Call to Order
The otter Tail County Board of Commissioners convened Wednesday, March 10, 1993, at
1:14 p.rn. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chairman;
Andy Lindquist, Harley Windels, and Bill Stone present and Commissioner
Virginia Partmann absent.
Court Sureties
Bail Bondsman, Dan Wagner, appeared before the Board requesting an accurate copy of the
1992 bail bond activities per MN State Statute 629.69. County Attorney, Wally Senyk,
advised Mr. Wagner to take his request to the District Court Administrator's Office as
the County Board does not have responsibility in the supervision or administration of
the state records and computer system.

Motion by Lindquist, second by Windels and unanimously carried to approve the following

Shoreland Management Ordinance Public Hearing
Land & Resource Director, Bill Kalar, informed the Board of the public hearing on the
proposed Shoreland Management Ordinance Amendments to be held March 29, 1993, at
7:00 p.m. in court room 1, third floor of the otter Tail County Courthouse. Appropriate
notices will be published to inform the public.
Motion by Stone, second by Lindquist and unanimously carried to authorize mailing
notices of the public hearing on the proposed Shoreland Management Ordinance Amendments
to the surrounding lake associations.
Motion by Lindquist, second by Windels and unanimously carried to set the Otter Tail
County Board of Commissioners hearing date at the regularly scheduled Board meeting of
April 6, 1993, at 1:30 p.m. to enact the amendments of the Shoreland Management
Ordinance and to authorize public notice for this hearing date.

Cleaners/Installers License Applications
Motion by Stone, second by Lindquist and unanimously carried to approve the following
Sewage system Cleaners License Renewal Applications:

Motion by Stone, second by Windels and unanimously carried to approve the following
Sewage System Installers License Renewal Applications:
B & H Builders DND Construction

Purchase Authorization
Motion by Lindquist, second by Windels and carried, with Chairman Lee abstaining, to
authorize the purchase of four (4) GMC, V-6, automatic, two wheel drive pickups to
replace replace four (4) high mileage, old pickups that have been taken out of service.
Purchase of these vehicles is through the Minnesota State Cooperative Purchase Venture,
contract# M-6442, at a cost of $10,165.89 per vehicle, FOB Fergus Falls, as recommended
by the County Highway Engineer.
West Overlay Project -S.A.P. 56-615-12 & etc.
Motion by Stone, second by Windels and unanimously carried to approve final payment in
the amount of $79,874.50 to Mark Sand & Gravel Co. for Bituminous overlay and Aggregate
Shouldering, S.A.P. 56-615-12 & etc. per the May 13, 1992, bid award as recommended by
the Highway Engineer.
CSAH #4 & #17
Motion by Lindquist, second by Windels and unanimously carried to approve the design
engineering services of Larson-Peterson & Assoc. Inc. for CSAH #4 and #17 with estimated
costs of $12,000 and $4,900, respectively. These services will be included in the '93
Highway Plan in order to complete this work at the same time that the City of Vergas is
working in this area as recommended by the County Highway Engineer.
Load Restrictions
Rick West, County Highway Engineer, informed the Board that road restrictions will be
going on next week, subject to weather conditions.
Township Crack Seal Work
The Chairman directed the Highway Engineer to write a letter to the Township
Associations to encourage them to seek private companies to do their crack seal work as
the County does not have enough time to provide these services.
Pedal-de-Ponds Bike Tour
Motion by Lindquist, second by Stone and unanimously carried to allow the YMCA to
sponsor a bike tour on May 1, 1993, per the designated routes, upon approval of the
Sheriff, and that Otter Tail County would be held harmless in reference to potential
liability.

Salt Brine
The Highway Engineer reported on a meeting with Mid-American Dairy and the availability
of a salt brine mixture, to be used as a road de-icer, which is a by product of the
cheese processing operation.
Reimbursement -Highway Department
Motion by Windels, second by Lindquist and unanimously carried to approve reimbursement,
in the amount of $12,773.30, to the Otter Tail County Highway Department from the County
Building Fund for the following:
Garage #10 -Perham, Install Exit Door $ 817.50
Garage #20 -New York Mills, Bituminous Overlay for Lot and Road 11,955,80
Correction To Plat
Motion by Windels, second by Stone and unanimously carried to accept the following
Surveyor's Certificate of Correction to plat by James W. Fowlds, Registered Land
Surveyor under the laws of the State of Minnesota, Registration No. 18164.

Wadena County's Comprehensive Local Water Plan
Commissioner Lindquist will review the Wadena County's Comprehensive Local water Plan
and report to the Board.
Phone System Modification
Motion by Lindquist, second by Windels and unanimously carried to approve the
installation of rebuilt equipment for the county's phone system at an estimated cost of
$1,300. This equipment is required in order to install a new dictation system for the
Sheriff's Department and the Fergus Falls Police Department which will allow officers to
file their reports and have them transcribed without driving into the office.
Economic Development Committee Appointment
Motion by Stone, second by Lindquist and unanimously carried to appoint
Richard Bergquist to the Otter Tail County Economic Development Committee replacing
Ellen Palmer, effective immediately.
Pine to Prairie Cluster Handbook
Commissioner Windels will review the Pine to Prairie Cluster report provided by the
Extension Department and report back to the Board.

At 3:10 p.m. Chairman Lee declared the meeting adjourned until 9:30 a.m. on Tuesday,
March 16, 1993.
