Home My WebLink AboutBoard of Commissioners - Minutes - 10/21/19920 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, October 21, 1992 9:30 a.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, October 21, 1992, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present. Minutes Approved Motion by Lee, seconded Windels and unanimously carried to approve the October 14, 1992, minutes as submitted. Advertise for Bids Motion by Stone, seconded Partmann and unanimously carried to approve the request of the Highway Engineer to advertise for bids on Gravel Crushing with the bid opening date and time set for November 25, 1992, at 1:00 p.m. in the Commissioners• Room. CSAH 37: MnDOT Overlay Motion by Partmann, seconded Windels and unanimously carried to authorize the Highway Engineer to enter into an agreement with the Minnesota Department of Transportation (MnDOT) regarding overlay on a certain portion of CSAH 37 which would be a shared cost payable to MnDOT under their contract. Minnesota Clean Rivers Mike Hanan, Solid Waste Director, discussed information he had received from the Minnesota Department of Natural Resources regarding the Minnesota Clean Rivers Project. Description and participation of the program was discussed at length and the Solid Waste Director was asked to check on the costs involved and to gather more information about this program which involves clean-up of garbage sites along and adjacent to rivers. Landfill Meeting Scheduled A special meeting of the Board of Commissioners and the City of Fergus Falls is scheduled for 8:30 a.m. on November 10, 1992, for the purpose of discussing landfill permitting. November 11th Meeting Rescheduled Motion by Partmann, seconded Lee and unanimously carried to change the meeting date of November 11, 1992, for the Otter Tail County Human Services Board and the Otter Tail County Board of Commissioners to November 10, 1992. The times are 10:00 a.m. for the Human Services Board and 1:00 p.m. for the Board of Commissioners meetings. The purpose of the change is the November 11, Veterans' Day, holiday. 0 0 ~ Otter Tail County Board of Commissioners October 21, 1992 Page 2 Solid Waste service Fee Areas of concern, expressed by the Solid Waste Director, regarding the updating of Solid Waste Service Fees were discussed. Ongoing maintenance of the fee codes were identified as a problem. The Solid Waste Director was asked to work together with Data Processing, the Auditor and Assessor for a recommendation to the Board. Abatement: Policy Deviation Requested Bob Moe, Assessor, discussed an assessment error on parcel 02-000-13-0094-007 and made a request on behalf of the property owner to deviate from the current year and one prior year abatement policy and, thus, grant an abatement going back to when the error originated. Motion by Partmann, seconded Windels and carried, with Stone opposed, to uphold the existing abatement policy (current year and one year prior) on parcel 02-000-13-0094-007. 1993 Assessment Update The Assessor provided a 1993 Assessment Update which indicated the '93 cost schedule for houses and cabins has been raised to reflect the actual cost of construction. He also indicated that some lakeshore would be raised on a front foot basis, citing that the highest raise being considered is $40 per front foot. Also included in the update was the farm land schedules which would remain the same as the 1992 values. Cross County Ag Homestead Properties -Tax Calculation Error The Assessor discussed with the Board the homestead and agricultural credit calculated for cross county properties were undercharged in varying amounts. Upon a motion by Lee, seconded Windels and unanimously carried, corrected statements are to be processed for the affected parcels. Approval to Pay Bills Motion by Stone, seconded Partmann and unanimously carried to approve payment of the bills per Attachment A of these minutes. u.s. Fish & Wildlife Service: Goal Acres in otter Tail County Motion by Lee, seconded Windels and unanimously carried to concur with the request of the U.S. Fish & Wildlife Service's Procedural Agreement to amend the current goal of 66,800 acres of easement to be increased to 75,290 total acres. The U.S. Fish & Wildlife Service will continue to present each easement to the County Board for consideration and certification. Abatements Motion by Windels, seconded Lee and unanimously carried to approve the following Applications for Abatement: Gorman Township: Donald and Dorothy Weickert 30-000-35-0225-001 30-000-35-0225-002 30-000-99-0281-001 0 0 Otter Tail County Board of Commissioners October 21, 1992 Page 3 Abate this parcel to homestead. The Assessor's Office had a homestead application on file but the change was not made in the computer. Perham City: Derek C. Aitken 77-000-99-0111-000 Abate this parcel to residential homestead. The homestead application was on file but the change was not made in the computer. Off Sale Intoxicating Liquor Licenses The Chairman, on behalf of the Board, directed the Auditor to publish necessary notices to set a public hearing for November 18, 1992, at 1:00 p.m. on the issuance of Off Sale Intoxicating Liquor License Applications of The Pier and Amor Villa (Otter Tail and Amor Townships). The purpose of the hearing is to consider testimony and exhibits presented by interested parties. Canvassing Board Appointments Motion by Partmann, seconded Lee and unanimously carried to appoint Carlton Mortensen and Arleen Nycklemoe, as County Board representatives, to serve on the November 6, 1992, Canvassing Board. Ditch #25 Motion by Lee, seconded Stone and unanimously carried to approve the Plan of Work as submitted by Roland Sauck, Ag/Ditch Inspector. Plan of Work to be sent to the Department of Natural Resources (DNR) by the Ag/Ditch Inspector. Reclassification Motion by Lee, seconded Stone and unanimously carried to accept the recommendation of the Reclassification Committee regarding the restructuring of the position of the Assistant County Engineer and it's subsequent range change to Range 20.
