Call to Order
The Otter Tail County Board of Commissioners convened Monday, September 13, 1993, at
9:30 a.m. at the Otter Tail County Courthouse to discuss the 1994 Otter Tail county
preliminary budget. Commissioners Malcolm Lee, Chairman; Andy Lindquist,
Harley Windels, Bill Stone and Virginia Fortmann were present.
opening Remarks
Andy Lindquist and Malcolm Lee, Budget Committee members, offered opening remarks about
the budgeting process. They reaffirmed that levy certification must take place on
September 14, 1993, at the regular Board meeting and the purpose of this special meeting
was to discuss the 1994 preliminary budget for Otter Tail County. They indicated that
the Committee would continue to refine the budget, however the levy should be set at a
high rate and later adjusted downward because there are no provisions to increase the
levy once it has been set.
Budget Review
Wayne Stein, Auditor, reviewed the preliminary 1994 budget for the General Revenue Fund
line by line and discussed in detail specific areas he had outlined in an information
packet. The packet provided information on the General Fund, miscellaneous revenues and
expense, budget figures for the six funds the County levies taxes on, a summary budget
of the revenues and expenses of the General Fund, as well as a brief history of the
Local Government Aid (LGA), HACA and net levy.
The Phelps Mill Project costs were also discussed, though these costs remain
undetermined at this time. There was discussion about the Solid Waste {garbage) costs
as it relates to the Fergus Falls incinerator. Board members cited the value of the
Long Range Planning Task Force, chaired by Partmann, and their recommendations on
funding outside providers to encourage them to be self-sufficient. The proposed HACA
dollars were also a matter of concern.
Net Levy
After further discussion, the Auditor indicated there would be adjustment to his figures
which would lower his proposed net levy of 5.3% to an estimated 4% or less. He
indicated he would make the adjustments and present the amended net levy at the Board
meeting scheduled for September 14, 1993.
Solid Waste Costs
The Solid Waste Director, Mike Hanan, discussed a number of upcoming solid waste
expenses, some of which were operational but others included costs associated with
taking waste to Quadrant for processing, costs associated with the Northeast Landfill
and the Fergus Falls incinerator.

Other matters for consideration included future vehicle purchases, establishment of
capital improvement funds, and overcrowding of area lake studies.
Adjournment
At 11:55 a.m. Chairman Lee declared the meeting of the Otter Tail County Board of
Commissioners adjourned until 1:00 p.m. on Tuesday, September 14, 1993.
