Call To Order
The Otter Tail County Board of Commissioners convened Wednesday, October 14, 1992, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist,
Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present.
Minutes Approved
Motion by Lee, seconded Partmann and unanimously carried to approve the October 7,
1992, minutes as submitted.
Abatements
Motion by Stone, seconded Lee and unanimously carried to approve the following
Applications for Abatement:
Buse Township:
Sharon Fogelquist Richards 06-300-50-0201-000
Abate to a 75% homestead. Homestead card filed October 12, 1992.
Eastern Township:
Jeff & Terri Riedel 19-300-50-0025-000
Abate to remove from tax rolls. Moved December 1991.
Folden Township:
James M. and JoAnn Reineke 27-000-02-0008-000
Abate to correct the calculation of this parcel. Should have been in the sequence for
homestead. Was discussed at the local Board of Review.
Girard Township:
Randy Christenson 29-300-50-0068-000
Abate to remove from tax rolls. Moved to Anderson Homes December, 1991.
Absentee Ballot Counting Board
0 Motion by Partmann, seconded Windels and unanimously carried to appoint
Barbara L. Molter as an election judge for the Absentee Ballot Counting Board.

October 28th Meeting Rescheduled
Motion by Lee, seconded Partmann and unanimously carried to change the meeting date of
October 28, 1992, for the Otter Tail County Human Services Board and the Otter Tail
County Board of Commissioners to October 27, 1992. The times are 10:15 a.m. for the
Human Services Board and 1:00 p.m. for the Board of Commissioners meetings. The purpose
of the change is to allow the Commissioners to attend the Association of Minnesota
Counties District IV meeting to be held in Fergus Falls on October 28th.
Report: 1990 Per Capita Spending of Minnesota's Counties
Larry Krohn, Coordinator, discussed a report which was circulated from the State
Auditor's Office regarding the 1990 Per Capita Spending of Minnesota's Counties.
Otter Tail's position/ranking within the report was discussed at length.
Joint Ditch #1 Resolution
Motion by Partmann, seconded Lee and unanimously carried, the following resolution was
adopted:
RESOLVED by the Board of County Commissioners of otter Tail County, Minnesota, that:
WHEREAS, Judicial Ditch #1 was established in Becker and Otter Tail Counties in
approximately 1907, over 80 percent of which is located in Becker County; and
WHEREAS, amendments to Minnesota Drainage Law have changed judicial ditches to joint
ditches, to be governed by a Joint Ditch Authority formed by the County Boards of the
participating counties; and
WHEREAS, the Becker County Board requested a joint meeting with the Otter Tail County
Board to form a Joint Ditch Authority for Joint Ditch #1; and
WHEREAS, Becker County has incurred costs against that portion of Joint Ditch #1 located
in Becker County, prior to the formation of a Joint Ditch Authority; and
WHEREAS, both Otter Tail and Becker Counties have received a petition for abandonment of
Joint Ditch #1 signed by property owners along the ditch.
NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners shall
join the Becker County Board in the formation of a Joint Ditch Authority, upon the
following terms:
1. The membership of the Joint Ditch Authority shall be four members from the
Becker County Board and one from the otter Tail County Board.
2. That the Otter Tail County member of the Joint Ditch Authority shall be
Commissioner Harley Windels of the otter Tail County First District, and hie
successors.
3. That no costs incurred by Becker County prior to the formation of the Joint Ditch
Authority shall be assessed against any property owners in Otter Tail CoQnty, due to
lack of adequate jurisdiction.

That the first priority of the Joint Ditch Authority shall be to consider the
petition for abandonment and to proceed to abandon the ditch if that action is
authorized by law.

Motion by Lee, seconded Partmann and unanimously carried to approve the Conditional Use
Application of Leora Scheid/Roland Nygaard, Big McDonald Lake, subject to conditions and
recommendations as indicated by the Planning Commission.
Magnus Foes, Jr •• Pelican Lake:
Motion by Lee, seconded Windele and unanimously carried to approve the Conditional Use
Application of Magnus Foss, Jr., Pelican Lake subject to conditions and recommendations
as indicated by the Planning Commission.
Laurel/Carol Malmstrom, West Battle Lake:
Motion by stone, seconded Lee and unanimously carried to approve the Conditional Use
Application of Laurel/Carol Malmetrom, West Battle Lake subject to conditions and
recommendations as indicated by the Planning Commission
Johnson Turkey Farm, Lake Lida:
Motion by Lee, seconded Windele and unanimously carried to approve the Conditional Use
Applications of Johnson Turkey Farm, Lake Lida, subject to conditions and
recommendations as indicated by the Planning Commission.
Randal/Joan Hutmacher, Otter Tail Lake:
The Conditional Use Application of Randal and Joan Hutmacher, Otter Tail Lake, was
discussed at length. The Hutrnachers were present as well as their legal counsel,
Terry Karkela. Opposition was expressed by Sharon Bjork (who was present) and Lynn and
Dean Greenwaldt (letter read by Chairman Lindquist).
Motion by Stone, seconded Partmann and unanimously carried to provide a preliminary
approval to the Hutmacher's Conditional Use Application with the stipulation that
blueprints and appropriate documentation be completed and submitted for final approval.
Concordia College/Replat of Tanglewood Subdivision, Little Pelican Lake:
Motion by Lee, seconded Partmann and unanimously carried to refer the denial recommended
by the Planning Commission on the Conditional Use Application of Concordia
College/Replat of Tanglewood Subdivision, Little Pelican Lake, back to the

Planning Commission for consideration by it's May meeting. Concern was expressed that a
response had not been received from the Corps of Engineers •

Reclassification Salary Adjustment
Motion by Stone, seconded Lee and unanimously carried to approve the salary adjustment
of an August 12, 1992, reclassification step based on the the years the individual has
been performing the duties. In this case the step adjustment was determined to be
(Range 14) Step 6, with effective date of August 12, 1992.
Adjournment
Closed to Public
At 2:45 p.m., Chairman Lindquist declared the meeting adjourned and closed to the public
for purposes of discussing pending grievance/labor negotiation strategies with the
county's three Teamsters' collective bargaining units. Next Board meeting is scheduled
for 9:30 a.m. on October 21, 1992.
