Minutes Approved Motion by Partmann, seconded Windels and unanimously carried to approve the December 2, 1992, minutes as submitted. Final Payment Motion by Stone, seconded Partmann and unanimously carried to approve for final payment the amount of $2,571.30 to AAA Striping Service Co., Rogers, MN, per June 24, 1992, bid award for 1992 Pavement Marking Project, C.P. 92:TM. Reclassification Committee Chuck Kitzman, representing the Reclassification Committee, presented recommendations of the Committee. Motion by Lee, seconded Windels and unanimously carried to accept the recommendation of this committee and approve a change in the Administrative Assistant I, Range 13, position in Land & Resource Management to an Administrative Assistant II, Range 14. Change is based on additional duties resulting from new Shoreland Ordinance. Motion by Fortmann, seconded Windels and unanimously carried to approve the classification of a new position, S.A.I.L. Specialist (Seniors Agenda for Independent Living), in the Public Health Department as a Range 13. Approval to Pay Bills Motion by Stone, seconded Lee and unanimously carried to approve the payment of bills per Attachment A of these minutes. Conditional Use Applications Motion by Lee, seconded Windels and unanimously carried to accept the recommendations of the Planning Commission on the following, with added conditions as indicated: Dean M. Lilja, Wimer Lake Elizabeth Township, Pelican River -Permit valid until December 1, 1994 Dunn's 59 Limited, Robert E. Bergquist, Pelican River -Permit valid until October 9, 1996 0 0 0 Otter Tail County Board of Commissioners December 9, 1992 Page 2 Motion by Lindquist, seconded Lee and unanimously carried to uphold the recommendation of the Planning Commission on the Conditional Use Application of Charles Henry Erickson, Mud Twin Lake, with the added condition that $75 be returned to Erickson since the definition of ''forest" is unclear. Note: Planning Commission denial of Susan Persons, Etal, Big McDonald Lake, has been tabled for Persons' attendance at the next Board meeting. Wetland Conservation Act of 1991 Bill Kalar, Director of Land & Resource Management, provided information to the Board on provisions of the Wetland Conservation Act of 1991 with proposed recommended changes indicated by section. Purchase Authorized Motion by Partmann, seconded Windels and unanimously carried to authorize the Ditch Inspector to purchase four pair of insulated chest waders for use in ditch cleanout and related matters. Monies to be used from Ditch and Land & Resource budgets with waders to be retained as follows: one pair -Ditch; one pair -Land & Resources; two pair to the STS (Sentencing-To-Serve) crew. AIS-315 Voter Scanner Motion by Partmann, seconded Lee and unanimously carried to authorize the purchase of a one year old AIS-315 Demonstrator Voter Scanner at a cost of $42,500 less the $5,000 rental fee, for a final cost of $37,500 to be paid on or before January 1, 1994, at no interest fee to the County. Correction to Plat Motion by Lee, seconded Partmann and unanimously carried to approve the Land Surveyor's Certificate of Correction to Plat by David A. Anderson, Registered Land Surveyor under the laws of the State of Minnesota, Registration No. 13620. That the plat of Inglewood, dated June 20th, 1904 and filed on December 30, 1904 in the Office of the County Recorder, Otter Tail County, Minnesota, in Book E of Plats, Page 58, was prepared by Martin Aalberg, Surveyor, deceased. That said plat contains the following omissions to wit: The call along said shore of Blanche Lake was omitted from the legal description on said plat. A land tie to the northwest corner of Government Lot 5, Section 6. Township 133, Range 39, was omitted from the legal description on said plat. That the legal description on said plat is hereby corrected as follows to wit: Beginning at a point where the west line of Government Lot 5 of Section 6 in Township 133 North of Range 39 West intersects the shore of Blanche Lake, being a point distant 1,614.12 feet south of the northwest corner, of said Government Lot 5; thence West along said shore of Blanche Lake, 462 feet; thence South 85 degrees 15 minutes West along said shore of Blanche Lake, 528 feet; thence South 81 degrees 15 minutes West along said shore of Blanche Lake, 528 feet; thence South 78 degrees 45 minutes west along said shore of Blanche Lake, 528 feet; thence North 330 feet; thence North 78 degrees 45 minutes East 528 feet; thence North 81 degrees 15 minutes East a distance of 528 feet; thence North 85 degrees 15 minutes East 528 feet; thence East 462 feet to range line; thence North along said range line 462 feet; thence south 89 degrees East 0 0 Otter Tail County Board of Commissioners December 9, 1992 Page 3 330 feet; thence South 462 feet; thence South 89 degrees East 66 feet thence South 85 degrees East 250 feet; thence South 330 feet to said shore of Blanche Lake; thence North 85 degrees west along said shore of Blanche Lake, 250 feet; thence North 89 degrees West along said shore of Blanche Lake, 396 feet to place of beginning and containing 20.16 acres. David A. Anderson Land Surveyor Minn. Reg. No. 13620 Ditch Expenses Motion by Windels, seconded Lee and unanimously carried to approve for payment the following expenses: County Ditch# 25: (Milburn) Greg Barry Excavating Northwestern Sheet & Iron Works County Ditch #21: (Wasvik) Greg Barry Excavating $400.00 $875.16 $100.00 This amount is to be paid to vendor after payment is received from Wasvik. Purchase Authorized Motion by Partmann, seconded Stone to approve the purchase of a boat/motor/trailer package for the Sheriff's Department Water Patrol in the amount of $7,900 payable to the lowest bidder, Lloyd's Marine of Battle Lake, MN. Cost of this equipment is reimbursed through the State of Minnesota's Boat/Water Safety funding. Contract: RCI, Inc. Coordinator, Larry Krohn, presented a proposal for services by RCI, Inc. to provide safety programs and training to County employees, as required by OSHA regulations. Motion by Lee, seconded Windels and unanimously carried to authorize preparation of a contract for performance of the specific services described by the Coordinator during a one year period at a cost of $16,800 and further, to authorize the Chairman to sign the final contract, as approved by the County Attorney. Solid Waste User Fee System committee Members of the Solid Waste User Fee System Committee (Mike Hanan, Solid Waste Director; Bob Moe, Assessor; and Sherran Leabo representing Data Processing) provided a proposed job description for a Service Fee System Analyst for the Board to review. Support for this position is that lost solid waste user fees, revenues not collected, would outweigh the cost for this position. The Board will review the job description and make recommendations at the next meeting. Computer Replacement Study Tim Brand, Director of Data Processing, reported various cost figures relative to a new mainframe computer. Brand was directed to explore every option in analyzing a study and report weekly to the Board on progress. 0 0 () Otter Tail County Board of Commissioners December 9, 1992 Page 4 Workers' Compensation Reinsurance Association -Premium Refund Motion by Lee, seconded Windels and unanimously carried to accept the Auditor's recommendation and to authorize the deposit of premium refund amounting to $10,223 in the Workers' Comp Account for use in payment of MCIT (Minnesota Counties Insurance Trust) Trust I claims.
