Call to Order
The Otter Tail County Board of Commissioners convened Wednesday, February 10, 1993, at
1:00 p.m. at the otter Tail County Courthouse with Commissioners Malcolm Lee, Chairman;
Andy Lindquist, Harley Windels, Bill Stone and Virginia Partmann present.
Minutes Approved
Motion by Lindquist, seconded Windels and unanimously carried to approve the
February 3, 1993, minutes subject to correction.
Registrations
Motion by Partmann, seconded Windels and unanimously carried to approve payment in the
amount of $450 for computer classes for three individuals from the Highway Department.
Telephone Answering Equipment
0 At the request of the Board, Data Processing Director Tim Brand appeared regarding
concern expressed for his use of a telephone answering machine in the Data Processing
Department. After lengthy discussion, Brand was instructed to return this equipment and
rely on staff or switchboard to answer calls/take messages.
Pre-Paid Bills Approved
Motion by Stone, seconded Lindquist and unanimously carried to pre-pay the following
bills to take advantage of offered discounts:

Motor Vehicle Department Report
U Wayne Stein, Auditor, gave the following Motor Vehicle Department Report:

He indicated the error rate by the Motor Vehicle Department in 1992 was .89% which was
based on 11,068 long applications.
Resolution Supporting an Administrative Fee Increase For
Deputy Registrars
Motion by Windels, seconded Lindquist and carried, with Stone opposed, to offer the
following resolution:
WHEREAS, the Minnesota Legislature has not increased the $1.00 administrative fee for
processing drivers licenses since 1973; and
WHEREAS, the SO cent administrative fee for processing Department of Natural Resources
licenses such as boats and snowmobiles has not been increased since 1971; and
WHEREAS, the cost of living index (CPI) has increased more than 20% during the past 20
years; and,
WHEREAS, public and private deputy registrars which provide drivers licenses and DNR
license services to the public lose money on each transaction because the administrative
fee has failed to keep pace with inflation; and,
WHEREAS, the administrative deputy registrars fee charge for handling motor vehicle
transactions has increased from $.75 to $3.50 during the same 20 year time period; and,
WHEREAS, the membership of the Minnesota Deputy Registrars Association has passed a
resolution at their annual meeting requesting the administrative fees for drivers
licenses, boats, snowmobiles and ATV's be increased to $3.50.
NOW, THEREFORE, be it resolved that the Board of Commissioners of Otter Tail County
support legislation that will increase the administrative fees to $3.50 for all services
provided by Deputy Registrars in Minnesota.
BE IT FURTHER RESOLVED, that the Board of Commissioners of Otter Tail County encourage
the Association of Minnesota Counties (AMC) to adopt a similar policy as part of their
legislative program for 1993.

U.S. Fish & Wildlife Service
Motion by Lindquist, seconded Partmann and unanimously carried to approve the following
acquisition of land by the U.S. Fish and Wildlife Service:
Robert D. Torkelson described as: T. 132 N., R. 43 w., 5th P.M., Section 10, all that
part of the NEl/4 NEl/4 described as follows: Beginning at the northeast corner of
Section 10, thence s. 00 degrees 16' 19" W., 1,022.78 feet; thence w. 508.88 feet to the
point of beginning (P.O.B.) for the parcel hereto described; thence N. 00 degrees 16'
19" E. 670. 24 feet to the south R/W line of the Hwy. 210 bypass; thence s. 53 degrees
07' 41" w. along the south R/W. line 1,036.29 feet to the west line of the NEl/4 NEl/4,
thence S. 00 degrees 03' 53" w. on the west line of the NEl/4 NEl/4 48.44 feet to a
point located 1,598.12 feet north of the southwest corner of the El/2 NEl/4, thence E.

Motion by Lindquist, seconded Windels and unanimously carried to approve the following
acquisitions of lands by the U.S. Fish and Wildlife Service:
Dennis Borgos described as: T. 132 N., R. 42 W., 5th P.M., Section 10, NEl/4 NEl/4,
lot 1 including all relictions lands appurtenant thereto.
Joyce Leitch Borgos described as: T. 132 N., R. 42 w., 5th P.M., Section 11, that part
of lot 5 lying west of Township road.

expressed
regarding
facility.
Humane Society of otter Tail County
manager of Green Acres Trailer Court, approached the Board regarding a matter
in a letter to the Board of Commissioners by the trailer court's owner
barking dogs at the Humane Society. Aune requested that the County move the
The County Attorney explained that the Humane Society does not belong to the
County and that the County does contract for services and provides some funding, but
does not manage nor operate the Society. Representatives of the Humane Society, led by
Mel Olson, were present. After discussion, both parties were referred to the City of
Fergus Falls for resolution of their differences.
Portage Lake
Commissioner Stone, in an attempt to resolve speeding boats and other watercraft on
Portage Lake, requested adoption of a 15 m.p.h. speed limit to be imposed on the lake.
After discussion by the commissioners about the problem of enforcing a speed limit, a
motion was offered by Lindquist, seconded by Stone and unanimously carried to table the
matter until the summer months when residents around the lake could be present for
discussion.

county Board Agenda
CJ Motion by Fortmann, seconded Lindquist and unanimously carried to change the
County Board's agenda cut-off for noon on Thursday prior to the Tuesday's meeting
effective in March when the Board begins meeting on Tuesdays.

At 3:28 p.m. Chairman Lee declared the meeting adjourned. The next meeting is scheduled
for 9:30 a.m. on Wednesday, February 17, 1993.
