HomeMy WebLinkAboutBoard of Commissioners - Minutes - 11/18/19920 0 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, November 18, 1992 9:30 a.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, November 18, 1992, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present. Minutes Approved Motion by Partmann, seconded Lee and unanimously carried to approve the November 10, 1992, minutes as submitted. Recycling Concepts of handling recyclable materials at the Otter Tail County Recycling Center was presented by Bob Williams, Recycling Manager and Mike Hanan, Solid Waste Director. Consideration was given to recycling center remodeling and expansion as presented by the Recycling Committee. Motion by Partmann, seconded by Stone and unanimously carried to proceed with the recommendations of the Committee to hire a materials handling consultant, develop a cost proposal, then to proceed with architectural drawings and final cost estimates. Lake Shore Sewer District Motion by Stone, seconded Windele and carried to fill all unexpired terms on the Lake Shore Sewer District Board by requesting in writing a recommendation from that Board prior to the County's appointment. Motion by Windels, seconded Stone and carried to fill expired terms on the Lake Shore Sewer Board by the process of asking the Lake Shore Sewer District to publish a notice, accept nominations and resumes, review and forward same with a summary and recommendation to the otter Tail County Board of Commissioners for their appointment. Detention Facility Floor Motion by Lee, seconded Windels and unanimously carried to direct the County Attorney to notify the construction attorney retained by the County to proceed with whatever action is necessary to correct the detention facility floor problem. Phelps Mill Dam Project Motion by Lee, seconded Partmann and unanimously carried to authorize the Chairman to execute the agreement with Barr Engineering Company, at a cost of $27,206, for engineering services on the Phelps Mill Dam repair and to direct the Highway Engineer to begin advertising for bids. ', '~tter Tail County Board of Commissioners November 18, 1992 Page 2 Approval to Pay Bills 0 Motion by Stone, seconded Lee and unanimously carried to authorize the payment of bills per Attachment A of these minutes. 0 0 Public Bearing: Off-Sale Liquor Licenses After listening to testimony from the two applicants, Virgil Kilde, Amor Villa and Landis Weaver, The Pier, reading letters of protest from numerous cities within the county, and listening to the verbal opposition of city officials and owners of establishments that have off-sale licenses the Board made its decision as follows: Motion by Lee, seconded Windels and unanimously carried to deny the request of Virgil Kilde (Amor Villa) and Landis Weaver (The Pier) for an off-sale liquor license because of the adverse affect it could have on municipalities and set an undesirable precedent as well as the locations of both businesses are in areas already adequately served by municipal liquor stores. Abatements Motion by Lee, seconded stone and unanimously carried to approve the following application for abatement: Star Lake Township: Laird A./Maxine L. Soll Dent, MN 56-000-13-0091-001 Abate this parcel to a 75\ homestead. The purchase agreement was dated March, 1991. Tax Forfeited Land Sale Fund Expense Motion by Stone, seconded Partmann and unanimously carried to approve reimbursing Prairie Implement, Inc. of Parkers Prairie, in the amount of $108.00, for costs incurred in the removal of garbage from tax forfeited property located in the City of Parkers Prairies. Tax Forfeited Land Lease Motion by Windels, seconded Lee and carried to deny the leasing of tax forfeit property, described as Lot 1 Bock 6 of Hidden Trails in the City of New York Mills until the time of the tax forfeited land sale. Prepaid Bills Motion by Lee, seconded Stone and unanimously carried to approve the following prepaid bills in order to take advantage of the discount: Vendor Total Discount Net Paid Penrose Oil Company $ 419.76 $ 23. 85 $ 395.91 Penrose Oil Company 351.92 21.20 330. 72 Bob's Standard 5,659.85 144.20 5,515.65 Nelson Oil Company 5,872.19 438.06 5,434.13 Gappa Oil company 470.40 22.40 448.00 0 0 otter Tail County Board of Commissioners November 18, 1992 Page 3 Extension Service Purchase Motion by Partmann, seconded Windels and unanimously carried to approve payment, in the amount of $5,027.87, to Cyberstar for the purchase of Risographs Duplicator as budgeted for the Extension Service office. Extension Service Update Otter Tail County Extension Agent, Angela Berge, together with Clay County Extension Agent, Nancy Nelson, provided an update of specialized services offered by the Extension Service. Public Hearings Stang Lake Restoration Project A public hearing was held regarding petition for the restoration project proposed by the U.S. Fish and Wildlife Service to restore Stang Lake by building a dam on Ditch 37. After U.S. Fish and Wildlife representatives described the project to restore about 300 acres vs the current approximate 40 acres of Stang Lake for wildlife and waterfowl. An engineer's report was provided by Interstate Engineering. Motion by Partmann, seconded Lee and unanimously carried to issue a permit to the U.S. Fish and Wildlife Service for the restoration of Stang Lake based on the engineer's report and other evidence presented, and that such proposed structure would not impair the function of Ditch 37. The Board also cited, in addition to the wildlife and waterfowl habitat interests, the dam is expected to improve water quality and clarity of Wall Lake. Reclassification Motion by Lee, seconded Partmann and unanimously carried to uphold the recommendation of the Personnel Board to reclassify an employee of the Assessor's office who had achieved the Accredited Minnesota Assessor certification to a Range 15, Step 4 effective April of 1992. Truth-In-Taxation Notices Larry Krohn, Coordinator; Bob Moe, Assessor; Steve Andrews, Treasurer; Wayne Stein, Auditor; and Sherran Leabo, representing the Data Processing Department, discussed with the Board various aspects of the Truth-In-Taxation Notices. It was agreed that a notice to taxpayers should be published in area newspapers inviting the public to call the appropriate taxing districts if they have questions about their property taxes. Adjournment At 4:06 p.m. Chairman Lindquist declared the meeting adjourned until 1:00 p.m. on Wednesday, November 25, 1992.
