HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/27/19930 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B otter Tail County Courthouse Tuesday, July 27, 1993 1:00 p.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, July 27, 1993, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chairman; Andy Lindquist, Harley Windels, Bill Stone and Virginia Partmann present. Approval of Minutes Motion by Lindquist, seconded Windels and unanimously carried to approve the minutes of July 20, 1993, as submitted. Jail Inspection Chairman Lee summarized a report received from the Minnesota Department of Corrections with regard to inspection of the detention facility. The overall report rating was commendable with a 99.5% acceptance level. Sheriff Nelson, Lt. Halvorson and the rest of the staff's efforts are appreciated. Bid Opening: 75 H.P. Loader/Tractor The Highway Engineer, having previously advertised for bids to be received, opened the following bids for a 75 H.P. Loader/Tractor: Central Sales Inc. Fergus Falls, MN L-Z Company St. Paul, MN Long Lake Ford, Inc. Long Lake, MN Ford 6640 $42,360.56 Case International 5220 $44,457.36 Ford 6640 $38,999.24 John Deere 6300 $39,149.40 John Deere 6300 $37,767.03 Massey Fergusson SOEX $39,156.63 Ford 6640 $38,326.16 The Highway Engineer will make recommendation for award of the above at the next scheduled Board meeting. 0 Q Otter Tail County Board of commissioners July 27, 1993 Page 2 Bid Opening: S,A,P, 56-633-07 Resurfacing The Highway Engineer, after having previously advertised for bids, opened the following bids for S.A.P. 56-633-07 Resurfacing: Central Specialties Inc. Long Prairie, MN Mark Sand & Gravel Company Fergus Falls, MN $423,583.80 $420,324.70 The Highway Engineer will make recommendation for award of the above at the next scheduled Board meeting. Schmidt's Bridge Contract Motion by Stone, seconded Partmann and unanimously carried to reaffirm the Chairman's signature on Schmidt's Bridge contract dated 4/3/91 with Erickson Engineering. S.A.P. 56-659-09 & Etc. Motion by Stone, seconded Windels and unanimously carried to approve payment for right-of-way on project S.A.P. 56-659-09 & Etc. in the City of Urbank for the total amount of $4,335. Water Plan Funding Bill Kalar, Land & Resource Director, discussed various aspects of the water plan funding. A discussion followed about expansion of our current efforts. Further study will follow. U.S. Fish & Wildlife Motion by Stone, seconded Windels and unanimously carried to approve a 240 acre fee purchase request on property of Steven and Judith Rokes, Inman Township. The original request was for 317.37 acres. City of New York Mills Building Proposal Chairman Lee appointed Commissioners Lindquist and Windels to serve on a negotiations committee with regard to the building proposal offered by the City of New York Mills to relocate County offices which are currently located in Perham. Motion by Partmann, seconded Lindquist and unanimously carried to direct the Coordinator to proceed with a needs analysis using County staff on space requirements and to get an architects opinion on suitability of the building for the County's possible relocation. Ditch 21 Motion by Partmann, seconded Windels and unanimously carried to delay discussion of Ditch 21 while a possible solution is being explored. The Auditor reported a petition had been received requesting Abandonment of County Drainage Ditch 21. The signatures on the petition represent 56.94% of the benefited acres in the drainage system. Total acres in the system -6,490.6. Total acres represented by the petition, -3,695.6. 0 Otter Tail County Board of Commissioners July 27, 1993 Page 3 Motion by Partmann, seconded Stone and unanimously carried to schedule a Public Hearing on the Petition for Abandonment of Ditch 21 at 7:30 p.m. on August 17, 1993, in Courtroom 1 of the Otter Tail County Courthouse, Fergus Falls, MN. Liquor Licenses Motion by Stone, seconded Windels and unanimously carried to approve the following applications for licenses: Hi-Way Park Ballroom Thomas w. Volberding Henning, MN On/Off-Sale Non-Intoxicating Malt Liquor License Mobile Home Tax Motion by Partmann, seconded Stone and unanimously carried, to accept $308.04 as payment in full for the payable 1986 mobile home tax on Personal Property Parcel No. 58, Buse Township. Agricultural Crop Disaster Relief Report Sandra Giese, ASCS Director, and Harold Stanislawski, Minnesota Agriculture Extension Agent, reported on the agricultural crop disaster in portions of Otter Tail County. Chairman Lee appointed a task force composed of these members: Sandra Giese, Harold Stanislawski, Denzil Cooper, Bill Kalar and others (to be designated by the committee), The mission is to access all areas of potential losses and report findings and recommendations. Law Library Motion by Lindquist, seconded Windels and unanimously carried to direct the County Attorney to obtain an opinion of the Attorney General with regard to the County's request of the Library to pay rent for the library facility. Both parties have agreed to abide by the Attorney General's opinion of the statute. The County will pay for costs incurred in obtaining the Attorney General's opinion. Closed to Public At 3:05 p.m. Chairman Lee declared the meeting closed to the public for the purpose of discussing an individual performance evaluation previously completed on Tim Brand, Data Processing Director. This matter is subject to the Board's authority pursuant to M.S. 471.705, Subd. ld,(d). Open to Public At 3:26 p.m. Chairman Lee declared the meeting of the Otter Tail County Board of Commissioners open to the public. Performance Evaluation Summary Motion by Lindquist, seconded stone and unanimously carried to accept the performance evaluation summary as prepared by Commissioner Partmann relative to the performance evaluation of Tim Brand, Data Processing Director. The Board concluded Brand would need to improve communication in order to accomplish tasks of the County.
