Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, October 26, 1993, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee 1 Chairman;
Andy Lindquist, Harley Windels, Bill Stone and Virginia Partmann present.
Approval of Minutes
Motion by Stone, seconded Windels and unanimously carried to approve the minutes of
October 19, 1993 as submitted.
Joint Assessment Agreement
Motion by Stone, seconded Partmann and unanimously carried to approve a Joint Assessment
Agreement with Girard Township wherein the Township will pay $6,088.50 as compensation
for the services of the Assessor which is calculated for 1994 as 1,353 parcels at $4.50 Ci) per parcel.

1994 Assessment Update
Bob Moe, County Assessor, provided a 1994 Assessment Update to the Board. His update
contained the following information:
1) House and cabin schedule has been raised 5% to 10% depending on house grade. This
has been done to reflect increased sale prices of a strong real estate market.
2) Lakeshore values will be raised for some lakes as needed.
3) Tillable land value for West Otter Tail County will be raised 5% due to sales
activity and to maintain cross county value comparisons. Grant and Wilkin County are
raising tillable land values also.
4) Building site values for rural sites and farm houses will be the same value. Prior
to this, a lower value was used for farm house sites.
5) East Otter Tail County tillable land will not be changed.
6} Irrigated acres that are 11 C11 tillable will have irrigation value raised to $75 per
acre. 11 A 11 and 11 B11 tillable irrigated acres will not change from the current $50 per
irrigated acre. The increase is due to high rental rates paid for irrigated land
versus dry land especially in the lower grades of tillable.
7) An application form will be required to receive the improvement value exemption for
homestead houses over 35 years old.

Liquor License Applications
Motion by Lindquist, seconded Stone and unanimously carried to approve the following
application for licenses:
Walt and Debbie Schmidt
River Front Lounge
On/Off Sale Non-Intoxicating
Malt Liquor, Setup and Wine
License
Canvassing Board Appointment
Chairman Lee appointed Commissioners
Board for the November 2, 1993 election.
November 4, 1993 at 2:00 p.m.
Partmann and Windels to serve on the Canvassing
The Canvassing Board will meet on Thursday,
Absentee Ballot Board
Wayne Stein, Auditor, indicated that Arleen Nycklemoe and Carlton Mortenson would serve
on the Absentee Ballot Board for the November 2, 1993 election.
GIS Program
Commissioner Partmann, Chair of the Long Range Planning Task Force, introduced
Dick Howe, Chad Swanson and Tom Reddick, representatives of
Spatial Management Group, Inc. Commissioner Partmann reviewed the process taken by her
Committee and others to gather more information on county-wide planning and addressing
system. A slide presentation was provided to Board members and staff to show what had
been done on a pilot project in Douglas County. After the presentation and
discussion,the management group agreed to provide a written proposal for consideration
at a later date.
Final Payment
Motion by Windels, seconded Lindquist and unanimously carried to approve final payment
in the amount of $8,862.72 payable to H V Johnston Culvert Company, St. Paul, as
previously awarded on May 4, 1993, for the Seasonal Supply of Culverts.
Ditch 21
Motion by Partmann, seconded Lindquist and unanimously carried to approve the
Supplemental Agreement to the Consulting Services Agreement with
Interstate Engineering, Inc. for engineering services on County Drainage Ditch #21.
Tax Court
Motion by Windels, seconded Stone and unanimously carried to authorize the Chairman to
sign on behalf of Otter Tail County Board of Commissioners a Stipulation for Entry into
Judgment with regard to Genmar Industries, Inc. of New York Mills for taxes payable in
1992 and 1993.
Meeting Date Change
Motion by Lindquist, seconded Windels and unanimously carried to change the regularly
scheduled Otter Tail County Board of Commissioners meeting from Tuesday, December 7,
1993 to Wednesday, December 8, 1993, to allow the Commissioners to attend. the annual
Association of Minnesota Counties meetings in Rochester on December 7.
