HomeMy WebLinkAboutBoard of Commissioners - Minutes - 06/01/1993lo _, Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B otter Tail County Courthouse Tuesday, June 1, 1993 9:30 a.m. Call to Order The"'Otter Tail County Board of Commissioners convened Tuesday, June 1, 1993, at 9:30 a.rn. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chairman; Andy Lindquist, Harley Windels, Bill Stone and Virginia Partmann present. Approval of Minutes Motion by Lindquist, seconded Stone and unanimously carried to approve the minutes of May 25, 1993, as submitted. Recycling Center Proposals Motion by Partmann, seconded Lindquist and unanimously carried to authorize the Solid waste Director and the Recycling Center Manager to proceed with contracting with Orr Schelon Mayenon & Associates, Inc. of Minneapolis, MN, (OSM) for the basic concept of system evaluation, design and construction of the recycling center. The motion went on further to require that the contract be structured so that approval to proceed can be made throughout the various contract phases. Mike Hanan was directed by the Board to return with specifics on phases for review with regard to the contract. Abatements Motion by Lindquist, seconded Partmann and unanimously carried to approve the following abatement applications for payable 1993 property taxes: Amor Township: Kirn Olson Erickson Donald A. Erickson 02-000-29-0236-015 Abate this parcel to an ag non-homestead classification. residency in California. candor Township: Frederick L. Mears 08-000-99-0289-000 Abate this parcel to a 75% Midyear Homestead classification. Clitherall Township: Bernard and Josephine Stich 10-000-04-0030-002 Property owner claims Abate to recalculate as the original tax was calculated only on the land value. Homestead portion was incorrectly calculated at 21. Elizabeth Township: Zane and Lois Tassler 22-000-99-0326-000 Abate this parcel to correct the building size. William T. Ovsak 22-000-99-0410-000 Abate this parcel to change the classification from homestead to seasonal recreational residential. Everts Township: Gilbert and Patricia Garza 25-000-99-0279-000 Abate to recalculate this parcel. Original tax calculation was based only on the land value. Fergus Falls Township: Walter Sundberg Abate to correct this parcel. hired man. David Sundberg 26-000-23-0139-000 Second house was not being rented out. It was used by a 26-000-23-0139-001 Abate to correct this parcel. Second house was not being rented out. It was used by a hired man. Add site for the second house. Folden Township: Joyce Nehk 27-000-35-0227-001 Abate this parcel to a midyear homestead. This was split out of another parcel which had a document date of May 29th, 1992. The document was not recorded until October, 1992. Homestead application was filed May 29th, 1992. Girard Township: Elmer and Lavonne Seedorf 29-000-19-0122-000 Abate this parcel to a 75% midyear relative homestead classification on the house, garage and one acre. Leaf Mountain Township: Dale Oliver Clermont 36-000-99-0311-000 Abate this parcel from a residential classification to a seasonal classification. Western Township: Herbert Turner 62-000-12-0102-000 Abate this parcel to show the correct market value as the buildings were incorrectly placed on the wrong parcel when the split was done in 1992. Mitchell A. and Kelly J. Messer 62-000-l21-0l02-001 Abate this parcel to correct the value as buildings were placed on the wrong parcel when the split was done in 1992. Dent City: Robert Hitsman 68-000-99-0095-000 Abate to recalculate this parcel. Original tax was only calculated on the land value. Fergus Falls City: Fergus Falls Medical Building 71-001-99-0158-000 Abate this parcel to correct the value as there was a data entry error. Henning City: Jon P. Wigert 72-000-99-0174-000 Abate to recalculate this parcel. Original tax was calculated on the land value only. New York Mills City: Harold E. Karvonen 73-000-08-0004-006 Abate to recalculate this parcel. Original tax was o•lculated on the land value only. Otter Tail Lakes Sewer District Board Appointments Motion by stone, seconded Lindquist and unanimously carried to reappoint Charles Kochman and Mary Stoller to a four year term beginning July l, 1993, on the Otter Tail Lakes Area Sewer District Board. 0 0 Otter Tail County Board of Commissioners June 1, 1993 Page 5 Approval to Pay Bills Motion by Fortmann, seconded Stone and unanimously carried to authorize payment of bills per Attachment A of these minutes. Bid Opening: Highway Department Projects Motion by Stone, seconded Windels and unanimously carried to close acceptance of bids on Highway Department Projects SAP 56-615-13 & Etc, SAP 56-618-07 & Etc. After having previously advertised for bids, the Highway Engineer opened the following bids: Project SAP 56-615-13 & Etc, Mark Sand & Gravel Co. Fergus Falls, MN Starry construction co., Inc. Long Prairie, MN Project SAP 56-618-07 & Etc. Mark Sand & Gravel Co. Fergus Falls, MN Starry Construction Co., Inc4 Long Prairie, MN $445,398.97 $490,826.76 $548,557.57 $557,984.75 The Highway Engineer will make a recommendation at the next Board meeting regarding bid award of these projects. 1993 Truck Weight summary for Otter Tail County A summary, prepared by Mark Englund of the Sheriff's Department, was presented to the Board. The report gave statistics on the number of trucks weighed, citations issued, warnings and overweight as well as the types of trucks involved. Performance Evaluation Summary The Board reported that the performance evaluation of Charles Kitzman, Director of Court Services Department, was positive. Motion by Lindquist, seconded Windels and unanimously carried to make the evaluation summary a part of Kitzman•s personnel file. Adjournment At 1:55 p.m. Chairman Lee declared the meeting adjourned until 1:00 p.m. Tuesday, June B, 1993.
