Home My WebLink AboutBoard of Commissioners - Minutes - 11/04/19920 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS commissioners' Room, Floor 1-B Otter Tail county courthouse Wednesday, November 4, 1992 9:30 a.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, November 4, 1992, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present. Motion by Lee, October 27, 1992, Minutes Approved seconded Partmann and unanimously carried to approve the minutes as submitted. Final Approval Request The final approval request of Joan Hutmacher, otter Tail Lake, was discussed at length regarding the interpretation of the new Shoreline Ordinance. It was determined that before final approval could be made, erosion control measures and a site survey would need to be completed. Sewage System Abatement List Motion by Lee, seconded Windels and unanimously carried to place Rush Lake on the Sewage System Abatement List. Sewage System Workshop/Training Motion by Lee, seconded Stone and unanimously carried to authorize the Land & Resource Director to register new inspectors in an upcoming sewage system workshop to be held in St. Cloud. Forgiveness of Penalty Motion by Fortmann, seconded Stone and unanimously carried to deny the request of Charles McGraw for forgiveness of penalty based on the Board's adopted policy regarding the subject. Proposal Approved Motion by Fortmann, seconded Lee and unanimously carried to authorize Braun Intertec to conduct an on-site asbestos condition survey as outlined by the Building Maintenance Supervisor. Equipment Purchase/Rental Motion by Lee, seconded stone and unanimously carried to authorize the Building Maintenance Supervisor to proceed with replacement of one lawn/snow removal piece of equipment, with said equipment to be used as a trade-in and the purchase price to be within budget, and to further authorize the rental of snow removal equipment for the winter months as outlined by the Building Maintenance Supervisor. 0 0 . • Otter Tail County Board of Commissioners November 4, 1992 Page 2 Parking Signs Motion by Partmann, seconded Lee and unanimously carried to authorize the Building Maintenance Supervisor to remove the reserved parking signs at the Otter Tail County Offices in Perham. Certified Training Motion by Partmann, seconded Lee and unanimously carried to authorize not more than $1,900 as tuition for Certified Engineering Technician Training for specified Highway Department employees as requested by the Highway Engineer. Ground Fault Circuit Interrupters Motion by Stone, seconded Windels and unanimously carried to authorize the Highway Engineer to proceed with the installation of ground fault circuit interrupters at the County's Phelps Mill Park Phelps Mill Dam Project Motion by Lee, seconded Windels and carried to approve an addendum to the existing contract with Barr Engineering on the Phelps Mill Dam Project. Final Payments Approved Motion by Lee, seconded Partmann and unanimously carried to authorize final payment for Elizabeth Township Bridge No. 91900 in the amount of $4,883.09 to Landwehr Heavy Moving, Inc., st. Cloud, per March 4, 1992, bid award. Motion by Windels, seconded Stone and unanimously carried to authorize final payment for Roadside Mowing in Areas, B,C, D, F, G, H, I and J as awarded on April 15, 1992, to Kenneth Anderson, Dennis Johnson, Donald Steeves, Archie Wahlin and Carl Wallevand (contract mowers) in the total amount of $2,010.15. Recycling Agreement Motion by Stone, seconded Partmann and unanimously carried to authorize the Chairman to execute a recycling agreement with St. Williams Annex, Parkers Prairie. Ditch 25 Public Hearing Wally senyk, County Attorney, reported that an agreement has been reached with the landowner, L. R. Milburn, and approved by the Department of Natural Resources (DNR}, with regard to the obstruction of Ditch 25. Because agreement has been reached, it will no longer be necessary to conduct the public hearing scheduled for November 10, 1992. Approval to Pay Bills Motion by Stone, seconded Lee and unanimously carried to approve the payment of bills per Attachment A of these minutes. Appreciation Expressed Motion by Stone, seconded Windels and carried to express appreciation to all employees of otter Tail County for their outstanding performance during the entire election process. 0 0 0 Otter Tail County Board of Commissioners November 4, 1992 Page 3 Data Processing Project The Board discussed with Tim Brand, Data Processing Director, the progress of a specific data processing project in the County Attorney's office. December 10, 1992, was the date set for input of data by the Attorney's office staff and Mr. Brand was directed to report on the project at the Board meeting on December 16, 1992. Adjournment At 2:40 p.m. Chairman Lindquist declared the meeting adjourned until 1:00 p.m. on Tuesday, November 10, 1992.
