HomeMy WebLinkAboutBoard of Commissioners - Minutes - 10/19/19930 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Couanissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, October 19, 1993 9:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, October i9, 1993, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chairman; Andy Lindquist, Harley Windels, Bill Stone and Virginia Partmann present. Approval of Minutes Motion by Windels, seconded Stone and unanimously carried to approve the minutes of October 12, 1993 as submitted. U.S. Fish & Wildlife Service After lengthy discussion, a motion was offered by Lindquist, seconded Partmann and unanimously carried to approve the fee purchase of 80 acres from Barnard H. and Emily J. Eggen of Fergus Falls, MN. The land is described as T. 132 N., R. 42 W., 5th P.M., Section 10, Wl/2NE1/4 and an easement for foot and vehicular travel in common with the owner of the Northeast Quarter of the Northeast Quarter (NE1/4NE1/4} and Government Lot 1, in Section 10, Township 132, Range 42 1 over and upon and across the South 33 feet of said Government Lot 1 for the benefit of the present and future owners of the West Half of the Northeast Quarter of Section 10 aforesaid. Empty Pesticide Container Collection Public Information Officer, Marie Tysdal, together with two licensed local chemical dealers discussed with the Board the new legislation regarding collection of empty pesticide containers. The two chemical dealers present, Ken Anderson and Jerry Kramer (Harvest States, Fergus Falls} agreed to join Marie Tysdal and Andy Lindquist to personally visit each licensed chemical dealer in Otter Tail County to discuss their plan for compliance with the new collection law. Safety/Emergency Services Tim Hunt, Safety/Emergency Services Director, made an introduction to the Board and outlined steps already implemented with regard to the County's safety/emergency services programs. He reported safety training for employees had been conducted; he would be meeting with department heads with regard to OSHA deficiencies; and drafting of a policy statement is in progress. Solid Waste Advisory Board Motion by Lee, seconded Lindquist and unanimously carried to appoint Hilbert Isaacson, Pelican Rapids, to replace Max Stroschein, Jr. on the Solid Waste Advisory Board for the duration of his term. 0 Otter Tail County Board of Commissioners October 19, 1993 Page 2 EOT & WOT SWCD Representatives of East and West Otter Tail Soil & Conservation Districts met with the Board to discuss possible budget reductions. Alternative funding sources were suggested and discussed. Highway Projects Review Rick West, Highway Engineer, underway on CSAHs 67, 18, 25, Project. reported progress on a number of projects currently 45, 15, 4, and 17, as well as the Stalker/Long Lake Culvert Replacement Motion by Lindquist, seconded Windels and unanimously carried to approve the request of St. Olaf Township for replacement of a 48 11 culvert pursuant to the culvert replacement policy for fifty percent materials and installation as recommended by the Highway Engineer. CSAH 47 Ditch Clean-Out Motion by Lindquist, seconded Partmann and unanimously carried to authorize the Highway Engineer to move ahead, due to the late season, with clean-out of a portion of ditch along CSAH 47 if, after further investigation, the ditch appears in need of only minor cleaning. Pelican Group of Lakes Improvement District Motion by Partmann, seconded Lindquist and unanimously cairied to accept the recommendations of the Pelican Group of Lakes Improvement District Committee to appoint the following individuals as Board of Directors for the terms indicated commencing June 6, 1994: Three Year Terms Kermit Bye, Roger Carpenter, Marge Overby Two Year Terms Doris Haukebo, John Meyer, Cliff Stadurn One Year Term Dale Haakenstad, Aileen Jones, Mike Ostbye Abstract Office Wendy Metcalf, Recorder, discussed with the Board a recent request for office space by West Central Abstracting Company, Inc. The Chairman appointed the Recorder, Coordinator, County Attorney and a member of the County's Building Committee (Commissioner Lindquist) to further look into the matter and make a recommendation to the Board. Motion by bills per Approval to Pay Bills Stone, seconded Windels and unanimously carried to approve the payment of Attachment A of these minutes. 0 O~ter Tail County Board of Commissioners October 19, 1993 Page 3 Adjournment Closed to Public At 1:46 p.m., Chairman Lee declared the meeting adjourned and closed to the public for for the purpose of discussing an individual performance evaluation subject to its authority pursuant to M.S. 471.705, Subd. ld. (d). The performance evaluated was that of Virginia Rustad, Court Administrator. A summary report of performance conclusions will be provided at the next regular Board meeting.
