Call To Order
The Otter Tail County Board of Commissioners convened Wednesday, October 7, 1992, at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist,
Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present.
Minutes Approved
Motion by Lee, seconded Windels and unanimously carried to approve the September 23,
1992, minutes as submitted.
Abatements
Motion by Partmann, seconded Windels and unanimously carried to approve the following
Applications for Abatement:
Dunn Township:
Beverly St. John and Travis Michael Ternus 17-000-20-0282-000
Abate this parcel to non homestead as they are receiving homestead in Becker County.
Otter Tail Township:
John and Maire Heitkamp 46-000-99-0893-000
Abate this parcel to calculate along with the primary parcel #386.
carry-over of homestead.
Reimbursement Approved
Should have been a
Motion by Windels, seconded Partmann and unanimously carried to reimburse the
Otter Tail County Public Health Department and the Sentence-To-Service (STS) Program, in
the amount of $526.15 and $356.00 respectively, for abatement cost incurred per M.S.
Chapter 145A.04, Subd. 8, and to certify that an assessment, in the amount of $882.15
carrying interest at a rate of 8%, be levied against parcel# 41-000-09-0075-001. The
property is described as part of the NW1/4NW1/4 SW of old T. H. #210, Section 9 of
Nidaros Township.
Resolution of Forfeiture to State
Upon a motion by Lee, seconded Windels and unanimously carried the following resolution
was adopted:
RESOLUTION OF THE COUNTY BOARD OF OTTER TAIL COUNTY, STATE OF MINNESOTA
WHEREAS, the lands hereinafter described have forfeited to the State of Minnesota for
non-payment of real estate taxes,

WHEREAS, said lands are located within the boundaries of Maplewood State Park.
NOW, THEREFORE, BE IT RESOLVED, pursuant to Minn. Stat. Chapter 85.012, the following
described land is hereby withdrawn from sale and transferred from the custody, control
and supervision of the County Board of Otter Tail County to the Commissioner of Natural
Resources of the State of Minnesota, free from any trust in favor of the taxing
district.
The Southeast Quarter of the Southeast Quarter (SEl/4SEl/4) of Section Thirteen(l3),
Township One Hundred Thirty-Five(l35), Range Forty-Two(42).
Adopted at Fergus Falls, MN, this 7th day of October 1992.

AIS 315 Ballot Scanner
Motion by Portmann, seconded Lee and carried, with Windels and Stone opposed, to enter
into a lease agreement with American Information Systems, Inc. for a lease of an AIS 315
Ballot Scanner for the November 3rd General Election at a rental rate of $5,000 (provided
these funds are in the budget).
Repurchase of Tax Forfeited Properties
The Auditor discussed with the Board several specific requests for repurchase of tax
forfeited properties and the difficulties, punitive in nature, with the new law. Upon a
motion by Windels, seconded Lee and unanimously carried, the Auditor was directed to
postpone action on the repurchase requests for the 1993 legislative session anticipating
a change in the law, or to proceed with the current law if the affected individuals do
not wish to postpone their request.
On a related matter, the Auditor asked for the Board's opinion on extending payments on
repurchase of forfeited properties. On a roll call vote, listed as follows, the Board
unanimously indicated that they did not wish to enter into repurchase contracts on a
payment schedule.
"Do you think we should accept payments on repurchase contracts?"
Yes: None
No: Lee, Windels, Lindquist, Stone and Partmann
4-H Ambassadors
4-H Ambassadors, Heidi Jo Moltzan and Kay Erickson, provided information about 4-H and
some of their activities through the 4-H program.
Recycling Report
Bob Williams, Recycling Center Manager, reported on the tonnages of volume received for
fiscal year and calendar year 1991 in terms of all residential, commercial and

industrial, both documented and undocumented recyclables. This report will become part
of Otter Tail County's SCORE report. It was pointed out that Otter Tail County is
number one in out-state Minnesota in recycling volumes baaed on the County's commitment
of time, money and staff.
Minnesota Care Project
Motion by Lindquist, seconded Partmann and unanimously carried to vote for Laurel Sorlie
for the Regional Coordinating Board of the Minnesota Care Project.
Approval to Pay Bills
Motion-by Stone, seconded Partmann and unanimously carried to approve payment of bills
per Attachment A of these minutes and to authorize payment of $1,000 to Meadowbrook
Insurance Group as deductible on a liability claim #150, file #23350.
Special Assessment: Whitney Property
Rush Lake Township Chairman, Joe Fehrenback, and property owner, Teresa Bontrager, came
before the Board to discuss the circumstance of a special assessment on property
formerly owned by Lavelle Whitney, Parcel No. 53-000-31-0247-001. Motion by Windels,
seconded Lee and unanimously carried to split equally the $525 fire bill with the new
owner due to circumstances involved with a search of the special assessments on the
property. The motion included, that in the future, all requests from lenders and/or
realtors be submitted to the Auditor's office in writing.
Motion by Windels, seconded Stone and unanimously carried to forgive the penalty and
interest on first half taxes on the above parcel provided the second half is paid
fifteen days after the abatement has been processed.
Stang Lake Restoration Project Report
Pat Reisnour and Randall Pope, representatives of Interstate Engineering, Inc., updated
the Board on the Restoration Project of Stang Lake. After discussion, a public hearing
date was set for 2:30 p.m. on November 18, 1992.
Project No. s.A.P. 56-599-14 Gorman Township Bridge Replacement
Motion by Windels, seconded Lee and unanimously carried to offer the following
resolution:
WHEREAS, the County of Otter Tail has applied to the commissioner of Transportation for
a grant from the Minnesota State Transportation Fund for the construction of Township
Bridge No. 95050 (Project No. S.A.P. 56-599-14) over the Otter Tail River and;
WHEREAS, the amount of the grant has been determined to be $9,222 by reason of the
lowest responsible bid.
NOW THEREFORE, BE IT RESOLVED, that the County of Otter Tail does hereby affirm that any
cost of the bridge in excess of the grant will be appropriated from the funds available
to the County of Otter Tail, and that any grant monies appropriated for the bridge but
not required, based on the final estimate, shall be returned to the Minnesota State
Transportation Fund.

Beaver Problems: Highway Culverts/Along County Roads
Motion by Partmann, seconded Windela and unanimously carried to authorize the Highway
Engineer to hire a trapper to eliminate beaver causing high water damage/problems and
culvert blockage along county roads.
Technical Certification
Motion by Lee, seconded Stone and unanimously carried, the otter Tail County Board of
Commissioners adopted the following resolution:
WHEREAS, the State is authorized to administer the State Aid Administrative Account
! Q pursuant to MN Statute 162.06, Subd. 2;

WHEREAS, the Division of Sate Aid requires all personnel working on State Aid work be
certified by January 1, 1994;
WHEREAS, the certification of technicians will ensure consistent inspection and high
quality roads and bridges;
WHEREAS, MN/DOT agrees to reimburse Otter Tail County an amount not to exceed more than
$5,000 total tuition costs incurred for personnel working on State Aid work for the
successful completion of classes taken between November 1, 1992, and July 31, 1995.
NOW, THEREFORE, IT IS HEREBY RESOLVED, that the Otter Tail County Board of
commissioners hereby approves the MN/DOT Technical Certification Training Reimbursement
of Tuition Agreement between the State and Otter Tail County.

County Ditch #25 Repairs
After a,brief summary of the public hearing held on September 23, 1992, and a lengthy
discussion, a motion was offered by Windels, seconded Partmann and unanimously carried
to authorize the repair of Ditch #25. Discussion followed about how the cost of such
repairs could be made and it was determined that Commissioner Windels would ask for
assistance from the Big McDonald Lake Association to remove the beaver and that otter
Tail County would seek help through the Sentence-To-Service Program (STS) to remove the
beaver dams and debris.
Adjournment
At 3:43 p.m., Chairman Lindquist declared the meeting adjourned until 1:00 p.m. on
October 14, 1992.
