Tuesday, November 10, 1992

Call To Order
The Otter Tail County Board of Commissioners convened Tuesday, November 10, 1992,
at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist,
Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present.
Minutes Approved
Motion by Lee, seconded Windels and unanimously carried to approve the
November 4, 1992, minutes as submitted.
Justice Facility Floor Problem
Vergil Florhaug, representing Construction Analysis Management (CAM), addressed the
Board relative to the position maintained by CAM with respect to the deterioration of
certain areas of the justice facility's floor. After lengthy discussion, it was
determined that the matter would be further addressed at the Board meeting of
November 18, 1992.
Conditional Use Applications
Motion by Lee, seconded Windels and unanimously carried to uphold the approval of the
Planning Commission on the following Conditional Use Applications subject to conditions
indicated by the Commission:
Arland Olerud, West Silent Lake
Berthel L. Johnson, Lake Lida
Chairman Absent
At 1:50 p.m. Chairman Lindquist excused himself from the Board meeting and turned the
balance of the meeting over to Vice-Chairman Lee.
Assessor
Motion by Windels, seconded Partmann and unanimously carried to re-appoint Robert Moe to
a four year term as County Assessor. The four year term will commence January 1, 1993,
and continue through December 31, 1996.
MIA/POW Flag Presented
Chet Toso, Veterans' Service Officer, and Ron Runningen, Commander of the VFW
Post No. 612 and MIA/POW Chairman, presented a MIA/POW flag to the Board. Motion by
stone, seconded Windels and carried to accept the MIA/POW flag as presented and fly it
below the American flag at the Courthouse location.

Motion by Windels, seconded Stone and unanimously carried to direct Roland Sauck, Ditch
Inspector, to proceed with the arrangement for the replacement of a culvert as agreed by
L.R. Milburn, property landowner.
Motion by Partmann,

Adjournment
At 2:43 p.m. Vice-Chairman Lee declared the meeting adjourned until 9:30 a.m. on
