HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/06/1993i a 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS commissioners' Room, Floor 1-B Otter Tail County courthouse Tuesday, July 6, 1993 9:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, July 6, 1993, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chairman; Andy Lindquist, Harley Windels, Bill Stone and Virginia Partmann present. Approval of Minutes Motion by Stone, seconded Windels and unanimously carried to approve the minutes of June 29, 1993, as submitted. Bal-View Estates Motion by Partmann, seconded Windels and unanimously carried to authorize the release of a check held in escrow pending the completion of a road for Bal-View Estates in the amount of $1,450. County-Wide Mapping Commissioner Partmann reported on initial contacts she has made with regard to county-wide mapping systems done in other counties. General discussion followed with further study underway. Performance Evaluation Summary The Board reported that the performance evaluation of Tom Fawcett, Director of Social Services, was positive. The Board reported that the performance evaluation of Rick Sytsma, Building Maintenance Supervisor, was satisfactory, however, upon a motion by Lindquist, seconded Stone and unanimously carried the Board would request of Sytsma to meet on a regular monthly basis with the Building Committee. Grievance Committee Representatives Chairman Lee appointed Commissioner Virginia Partmann and Coordinator Larry Krohn to serve as employer's representatives on a Grievance Committee to address a step Three Grievance as established through a member of one of the County's four bargaining units. Noxious Weed Appeals Meetings Motion by Stone, seconded Windels and unanimously carried to set the appeal meetings of the Noxious Weed Appeals Committee for both East and West Otter Tail County to be held as necessary, on Monday evenings at 7:30 p.m. in the Commissioners' Room of the Otter Tail County Courthouse. Death Investigation Seminar Motion by Lindquist, seconded Partmann and unanimously carried to authorize the Otter Tail County Coroner, Dr. D. L. Michaelis, to expend funds from the 1993 Coroner's Budget for training costs for Richard Dahlquist to attend the Masters V Advanced Death 0 0 I Otter Tail County Board of Commissioners July 6, 1993 Page 2 Investigation Conference on August 2-5, 1993. The amount to be expended will not exceed $1,098. The exact amount will be determined following negotiation for cost sharing with Lake Region Hospital and others who may benefit from the training. Approval of Bills Motion by Windels, seconded Partmann and unanimously carried to authorize the payment of bills per Attachment A of these minutes. Bid Opening: T-629 & Etc. The Highway Engineer, after having previously advertised for bids, opened the following bids on Project T-629 & Etc. involving Scambler, Hobart and Edna Townships: Central Specialties Inc. $151,646.50 Long Prairie, MN Mark Sand & Gravel Co. $160,353.80 Fergus Falls, MN Sherbrooke Sodding Company $193,009.70 Pelican Rapids, MN The bid will be awarded following township recommendation. City of Vergas Motion by Windels, seconded Stone and unanimously carried to award bids on the following projects to Sellin Bros. of Hawley, MN, as recommended by the Highway Engineer with regard to work done on joint projects with the City of Vergas on County Roads 4 and 17: S.A.P. 56-604-08: $237,822.49 S.A.P. 56-617-08: $ 71,110.06 County Maintenance Materials: $15,000 '93 Traffic Marking Contracts: Bid Date Set Motion by Lindquist, seconded Windels and unanimously carried to set the bid opening date for '93 Traffic Marking Contracts on August 3, 1993, at 1:00 p.m. '93 Highway Department: Vehicle Purchase The Highway Engineer reported he had checked for availability of '93 pickups with area dealers. Only one dealer had a vehicle in stock that matched the specifications closely and that dealership was Nelson Ford, Fergus Falla. Motion by Partmann, seconded Lindquist and unanimously carried to authorize the Highway Engineer to purchase a '93 F250 3/4 Ton Pickup with two-wheel drive, V-8 in the amount of $14,836.90 as requested by the Highway Engineer. Liquor License Applications Motion by Lindquist, seconded Windels and applications for licenses: unanimously carried to approve the following Gerald R. Smith Pelican Beach Store Fargo, ND Off-Sale Non-Intoxicating Malt Liquor License Subject to the approval of the County Attorney's and County Sheriff's office. 0 0 Otter Tail County Board of Commissioners July 6, 1993 Page 3 Wine License, and On/Off Sale Non-Intoxicating Malt Liquor License Galaxy Resort Ronald Bina Dent, MN Subject to and subject the approval of the County Attorney's office and the County Sheriff's office to the submission of the required insurance papers. Amor House Larry and Sandy Methorst Battle Lake, MN Wine License, and On/Off Sale Non- Intoxicating Malt Liquor License Subject to the approval of the County Attorney's office and the County Sheriff's office. Aleo subject to the submission of the required application papers and fees. Application For Exemption From Lawful Gambling License An Application for Authorization for Exemption from Lawful Gambling License for the Holy Crose Catholic Church for an activity to be held on September 12, 1993, was offered by the Auditor. No objection was expressed by the Commissioners on this request. Abatement Resolution Motion by Windels, seconded Lindquist and unanimously carried, the following resolution was adopted: WHEREAS, real and personal property tax abatements are subject to the approval of the County Assessor, the County Auditor and the County Board of Commissioners, and WHEREAS, the Otter Tail County Board of Commissioners has adopted an abatement policy for use in approving or denying abatements, and WHEREAS, the majority of the abatements are the result of property classification and/or market value changes that have already met the approval of the County Assessor's Office, and WHEREAS, the Otter Tail County Board of Commissioners rely upon the recommendations of the County Assessor and County Auditor when approving real and personal property tax abatements, and WHEREAS, it would be in the best interest of management not to present to the Otter Tail County Board of Commissioners abatements that have already been approved by the administrative departments of the County under the existing abatement policy, and NOW, THEREFORE, BE IT HEREBY RESOLVED, that the Otter Tail County Board of Commissioners finds that it is in the best interest of management for efficient operations that only those abatements that have been denied, under the existing abatement policy, by either the County Assessor or the County Auditor be presented to the Otter Tail County Board of Commissioners for consideration. WHEREAS, the petition asks for the appointment of a qualified engineer to examine County Drainage System #21 and to make a report of the necessary repairs, the estimated cost of repair and all details, plans and specifications required to supply the necessary details to let a contract for such repair and, following the receipt of the engineers report, to conduct further proceedings as provided by law. WHEREAS, County Drainage System #21 and its branches run from the south side of West Lost Lake in Section 31, Maine Township through Fish Lake, Pleasant Lake, Little Annie Lake, Lake Annie and John Lake. Affecting lands in Section 31 of Maine Township, section 36 of Friberg Township, Sections 4, 5, 6, 7, 8, 9, 10, 14, 15, 16, 17, 18, 20, and 21 of Sverdrup Township and Sections 1, 2, 3, 10, 11, 12 and 13 of Aurdal Township. WHEREAS, the Otter Tail County Board of Commissioners has chosen to hold a hearing on that petition before appointing an engineer to examine the drainage system and make a repair report. The hearing will take place on July 20th, 1993, at 7:30 p.m. in Courtroom #1, Otter Tail County Courthouse, Fergus Falls, Minnesota. WHEREAS, the hearing will provide the affected landowners with an opportunity to discuss the need for the repairs and to learn the procedure which must be followed to accomplish any repair. You are receiving notice because your property may be affected by the proposed ditch repair. If your property is not located near the area described above, you may be included because you own property which was determined to have benefited from the construction of the entire ditch system. Therefore, you may be assessed a portion of the costs of a repair. THEREFORE, BE IT RESOLVED, that information regarding Ditch #21, the land area it benefits and the petition for its repair may be viewed at the County Auditor's Office between 8:00 a.m. and 5:00 p.m., from now until the time of the hearing.
