HomeMy WebLinkAboutBoard of Commissioners - Minutes - 08/19/19920 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, August 19, 1992 9:30 a.m. Call To Order The otter Tail County Board of Commissioners convened Wednesday, August 19, 1992, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, Bill stone, Malcolm Lee and Virginia Partmann present. Minutes Approved Motion by Lee, seconded Stone and unanimously carried to approve the August 12, 1992, minutes as submitted. Human Services: Bid on Property Motion by Stone, seconded Partmann and unanimously carried to accept the bid of $5,000 on property located in Parkers Prairie. U.S. Fish & Wildlife Waterfowl Easement Motion by stone, seconded Lee and unanimously carried to approve the waterfowl easement, dated August 19, 1992, from William G. Garens on lands described as T. 132 N., R. 38 w., 5th P.M., Section 11, as described on Exhibit "B" attached to the Certification of the County Board of Commissioners. u.s. Fish & Wildlife -Acquisition Motion by Lee, seconded Lindquist and carried to table the request of the U.S. Fish & Wildlife on the following land owned by Timothy J. and Kristi s. Smedstad on August 19, 1992, on land described as T, 132 N., R. 43 w., 5th P,M., Sections 10 & 11, as described on Exhibit "A" attached to the Certification of the County Board of Commissioners. The reason cited to table this request was for consultation with Buse Township. After lengthy discussion with Don Kleven, U.S. Fish & Wildlife, Lee moved to rescind his previous motion and offer the following motion to grant the land acquisition outlined above because of the personal circumstances of the landowner. This motion was seconded by Lindquist and unanimously carried in favor of the requested land acquisition. Aluminum Can Recycling Motion by Windels, seconded Stone and.unanimously carried to authorize the Building Maintenance Supervisor and the Solid Waste Director to determine the distribution method the recyclable aluminum cans collected by the County. Distribution will be between the Humane Society of Otter Tail County and Lakeland Hospice. No other aluminum cans may be stored on any County property. 0 . otter Tail County Board of Commissioners August 19, 1992 Page 2 Engineering Services: Foth & Van Dyke Motion by Windels, seconded Partmann and unanimously carried to authorize the payment of $9,913.83 for engineering services through August 4, 1992, for the Otter Tail Landfill Expansion Permitting Project. Solid Waste Issue Update Solid Waste Director, Mike Hanan, discussed issues involving the permitting of the Northeast Landfill, the recycling building as well as a report on a recently held haulers' meeting. Abatements Motion by Partmann, seconded Lee and unanimously carried to approve the following abatements: Dora Township: Rhonda Rapp 16-300-50-0183-000 Abate on tax rolls as omitted personal property taxes. Foreclosure on real estate. Requesting payment of taxes before the unit can be moved. star Lake Township: Pat Arnett 56-300-50-0136-000 0 Abate to 75% homestead. Card received August 8th, 1992, per Robert Moe. 0 Sverdrup Township: Paul w. and Dianne M. Beckman 57-000-20-0123-000 Abate this parcel to 75% homestead under account #03455. Beckman Agriculture Corporation 57-000-28-0171-000 Abate to recalculate this parcel as some of the 1% for the house, garage and one acre is being extended to parcel #123. Absentee Ballot Counting Board Motion by Windels, seconded Fortmann and unanimously carried to appoint the following individuals to serve as election judges for the Absentee Ballot Counting Board at both the September 15, 1992, primary election and at the November 3, 1992, general election: Janet Becklund Carlton Mortensen Mary Trana Arleen Nycklemoe Gary Lee Ray Johnson Mary Beth Hruby Fergus Falls Underwood Henning Fergus Falls Fergus Falls Pelican Rapids Fergus Falls 0 0 Otter Tail county Board of commissioners August 19, 1992 Page 3 Humane Society Motion by Lindquist, seconded Windels and carried to approve payment to the otter Tail County Humane Society in the amount of $4,904.52 for expenses incurred for the boarding and care of the Bauck/Nelms animals and for attorney fees for legal services provided by the firm of Hefte, Pemberton, Sorlie and Rufer. Liquor License Application Motion by Lee, seconded Stone and unanimously carried to approve the following application for a license subject to the approval of the County Attorney: Wee Towns Pantry & Pub Camilla Eveland A prorated Wine and Setup License. on-sale/Off-sale Non-Intoxicating Malt Liquor Licenses. (Transfer) city Police Department -Rent Consideration Motion by Portmann, seconded Lee and unanimously carried to allow the Fergus Falls City Police Department to deduct from one month's rent the cost for completion of a wallpapering project in their office area. Snowmobile Trail Agreements Motion by Portmann, seconded Lee and unanimously carried to authorize the County Attorney to make any necessary clarifications regarding the Minnesota Trail Assistance Program Agreements with OCTA and Lake Runners snowmobile clubs. This contract had previously been approved for a two year term, contingent on review by the County Attorney. FBI Academy Dick Tamke, Investigator, reported on his recent training at the FBI Academy in Georgia. MN Extension Service Update Minnesota Extension Service District Director, Gordon Schaefer, updated the Board on various Extension Service activities. '91 Annual Report -Highway Department Highway Engineer, Rick West, distributed copies of the '91 Annual Highway Department Report to the Commissioners. Highway: Shouldering Materials Motion by Stone, seconded Portmann and unanimously carried to approve about 10,000 yards of shouldering materials for the Highway Department at each of the two locations. The cost is not to exceed $55,000 for both locations. Underground Tank: New York Mills Garage Motion by Windels, seconded Lee and unanimously carried to remove an underground storage tank at the New York Mills Garage through a certified contractor. Otter Tail County Board of Commissioners August 19, 1992 Page 4 Payment of Bills Motion by Lee, seconded Windels and unanimously carried to approve payment of bills per Attachment A of these minutes and to disallow payment of $165.95 to Business & Legal Reports. Shoreline Ordinance The Board discussed with Terry Lejcher, area Department of Natural Resources hydrologist, it's concerns about contiguous, substandard shoreline lots. Lejcher is to bring these concerns to Russ Schultz and report back at a later date. Adjournment At 4:01 p.m., with no further business, Chairman Lindquist declared the meeting adjourned until 1:00 p.m. on August 26, 1992.
