HomeMy WebLinkAboutBoard of Commissioners - Minutes - 04/27/1993Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS commissioners' Room, Floor 1-B otter Tail county Courthouse Tuesday, April 27, 1993 1'00 p.m. Call to Order The Otter Tail County Board of Commissioners convened Tuesday, April 27, 1993, at 1:00 p.m. at the Otter Tail County Courthouse with commissioners Malcolm Lee, Chairman; Andy Lindquist, Harley Windels, Bill stone and Virginia Partmann present. Approval of Minutes Motion by Partmann, seconded Stone and unanimously carried to approve the minutes of April 20, 1993, as submitted. Sentence-To-Service Program Al Keller, Detention Facility Supervisor, presented the Sentencing-To-Service budget and and requested Board approval to the program's joint powers agreement with the Minnesota Department of Corrections. A motion was offered by Partmann, seconded Lindquist and unanimously carried to offer the following resolution authorizing execution of agreement: BE IT RESOLVED THAT Otter Tail County intends to enter into a Joint Powers Agreement with the State of Minnesota for the Sentencing-To-Service Program, to be conducted during the period from July 1, 1993 to June 30, 1995. Gary A. Nelson, county Sheriff, is hereby authorized to sign and execute such agreements as are necessary to implement the program on behalf of the County. Adopted at Fergus Falls, Minnesota, this 27th day of April, 1993. A video was presented which demonstrated the differences of fully-automatic and semi-automatic weapons with discussion following. License Application Motion by Stone, seconded Fortmann and unanimously carried to approve the following license application: Louise E. Trana Dave/Louise's Re·staurant Henning, MN 56551 Set-up License Special Assessment Levied Motion by Stone, seconded Partmann and unanimously carried to grant a levy of a special assessment to Adrian Klimek over a five year period as recommended by the Auditor. The assessment is a public health abatement for $1,031.80, plus interest at $82.54, with the interest rate set at 8%. Future assessment levy requests will continue to be considered on an individual basis. classification Chuck Kitzman, Classification Committee member, reported the Committee had reviewed the position of Records Technician/Billing Clerk. It was the recommendation of this Committee to set the range level at 12. Motion by Lindquist, seconded Partmann and unanimously carried to uphold the determination of the Classification Committee and set the salary range level at 12 for the position of Records Technician/Billing Clerk in the Otter Tail county Detention Facility. Community Development Application Motion by Stone, seconded Fortmann and unanimously carried to offer the following resolution for sponsorship of the Community Development Application: BE IT RESOLVED that otter Tail County act as the legal sponsor for project(s) contained in the Community Development Application to be submitted on 1, September, 1993 and that the County Board Chairman is hereby authorized to apply to the Department of Trade and Economic Development for funding of this project on behalf of otter Tail County. BE IT FURTHER RESOLVED that Otter Tail County has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate construction, operation, maintenance, and replacement of the proposed project for its design life. BE IT FURTHER RESOLVED that Otter Tail county has not incurred any costs, has not entered into any written agreements to purchase property. BE IT FURTHER RESOLVED that Otter Tail County has not violated any Federal, State, or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice. ~· atter Tail County Board of Commissioners February 10, 1993 0 Page 79 BE IT FURTHER RESOLVED that upon approval of its application by the state, Otter Tail County may enter into an agreement with the State of Minnesota for the above-referenced project(s), and that Otter Tail County certifies that it will comply with all applicable laws and regulations as stated on all contract agreements and described on the Compliances Checklist of the Community Development Application. NOW, THERFORE, BE IT RESOLVED that Malcolm K. Lee, Chairman, Otter Tail County Board of Commissioners, is hereby authorized to execute such agreements as are necessary to implement the project(s) on behalf of the applicant. Lee, Chairman CSAH No. 2 -Route Number Change Motion by Lindquist, seconded Windels and unanimously carried to offer the following resolution to request a change in the route number of CSAH No. 2 from CSAH No. 15 (SE 1/4 corner, Section 3, Western Twp.) to CSAH No. 15 (W 1/3 corner, Section 34, Orwell Twp.): WHEREAS, County State Aid Highway No. 2 and County State Aid Highway No. 15 are a joint route from the SE 1/4 corner of Section 3, Western Township, thence North 1.5 miles to the W 1/4 corner of Section 34, Orwell Township, AND WHEREAS, County State Aid Highway No. 2 is presently the thru route, AND WHEREAS, traffic patterns have changed causing County State Aid Highway No. 15 to become a more utilized route by the public. NOW, THEREFORE BE IT RESOLVED THAT, the Otter Tail County Board of Commissioners hereby requests from the Minnesota Department of Transportation, Division of State Aid, approval to re-designate the above described segment of County State Aid Highway No. 2 to County State Aid Highway No. 15 and that County State Aid Highway No. 15 become the thru route. Otter Tail County April 27, 1993 Page 4 Board of Commissioners 0 0 Training for Mechanics Motion by Portmann, seconded Stone and carried, with Lee opposed, to send two Highway Department mechanics to a hydraulic seminar at the National Technical Transmission Institute at a cost of $895 per individual for the 2-1/2 day seminar as requested by the Highway Engineer.
