Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, April 13, 1993, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chairman;
Harley Windels, Bill Stone, Virginia Partmann, and Andy Lindquist present.
Approval of Minutes
Motion by Lindquist, second by Windels and unanimously carried to approve the minutes of
April 6, 1993, as submitted.
Liquor License Application
Motion by Lee, second by Lindquist and unanimously carried to approve the following
application:

Abatements
Motion by Partmann, second by Lindquist and unanimously carried to approve the following
abatement for the payable 1993 tax year,

Remove special assessment code 7407 in the amount of $319.80 and add special assessment
code 7407 in the amount of $159.81,

Appointment
Motion by Lindquist, second by Partmann and unanimously carried to reappoint
Warren Erickson to the Bois De Sioux Watershed Board effective May 10, 1993.
Gambling License Application
No objection was expressed to the exemption from lawful gambling license for the Eagle
Lake Sportsman Club,

Soil Conservation Service
Motion by Lindquist, second by Partmann and unanimously carried to approve payment to
the Soil Conservation Service in the amount of $22,552 for costs incurred in furnishing
technical assistance in accordance with the Soil Survey agreement for the period
January 1, 1993, through March 31, 1993.
Otter Tail Co-operative Oils, Inc
A check in the amount of $382.20 received from Otter Tail Co-operative Oils, Inc. which
represents 22.5% of the County's equity in the Co-op as of December 31, 1986, will be
receipted into the General Fund.
Property Tax/Salary Restraint Resolution
Motion by Stone, second by Windels and unanimously carried to adopt the following
resolution:
WHEREAS, the recovery from the 1990-91 recession has been slower than for any postwar
recession; and
WHEREAS, the national unemployment has remained above seven percent for the last year;
and
WHEREAS, private industry throughout the nation has been forced to reduce wages and
benefits due to financial difficulties; and
WHEREAS, the financial ability of property owners to withstand major property tax
increases is limited; and
WHEREAS, the total property tax increase for counties in Minnesota this year was the
lowest in at least twenty years; and
WHEREAS, the administration and the legislature have called for continued restraint in
property taxes and salary and benefit costs;
NOW, THEREFORE BE IT RESOLVED, that the Otter Tail County Board of Commissioners urges
continued restraint in salary and benefit increases for both the state and for local
governments and urges continued restraint in property tax levy increases for 1994.
BE IT FURTHER RESOLVED, that the Board of Commissioners calls upon the Governor and the
state legislature to assist local governments in controlling property tax increases by
not considering or imposing additional unfunded mandates upon county governments which
will result in an increase in local property taxes.

Shoreland Management Ordinance Amendments
Motion by Lindquist, second by Windels and unanimously carried to approve the proposed
Shoreland Management Ordinance amendments as presented at the March 29, 1993, public
hearing and as recommended by the Planning Commission.
Installers License Application
Motion by Stone, second by Windels and unanimously carried to approve the sewage
disposal system installers license renewal application of Ed Waln Excavating,
Wadena, MN.
Cleaners License Application
Motion by Windels, second by Partmann and unanimously carried to approve the sewage
disposal syStem cleaners license application of Anderson Pumping Service,
Detroit Lakes, MN.
Employee-of-the-Month Program
Motion by Partmann, second by Stone and unanimously carried to approve payment to the
Employees Committee of $1,027.60 from the Commissioners' Contingency Fund for
reimbursement of 1993 Employee-of-the-Month expenses.
Bid Opening-Phelps Mill Repair Project
Motion by Stone, second by Lindquist and unanimously carried to authorize the Highway
Engineer to schedule bid opening of the Phelps Mill Repair Project, C.P. 92:PM DAM, for
June 1, 1993.
Supervisor-Phelps Mill Park
Motion by Lindquist, second by Windels and unanimously carried to appoint Highway
Engineer, Rick West, as supervisor of the Phelps Mill Park, caretaker, and related
activities.
!STEA-Regional Transportation Planning
/\ Highway Engineer, Rick West, spoke to the Board regarding development of a joint powers
\;,..I agreement to gain access to the transportation planning process required by ISTEA
(Intermodal Surface Transportation Efficiency Act). The Board directed the Highway
Engineer to write a letter to the West Central Minnesota Initiative Fund thanking them
for this opportunity, however, since Otter Tail County has representation on a different
committee for this purpose, the Board would decline support at this time.

CSAH Funding
Motion by Stone, second by Partmann and unanimously carried to authorize the Highway
Engineer to draft a letter of support of the alternate formula in the new proposed CSAH
funding to Senator Keith Langseth with copies going to other local legislators.
Profile Addition
Tammy Magnuson, representing the advertising department of the Daily Journal, requested
the Board's support of a sample Otter Tail County ad for their upcoming profile addition
to be included with the regular addition of the April 24, 1993, Daily Journal. The
Board respectfully declined citing budget concerns.
Resolution
Motion by Partmann, second by Stone and unanimously carried to adopt the following
resolution:
WHEREAS, the Minnesota Correctional Facility at Sauk Centre, Minnesota, currently
provides a substantial benefit to West Central Minnesota by addressing the needs of
certain juveniles who commit serious delinquent acts, often chronically; and
WHEREAS, the Minnesota Correctional Facility in Sauk Centre, Minnesota, has been
established, staffed, and trained to treat and hold accountable these serious juvenile
offenders; and
WHEREAS, the proposed conversion of the Minnesota Correctional Facility in Sauk Centre,
Minnesota, to a '"fee for services" facility, will replicate existing programs and create
an intolerable financial burden upon the counties that currently utilize the Sauk Centre
program; and
WHEREAS, conversion of the current corrections program at Sauk Centre, Minnesota, will
force chronic, serious, delinquent offenders back into the community without sufficient
guarantee of their rehabilitation; and
WHEREAS, this course of conduct will create a significant threat to the public safety of
the affected communities;
NOW, THEREFORE be it resolved that the otter Tail County Board of Commissioners stands
opposed to creation of a ''fee for services'' program at the Sauk Centre facility and
strongly encourages the Minnesota State Legislature to continue the Minnesota
Correctional Facility in Sauk Centre, Minnesota, in its current form, under the auspices
of the Department of Corrections, and funded thereby.

Solid Waste Negotiations
Commissioner Lindquist reported on the first negotiation session with the City of
Fergus Falls regarding increased processing fees. Commissioner Partmann stated that
Otter Tail County and the City of Fergus Falls will continue to work ably and willingly
to reach an agreement.
Adjournment
At 3:16 p.m. Chairman Lee declared the meeting adjourned until 9:30 a.m. on Tuesday,
April 20, 1993.
