensure that road construction, inspection and approval would take place with regard to Oak Ridge Estates, Second Addition, Wimer Lake. West Point Shores Motion by Stone, seconded Windels and unanimously carried to honor the request for a ninety day extension for the completion of road work on the final plat of West Point Shores, Otter Tail Lake. Phelps Mill Park Maintenance Donation Chairman Lee acknowledged memorial donations by Michael L. Burwell in memory of Carol Emerson (former owner of the Phelps Mill Store) in the total amount of $100 to be applied for the maintenance of the Phelps Mill Park. Motion by Partmann, seconded Stone and unanimously carried to designate the memorials of Carol Emerson, in the amount of $100, to a fund for Park maintenance and upkeep. County Abstracting The County Abstracting Committee members provided an update for the Board's information of options available to the County with regard to County abstracting. After discussion of the available options, the matter was again referred to the Committee for a recommendation. Safety/Emergency Services Tim Hunt, Safety/Emergency Services Director, provided copies of a proposed Otter Tail County Policy on Worker Safety & Health for the Board's consideration. Otter Tail County Board of Commissioners November 2, 1993 Page 2 Seminar Approved Motion by Windels, seconded Stone and unanimously carried to authorize the Highway Engineer to register a staff member to attend a bridge capacity rating seminar at a registration cost of $140. Land Surveyors Certificate of Correction to Plat Name of Plat: Midway Park Motion by Stone, seconded Partmann and unanimously carried to accept the Land Surveyor's Certificate of Correction to Plat by James w. Fowlds, Registered Land Surveyor, under the laws of the State of Minnesota, Registration No. 18164, that he has reviewed the legal description and the surveyor's drawing of Midway Park, and declares as follows: 1. 2. 3. That the plat of Midway Park dated October 16, 1905 and filed on October 27, 1905 in the office of the County Recorder, Otter Tail County, Minnesota, in Book~ of Plats, page 191 and recorded as Instrument Number 92414, was prepared by a Registered Land Surveyor who is not now available for the following reasons: Mr. Martin Aalberg is now deceased. That said plat contains errors, omissions, or defects in the following particulars, to-wit: The description of the Real Property does not adequately describe the shoreline of Otter Tail Lake as the northwesterly boundary line of the plat. That said plat is hereby corrected in the following particulars, to-wit: The legal description of the Real Property included in said plat is hereby modified and corrected to read as follows: Beginning at a point two hundred thirty-one (231) feet North of the south west corner of section thirty-one (31) in township one hundred thirty-four (134) North of range thirty-nine (39) West of the Fifth (5) Principal Meridian; Thence N. 37 3/4 degrees East two hundred sixty-seven and eight tenths (267.8) feet; thence S. 52 1/4 degrees East two hundred (200) feet; thence N. 37 3/4 degrees East fourteen hundred twenty (1420) feet; thence N. 30 degrees East one hundred eighty-six (186) feet to the East line of Government Lot four (4) of said section thirty-one (31); thence North on said line five hundred forty-four and five tenths (544.5) feet, more or less along the east line of said Government Lot 4, to the shoreline of Otter Tail Lake; thence southwesterly, along the shoreline of Otter Tail Lake, to the intersection with the west line of said Section 31 which bears North from the point of beginning; thence South along the west line of said Section 31, a distance of three hundred sixty-two (362) feet, more or less along the west line of said Section 31, to place of beginning, containing seventeen and forty-seven hundredths (17 47/100) acres, have caused the same to be surveyed and platted as 11Midway Park, Otter Tail Co. Minn 11 , as shown on this plat and we hereby donate and dedicate to the public use forever all the streets and alleys thereon shown. James w. Fowlds Registered Land surveyor MN Registration No. 18164 ECSU Membership -Purchase Motion by Lindquist, seconded Partmann and unanimously carried to approve the payment of $250 for associate membership with ECSU, Fergus Falls, for contract purchasing of various office supplies, etc. during 1993-94. Obter Tail County Board of Commissioners November 2, 1993 Page 3 Retirement Chairman Lee acknowledged with regret a letter of resignation/retirement Richard Kausler, Chief Deputy Sheriff, effective January 31, 1994. from Motion by Lindquist, seconded Windels and unanimously carried to accept Kausler's resignation. Replacement Positions Authorized Motion by Partmann, seconded Lindquist and unanimously carried to authorize the Sheriff to replace two licensed peace officers within his department. (Kausler/Eckley positions) Approval to Pay Bills Motion by Partmann, seconded Stone and unanimously carried to approve payment of bills per Attachment A of these minutes. Otter Tail County Information Systems Task Force Chairman Lee outlined the scope of the Otter Tail County Information Systems Task Force. He indicated the Task Force is charged with making recommendations on the future hardware and software needs for the property tax system as well as other county information system needs. The members of the Task Force were identified as: Wendy Metcalf, County Recorder, representing the property tax related offices; Rodney Scheel, Director of Information Systems, Otter Tail Power Company, serving as a private sector analyst; Larry Krohn, County Coordinator, serving as chair of the Task Force; and the services of Tim Brand, County Director of Information Systems and Tom Reddick, Douglas County Director of Information Systems, to provide technical information and support to the task force. Motion by Partmann, seconded Lindquist and unanimously carried to approve reimbursement for mileage incurred in meetings and a per diem for non-employee members of the Information Systems Task Force. United Way Campaign Chairman Lee indicated that Otter Tail County has long supported the United Way campaign and read a proposed letter from the Board to fellow Otter Tail County employees encouraging their individual contributions to help meet the community's needs. A motion was offered by Stone, seconded Partmann and unanimously carried to authorize the proposed letter be sent to Otter Tail County employees requesting their participation in the United Way campaign. And, further, the motion went on, to offer two Otter Tail County employee jackets as a Board donation to be used as an added incentive in a drawing for employees who participate in the campaign. scs Lease Motion by Stone, seconded Windels and unanimously carried to authorize the Chairman of the Otter Tail County Board of Commissioners to sign a lease with the Soil Conservation Service for office space at the East Otter Tail County offices located in Perham. O~ter Tail County Board of Commissioners November 2, 1993 Page 4 Northern Waste Systems U Motion by Lindquist, seconded Partmann and unanimously carried to approve payment in the amount of $333.90 to Northern Waste Systems for services at the Phelps Mill Park. Adjournment Closed to the Public At 11:26 a.m. Chairman Lee declared the meeting adjourned and closed to the public for purposes of discussing labor negotiation strategies with the County's four collective bargaining units. The next meeting of the Otter Tail County Board of Commissioners is scheduled for 1:00 p.m. on Tuesday, November 9, 1993.
