HomeMy WebLinkAboutBoard of Commissioners - Minutes - 01/20/19930 (J Minutes of the OT'.rER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County courthouse Wednesday, January 20, 1993 9130 a.m. Call to Order The Otter Tail County Board of Commissioners convened Wednesday, January 20, 1993, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Chairman; Andy Lindquist, Harley Windels, Bill Stone and Virginia Portmann present. Approval of Minutes Motion by Stone, seconded Windels and unanimously carried to approve the minutes of January 13, 1993, as submitted. U,S, Fish & Wildlife. Fee Purchase Motion by Lindquist, seconded Portmann and unanimously carried to certify the aquisition as requested by Don Kleven, U.S. Fish and Wildlife Service, for fee purchase on property owned by Security State Bank and described as T. 132 N., R, 43 W., 5th P.M., Section 10, that part of the East Half of the Northeast Quarter, containing 29.68 acres. Regulatory consultants. Inc. County Attorney, Wally Senyk, presented a signed copy of the RCI Consulting Service Agreement for the employee safety program for the Chairman's signature. Execution of the agreement and cost was approved at a previous Board meeting. Otter Tail county Personnel Board of Appeals Motion by stone, seconded Windels and unanimously carried to reappoint James Espeland to the Otter Tail County Personnel Board of Appeals for a three year term effective January 1, 1993. Solid Waste Advisory Board Motion by Windele, seconded Stone and unanimously carried to reappoint Joe Fehrenbach to the Solid Waste Advisory Board for a three year term effective January 1, 1993. Payment Approved -Minnesota Counties Insurance Trust Motion by Lindquist, seconded Portmann and unanimously carried to approve payment in the amount of $16,231 to Minnesota Counties Insurance Trust for the 1993 Workers' Compensation Trust I Assessment. Otter Tail County's liability for the Workers' Compensation Trust I Assessment is estimated to be $168,225 as of December 31, 1992. Payment Approved -Minnesota Department of Agriculture Motion by Partmann, seconded Lindquist and unanimously carried to approve payment, in the amount of $10, to the Minnesota Department of Agriculture for Roland Sauck's pesticide applicator 1 s license renewal. w u .o~ter Tail County Board of Commissioners 'January 20, 1993 Page 2 Vehicle Purchase Motion by Lindquist, seconded Windels and unanimously carried to authorize the purchase of six vehicles through the Minnesota State Cooperative Purchasing Venture within budget guidelines as requested by Joe Peloquin, Captain, Sheriff's Department. Motion by Partmann, seconded Lindquist and unanimously carried to authorize the purchase of one 4-wheel drive Suburban within budget guidelines for the Water Safety Program and emergency situations as requested by Joe Peloquin, Captain, Sheriff's Department. Classification -Revenue system Analyst Diane Thorson, Reclassification Committee, discussed with the Board the classification process used in determining the range for the new Solid Waste Revenue System Analyst position. The position description was referred back to the the Director of Solid Waste and the Reclassification Committee for further clarification of duties and responsibilities. Otter Tail-Wadena community Action council Steve Nagle and George Walters, representing the Otter Tail-Wadena Community Action Council, provided an update on the organization's activities in helping the poor. Mr. Nagle requested the Board's support by endorsing a state funding resolution. Motion by Partmann, seconded Stone and unanimously carried to refer the matter to the next Human Services Board meeting of January 27, 1993. Empty Pesticide container collection Pesticide Collection Marie Tysdal, Public Information Officer from the Solid Waste Department, provided the Board with a preliminary plan handout for the Empty Pesticide container Collection including tentative dates and locations. Harold Stanislawski, Ag Extension Agent from the West Otter Tail Extension Service, informed the Board of a program through the Department of Agriculture which allows up to $33,000 to help dispose of unusable or waste pesticides. This plan requires that all pesticides to be disposed of are pre-registered and special contractors work with the hazardous waste. Motion by Lindquist, seconded Windels and unanimously carried to approve the empty pesticide container collection preliminary plan and to proceed with the pesticide collection effort with the aid of Stanislawski, Tysdal, the County Weed Inspectors, and the Department of Agriculture. Proposed Refinancing of '86 State Aid Highway Bond Larry Dorn, Dorn & Company, Inc., provided the Board with a refunding analysis for the State Aid Highway Bonds of 1986. An analysis was also received by Springsted, Public Finance Advisors, by fax. Motion Lindquist, seconded Partmann and unanimously carried to proceed with reissuance of Highway Fund Bonds after examination of analyses and actual figures from both Dorn & Company and Springsted have been received. w 0 O~ter Tail County Board of Commissioners January 20, 1993 Page 3 Petition -Perham Township Citizen Group spokesperson, Phillip Toedter, presented a petition to partition Perham Township into the four surrounding townships of Gorman, Edna, Rush Lake, and Pine Lake with six specific reasons cited for this request. The Chairman accepted the petition. The minimum number of twenty signatures will be verified by the Auditor and further action by the Board will follow. Approval to Pay Bills Motion by Stone, seconded Fortmann and unanimously carried to approve the payment of bills per Attachment A of these minutes. Final Plat, Bal-View Estates Donald and Ann Luhning, along with Land & Resource Director, Bill Kalar, appeared before the Board in reference to approval of the final plat of Bal-View Estates. Motion by stone, seconded Lindquist and unanimously carried to accept a check from Donald Luhning, in the amount of $1450, in lieu of completion of the road per John Christiansen's (contractor) estimate and inspection of the road by the Land & Resource Department to verify the road meets county code standards. Motion by Lindquist, seconded by Partmann and unanimously carried to approve the final plat of Bal-View Estates. Final Plat: Trowbridge Acres Motion by Windels, seconded Stone and unanimously carried to accept the final plat of Trowbridge Acres, Trowbridge Lake, Section 16, Candor Township. Oakridge Estates Motion by Windels, seconded Fortmann and unanimously carried to accept a bond/check for 120% of the estimated cost for gravel and installation of culverts on Oakridge Estates, Second Addition, Wimer Lake, Section 10, Hobart Township, in lieu of work completed and inspected by the Land & Resource Department. Final Plat: North Minni Acres Motion by Lindquist, seconded Windels and unanimously carried to approve the final plat of North Minni Acres, First Addition, Clitherall Lake, Section 24, Clitherall Township. Chairman Lee directed Kalar to follow the regular plat process through the Planning Commission. Computer Update Tim Brand, Data Processing Director, updated the Board on the proposed new computer system and expressed appreciation of Chairman Lee's participation in the Committee's review process. WesMin RC&D Norm Fjestad, WesMin RC&D Board Member, provided an update of the organization's activities and the WesMin RC&D '92 Annual Report & Annual Work Plan. Meeting Adjourned At 2:16 p.m., Chairman Lee declared the meeting adjourned and closed to the public for purposes of discussing pending litigation in the justice facility flooring matter under the Attorney-Client privilege as authorized in 471.705 Subd 1 d. The next Board meeting is scheduled for 1:00 p.m. on January 27, 1993.
