Call to Order
The otter Tail County Board of commissioners convened Tuesday, May 4, 1993, at 9:30 a.m.
at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chairman~
Andy Lindquist, Harley Windels, Bill Stone and Virginia Partmann present.
Approval of Minutes
Motion by Stone, seconded Lindquist and unanimously carried to approve the minutes of
April 27, 1993, as submitted.
Abatements
Motion by Lindquist, seconded Partmann and unanimously carried to approve the following
abatement applications for payable 1993 property taxes:

Lawful Gambling Resolution
Motion by Windels, seconded Stone and unanimously carried the following resolution was
adopted by the Otter Tail County Board of Commissioners:
WHEREAS, the responsibility for the regulation of lawful gambling and the issuance of
licenses and permits for the conduct of lawful gambling lies with the Minnesota Gambling
Control Board; and
WHEREAS, Perham Jaycees have made application to the Gambling Control Board for a
premises permit to conduct lawful gambling at the Colonial Lounge in Perham Township of
Otter Tail County; and
WHEREAS, Minnesota Statutes 349.213 provides that the Gambling Control Board may not
issue a premise permit unless they receive a resolution from the County Board approving
the permit; and
WHEREAS, the Otter Tail County Board is aware of no reason to oppose the conduct of
lawful gambling by the Perham Jaycees at the Colonial Lounge in Perham Township of Otter
Tail County; and
NOW, THEREFORE, IT IS HEREBY RESOLVED, that the Otter Tail County Board of Commissioners
hereby approves the conduct of lawful gambling by the Perham Jaycees at the
Colonial Lounge in Perham Township of otter Tail County, provided that the applicant
meets all the necessary criteria for the licenses and permits required by the Gambling
control Board.

IT Is FURTHER RESOLVED, that notice of this application and approval shall be provided
to the Town Board of Perham Township by sending them a copy of this resolution.

Postal Verification Cards
Motion by Portmann, seconded Lindquist and unanimously carried, to approve the entering
into and the signing of an agreement with the Secretary of State and the
InterTechnologies Group, Department of Administration, State of Minnesota for the
production and mailing of postal verification cards, for the period of July 1, 1993
through June 30, 1994, to voters registered to vote in Otter Tail County. The County
agrees to pay 23 cents per postal verification card plus or minus any change in the u.s.
Postal Service postage rate that may occur during the term of this agreement.
Extra Help -Summer
Motion by Lindquist, seconded Portmann and unanimously carried to approve the hiring of
extra patrol help, as requested by the Sheriff, for the summer as needed and as
budgeted.
Otter Tail Power Rebate
Rick Sytsma, Maintenance Supervisor, updated the Board on efforts his department has
made to qualify for a rebate from Otter Tail Power citing relamping of lighting fixtures
and other measures.
Records Technician/Bookkeeper Position
Motion by Partmann, seconded Lee and unanimously carried to approve a new position in
the Otter Tail County Detention Facility for a full time Records Technician/Bookkeeper.
Position is to be advertised, "This position may be of limited duration."
Long Range Planning Recommendations
Commissioner Virginia Partmann, Chair of the Long Range Planning Task Force, reviewed
the overall recommendations of the committee.

Prior to bid award, the County Attorney will respond to the requirement that the above

Final Payment
Motion by Windels, seconded Partmann and unanimously carried to approve final payment to
Burlington Northern Railroad Company in the amount of $11,496 on S.A.P. 56-651-12
Shoreland Ordinance
Bill Kalar, Director of Land & Resources, discussed various shoreland grant monies
which, Kalar stressed, is based on some very limited funds.
Board of Review
Bob Moe, Assessor, provided an assessment comparison of 1992 and 1993. There was some
general discussion about the review process.
Performance Evaluation Summary
Q The Board reported that the performance evaluations of Roland Sauck, Ag/Ditch Inspector
and Larry Krohn, Coordinator, were both positive.

Motion by Partmann, seconded Stone and unanimously carried ta approve the payment of
bills per Attachment A of these minutes.
Adjournment
At 3:45 p.m., Chairman Lee declared the meeting adjourned until 1:00 p.m. on
