HomeMy WebLinkAboutBoard of Commissioners - Minutes - 05/18/1993.. : 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Tuesday, May 18, 1993 9:30 a.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, May 18, 1993, at 9:30 a.m. at the otter Tail County Courthouse with Commissioners Malcolm Lee, Chairman; Andy Lindquist, Harley Windels, Bill Stone and Virginia Partmann present. Approval of Minutes Motion by Partmann, seconded Stone and unanimously carried to approve the minutes of May 11, 1993, as submitted. DNR Shoreland Funding Bill Kalar, Land & Resource Management Director, provided information about the DNR funding of the shoreland ordinance implementation. In lieu of the $40-50,000 the County had previously been promised, a base grant of $3,000 plus an additional $12,000, for a total grant of $15,000 has been offered. Motion was made reluctantly by Partmann, seconded Windels and unanimously carried to accept the $15,000 grant as presented. sewage Disposal Installers License Motion by Lindquist, seconded Windels and unanimously carried to approve the application of Ricky Leitch Backhoe Service, Fergus Falls, MN, for a Sewage Disposal Installers License. Bid Opening Set Motion by Windels, seconded Stone and unanimously carried to authorize the Highway Engineer to advertise and set bid date for June 29, 1993, for Resurfacing Portions of CSAH 67. Phelps Mill Motion by Lindquist, seconded Partmann and unanimously carried to authorize the Highway Engineer to proceed with rental of two port-a-potty units; trade-in of a push lawnmower; and to repair the overhang roof at Phelps Mill. OSHA Manual Purchase Motion by Partmann, seconded Lindquist and unanimously carried to authorize prepayment in the amount of $15, plus tax, shipping and handling, payable to the state of Minnesota for a 1993 OSHA Rules & Regulations handbook. () Approval to Pay Bills Motion by Stone, seconded Fortmann and unanimously carried to authorize payment of bills per Attachment A of these minutes. 0 otter Tail County Board of Commissioners May 18, 1993 Page 2 Abatements Motion by Stone, seconded Windels and unanimously carried to approve the following abatement applications for payable 1993 property taxes: Bluffton Township: Allen and Roberta Schmitz 05-000-14-0078-000 Abate this parcel to calculate as a midyear homestead. Dunn Township: Lloyd and Mary Swenson 17-000-99-1503-000 Abate to non-homestead, Applicant is receiving homestead on parcel #222 in the City of Pelican Rapids. Eagle Lake Township: Paul and Shirley Lohmeyer 18-000-03-0018-001 Abate to remove building value. The building value is on parcel #18-002. Elizabeth Township: Abate to a 75% relative homestead on the house garage and one acre. o Friberg Township: Michael and Victoria Burke 28-000-04-0030-003 Abate this to calculate as ag homestead midyear. Henning Township: Marion D. Haugen 31-000-26-0174-000 Abate to ag homestead classification. Hobart Township: David and Sandra Antonsen 32-000-32-0219-001 Abate to recalculate this parcel. Tax was calculated using the wrong value. Pelican Township: Roy and Mavis Budke 50-000-01-0009-ooo Abate to one-half disability homestead and one half non-disability homestead. Scambler Township: 55-000-99-0339-000 C) Abate this to homestead. Should have calculated under the primary parcel. This parcel adjoins parcel #338. Henning City: Marion D, Haugen 72-000-26-0090-000 Abate this parcel to ag homestead. Liquor License Application Motion by Stone, seconded Partmann and unanimously carried to approve the following application for license: Amor House Larry Methorst Battle Lake, MN On/Off Sale Non-Intoxicating Malt Liquor License Transfer of the On Sale and a prorate of the Off Sale. Payment Approved Motion by Lindquist, seconded Partmann and unanimously carried to approve payment in the amount of $20.75 to the Fergus Falls Medical Group. Charges stem from a criminal o investigation. 0 Recycling Building Proposals Mike Hanan, Director of Solid Waste Department, together with Bob Williams, Recycling Center Manager, reviewed a number of proposals they have received on construction of a new recycling building, etc. Copies of each proposal was shared with Board members and a recommendation will follow at the June 1, 1993, Board meeting. Otter Trail Riders Club -Snowmobile Trail Agreement Motion by Windels, seconded Stone and unanimously carried to authorize the Board Chairman to sign the Otter Trail Riders Snowmobile Club agreement, pending approval of the County Attorney. This agreement would allow the Club to apply for grant funding in the coming year. Long Range Planning Commissioner Virginia Partmann, Chair of the Long Range Planning Task Force, reviewed some specific recommendations of the committee and reported on presentation of the plan at a department head meeting. Forest Tent Caterpillar Control Motion by Lindquist, seconded Partmann and unanimously carried the was adopted: following resolution 0 0 otter Tail County Board of Commissioners May 18, 1993 Page 4 RESOLVED by the Board of County Commissioners of otter Tail County, Minnesota, that WHEREAS, the Otter Tail County Board of Commissioners has received a request for permission to fly over the County of Otter Tail for the purpose of dispensing Dipel Lor Bacillus Thuringiensis to control forest tent caterpillars; and WHEREAS, the Minnesota Extension Service has reported to the Otter Tail County Board that Bacillus Thuringiensis is a biodegradable insecticide which is not toxic to life other than caterpillars and is the best choice for forest tent caterpillar control at a young stage; and WHEREAS, several lake associations and other groups have expressed interest in spraying residential areas in Otter Tail County for caterpillar control; and WHEREAS, the Otter Tail County Board is not aware of any reason to object to the proper spraying of Bacillus Thuringiensis as required to control forest tent caterpillars. NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners does not object to air flight over Otter Tail County by helicopter or plane for the purpose of proper aerial application of Bacillus Thuringiensis for forest tent caterpillar control. WHEREAS, the otter Tail County Board of Commissioners recognizes the importance of safety in all areas of rural living; and WHEREAS, safety is not confined to any one aspect of community living. THEREFORE, BE IT RESOLVED, that we, the Otter Tail County Board of Commissioners, proclaim the week of June 7-13, 1993, as Rural Safety Week throughout Otter Tail County. Lee, Chairman Adjournment Closed to the Public At 2:20 p.m. Chairman Lee declared the meeting adjourned and closed to the public for the purpose of discussion of the performance of individuals subject to its authority pursuant to M.S. 471.705, Subd. ld.(d). The performance being discussed was that of Charles Kitzman, Director of Court Services. A summary report of conclusions regarding the evaluation will be provided at the next regular Board meeting.
