HomeMy WebLinkAboutBoard of Commissioners - Minutes - 02/24/19930 . 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, February 24, 1993 1:00 p.m. Call to Order The Otter Tail County Board of Commissioners convened Wednesday, February 24, 1993, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chairman; Andy Lindquist, Harley Windels, Bill Stone and Virginia Partmann present. The purpose of the earlier meeting time was to meet with the Association of Minnesota Counties Executive Director, Jim Mulder, to discuss legislative and other concerns. The Board reconvened at 1:00 p.m. with all members present to conduct its business. Minutes Approved Motion by Lindquist, seconded Windels and unanimously carried to approve the February 17, 1993, minutes as submitted. 1993 Highway Signs & Posts Rick West, Highway Engineer, after evaluating the bids received for 1993 Highway Signs and Posts, reported a correction to the bid of Gopher Sign Company, St. Paul, from $29,419.50 to $30,724.50 . Motion by Partmann, seconded Windels and unanimously carried to award the 1993 Highway Signs and Posts with modifications which include the award of Category 1 (signs) in the amount of $15,389 and Category 2 (posts) in the amount of $4,583.25 and category 3 (decals) in the amount of $190, for a total award of $20,171.25 to M-R Sign Company, Inc., Fergus Falls, MN. State Highway Transportation Fund The Highway Engineer discussed at length a number of proposed formulas with regard to the state Highway Transportation Funding Distribution. Northeast Landfill Update Mike Hanan, Solid Waste Director, reviewed the schedule of the permitting process underway at the Northeast Landfill. County Road 1 Weight Restrictions A petition requesting the spring weight on County Road #1, from the junction of County Road #35, easterly to State Highway #78 be raised to nine tons from the current seven ton limit was presented by Vance Sherman. Motion by Windels, seconded Lindquist and unanimously carried to table a decision on the matter until the March 3, 1993, Board meeting pending further review of the Highway Engineer on the spring weight restriction posting along County Road #1. . - 0 Otter Tail County Board of Commissioners February 24, 1993 Page 2 Highway Truck Inspection Decals Motion by Partmann, seconded Windels and unanimously carried to authorize payment in the amount of $96 to the State of Minnesota for 1993 truck inspection decals. 1986 Highway Bond Refinancing ~hairman Lee read a report on behalf of Dougherty, Dawkins, Strand & Bigelow Incorporated and Dorn & Company, Inc. reporting the results of the General Obligation Refunding Bond sale of 1986 Highway Bonds. The reported debt savings are in excess of $110,000 with the bond yield at 3.62%. West Central Minnesota Initiative Fund Motion by Stone, seconded Windels and unanimously carried to enact the following proclamation in recognition of the development of the West Central Minnesota Initiative Fund and its positive impact to our region: Whereas, the West Central Minnesota Initiative Fund, a Public Foundation, was started to serve the needs of nine counties in west central Minnesota, including Becker, Clay, Douglas, Grant, Otter Tail, Pope, Stevens, Traverse, and Wilkin Counties. Whereas, the purpose of the West Central Minnesota Initiative Fund is to bring people and resources together to maintain and enhance the viability of west central Minnesota. Whereas, the West Central Minnesota Initiative Fund has worked to improve the quality of life for citizens in the region through the awarding of more than $9.0 million in education/human service grants and economic development loans. Whereas, the West Central Minnesota Initiative Fund has assisted local communities in developing WCMIF Community Funds to meet local needs, and Whereas, the West Central Minnesota Initiative Fund has created or retained over 1,500 jobs and helped directly or indirectly more than 70,000 individuals in the region, The otter Tail County Board of Commissioners, as representatives of Otter Tail County, therefore, proclaim that Monday, March 1, 1993, be called WCMIF Day, in recognition of the founding of the West Central Minnesota Initiative Fund seven years ago; and to commemorate our appreciation for its service to the region. Lee, Chairman -~;d Q LarryKrohn, Clerk Q CJ Otter Tail County Board of Commissioners February 24, 1993 Page 3 Adjournment Closed to the Public At 3:35 p.m. Chairman Lee declared the meeting adjourned and closed to the public for the purpose of continuing discussion on the performance of individuals subject to its authority pursuant to M.S. 471.705, Subd. ld.(d). The performances being discussed were those of Bill Kalar, Land & Resource Director and Mike Hanan, Solid Waste Director. A summary report of conclusions regarding the evaluations is to be provided at the next regular Board meeting. The Board also closed to discuss the matter of Ethel Barker v. otter Tail County, as authorized in M.S. 471.705, Subd. 1 d., Attorney-Client Privilege.
