HomeMy WebLinkAboutBoard of Commissioners - Minutes - 08/12/19920 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS commissioners' Room, Floor 1-B Otter Ta11 County Courthouse Wednesday, August 12, 1992 1:00 p.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, August 12, 1992, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present. Minutes Approved Motion by Partmann, seconded Windels and unanimously carried to approve the August 5, 1992, minutes as submitted. Wetlands Reserve Program Easement Assessor, Bob Moe, provided information to the Board on the Wetlands Reserve Program Easements. Concern for loss of the tax base due to reduction of values was expressed. Assessment Fees Motion by Partmann, seconded Windels and unanimously carried to increase the 1993 assessment fees charged to townships from $3.75 per parcel to $4.00 per parcel ($.25 increase) and to raise the per parcel fee an additional $.SO for 1994. U.S. Fish & Wildlife -Acquisition Motion by Lee, seconded Portmann and carried following a roll call vote to certify the following for acquisition by the U.S. Fish and Wildlife Service on August 12, 1992, as described: Jess L. Perala Roll Call Vote: T. 137 N., R. 43 W., 5th P.M. Section 5, that part of lots 1 and 2 lying north of township road. Partmann -Yes; Stone -No; Lindquist -Yes; Windels -Yes; Lee -Yea. Outcome: Yes 4/1 Bicycle Race Motion by Windels, seconded Lee and unanimously carried to grant permission for the Star of the North bicycle games to use specific County roads in the Perham area on August 16, 1992, contingent on conditions that the games are in compliance with the United States Cycling Federation Safety Rules, that both the Sheriff and Highway Engineer be notified and do not object to such race being held on specific County roads, and that the County is not liable for claims arising from the race. A certificate of insurance was provided by Cal Miller. 0 Q Otter Tail County Board of Commissioners August 12, 1992 Page 2 conditional Use Applications Motion by Lee, seconded Windels and unanimously carried to approve the following conditional Use Applications subject to conditions and recommendations as indicated by the Planning Commission: Gorman Township/Otter Tail County Highway Department -Otter Tail River John M. Macal -Otter Tail Lake Bal-View Estates/Donald Luhning -Part of SEl/4, Sec. 31, Otter Tail Township Berger Inc./Craig M. Swenson -Big McDonald Lake Note: For detailed information regarding any of the above listed conditional use permits, contact the Land & Resource Management Office. Phelps Mill Dam Project ChairmaA Lindquist read correspondence from Craig Regalia, Dam Safety Supervisor of the State of Minnesota Department of Natural Resources, relative to the Grant Agreement for the Phelps Mill Dam Project, wherein the expiration date in Section IV of the agreement was officially changed from December 3l, 1993 to June 30, 1994. This change, it was pointed out, should give the County ample time to complete the work. Data Processing Motion by Lee, seconded Fortmann and unanimously carried to add an additional Programmer III, Range 17, position to the Data Processing Department. Kellogg Grant Motion by Fortmann, seconded Windels and carried, with Lee opposed, to authorize the Ag Extension Agent, Harold Stanislawski, to form a committee for the purpose of researching a proposal that will assist the County's ag sector in becoming more profitably and environmentally sound. This committee·would approach the Board for final approval prior to Kellogg Grant application with committee funding being sought through the Kellogg one-year collaboration grant. Reclassification Committee Gerald Frederick, on behalf of the Reclassification Committee, requested the Board's approval for the reclassification of Administrative Assistant I, Range 13, in the Sheriff's office to an Administrative Assistant II, Range 14, effective September l, 1992. Upon a motion by Lee, seconded stone and unanimously carried the Board accepted the recommendation of the Reclassification Committee. Small Cities Grant Motion by Lee, seconded Fortmann and unanimously carried to authorize the Housing Redevelopment Authority of Fergus Falls (HRA) to prepare a 1994 Small Cities Development Grant Application for Northeast Otter Tail County. otter Tail County Board of commissioners August 12, 1992 Page 3 Abatements Q Motion by Windels, seconded Partmann and unanimously carried to approve the following applications for abatement: Clitherall Township: John Tahoda 10-300-50-0027-000 Abate to remove the solid waste charge from this parcel per Bob Moe, County Assessor. Mobile Home is used as a storage shed. Corliss Township: Carine J. Meyer 12-300-50-0009-000 Abate to 75% homestead. Homestead card filed August 11th, 1992. Rush Lake Township: Elmer Hoese 53-300-50-0048-000 Abate to remove from personal property mobile home tax rolls per Bob Moe, County Assessor. Will be taxed as real estate for the 1992 assessment. New York Mills City: Robert E. Brill 73-000-99-0349-000 This parcel is to be abated to a primary commercial classification. changed due to clerical error. Otter Tail County Humane Society The code was not Motion by Windels, seconded Partmann and unanimously carried to table the request of the Otter Tail County Humane Society for payment of $4,904.52 representing expenses of attorney fees and boarding/care of animals pending more information. Bid Award: SAP 56-600-10 Cross Point Road Project Motion by Lee, seconded Windels and unanimously carried to accept the recommendation of the Highway Engineer to award Project·SAP 56-600-10 to the lowest bidder, Minnerath Construction Company of Cold Spring, MN, in the amount of $134,982. Phelps Mill -Public Safety Motion by Stone, seconded Partmann and unanimously carried to authorize the Highway Engineer to begin repairs to the Phelps Mill County Park, Building and Dam which include items identified in his survey dated July 28, 1992, with reference to public safety. City of Clitherall: Bog Roast Motion by Stone, seconded Partmann and unanimously carried to allow the City of Clitherall to hold their 4th Annual Hog Roast on August 29, 1992, along County Road 5 providing that traffic control is done by the City and the Sheriff's Department is notified. r\ '...,I 0 Q Otter Tail County Board of Commissioners August 12, 1992 Page 4 Title Examiner Motion by Lee, seconded Windels and carried, with Fortmann and Stone opposed, to allow the Court-appointed Title Examiner, Richard Nitz, to serve as legal advisor to the Registrar of Titles at a rate of compensation to be determined by the court, but not to exceed $500 expense to Otter Tail County in any one year. Adjournment At 3:40 p.m., with no further business, Chairman Lindquist declared the meeting adjourned until 9:30 a.m. on August 19, 1992.
