Home My WebLink AboutBoard of Commissioners - Minutes - 08/05/19920 0 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, August S, 1992 9:30 a.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, August 5, 1992, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present. Minutes Approved Motion by Lee, seconded Windels and unanimously carried to approve the July 22, 1992, minutes as submitted. Snowmobi1e Trail Agreements Motion by Lee, seconded Partmann and unanimously carried to authorize the Chairman to execute the Minnesota Trail Assistance Program Agreements with OCTA and Lake Runners for a two year term, contingent on the approval of the County Attorney. Final Plat: Haven Hills Motion by Lee, seconded Windels and unanimously carried to approve the final plat of Haven Hills, located in Dora Township, and thereby waiving the 90 day requirement. Otter Tail County Humane Society Motion by Lee, seconded Portmann and unanimously carried to approve payment of $900 to the Otter Tail County Humane Society for repairs made to the roof of the Humane society's building. Pesticide Container Collection Report Public Information Officer, Marie Tysdal, reported on the recent Empty Pesticide container Collection efforts. Motion by Portmann, seconded Lee and unanimously carried to continue the Empty Pesticide Container Collection Program in 1993 and to authorize the Public Information Officer to begin meeting with chemical dealers to work out a date for the '93 collection. Eastern Research Group, Inc. Motion by Lee, seconded Portmann and unanimously carried to authorize the Solid Waste Director to participate in the evaluation process of Eastern Research Group, Inc. as they evaluate our solid waste system. Bicycle Race Motion by Portmann, seconded Lee and unanimously carried to grant permission for the Star of the North bicycle games to use specific County roads on August 9, 1992, contingent on the conditions that the games are in compliance with the United States Cycling Federation safety rules, that both the Sheriff's Department and Highway Engineer 0 0 0 Otter Tail County Board of Commissioners August 5, 1992 Page 2 · must be notified and not object to such race being held on specific County roads, and that the County is not liable for claims arising from the race. Liquor License Applications Motion by Lee, seconded Windels and unanimously carried to approve the following liquor license applications: District #166 Mary Ann Erickson Dent, MN Pelican Beach Store• Gerald Smith Fargo, ND On-sale Non-Intoxicating Malt Liquor License. Off-sale Non-Intoxicating Malt Liquor License. •Subject to approval of the County Attorney and Sheriff. Abatements Motion by Lee, seconded Partmann and unanimously carried to approve the following abatements: Dora Township: Loren & Katherine Skarie 16-000-99-0377-000 16-000-99-0376-000 Abate these parcels to a 751 residential homestead. Moved in October 1990 and applied for homestead April 6th, 1992. Terry D. Wagenman 16-200-99-6005-000 Abate to delete this parcel as it has been assessed to real estate. Dunn Township: Merle R. and Joan E. Miller 17-300-50-0200-000 Abate to remove from mobile home personal property tax rolls. personal property for 1992. Erhards Grove Township: Debra Peasley 24-000-23-0190-003 Abate to residential homestead. Dalton City: c. Michael Rund 66-000-99-0053-000 Should be taxed as Abate to remove the valuation of this parcel. Cancel the solid waste assessment of $39.00 It is assessed along with parcel #52. Labor Agreement Motion by Lee, seconded Portmann and unanimously carried to authorize the Chairman to execute the Labor Agreement between the Minnesota Teamsters Public and Law Enforcement Employees Union, Local No. 320, Human Services Professional Unit and Otter Tail County for the period of January 1, 1992 through December 31, 1993. Bid Opening: SAP 56-600-10 The Highway Engineer, having previously advertised for bids, opened the following bids for SAP 56-600-10, Cross Point Road Project: Dennis Drewes, Inc. Speed Zone Study Motion by Windels, seconded Partmann and unanimously carried to offer the following resolution for a Speed Zone Study along the north shore of Little McDonald Lake in Edna Township: WHEREAS, the Edna Township Board of Supervisors has requested in the form of a letter, accepted by the Otter Tail County Board of Commissioners on August 5, 1992, that the speed limit be reduced on the north shore of Little McDonald Lake in Edna Township, from the "T" near Lazy Acres Resort and following to the west for approximately two miles or until the tar road stops and the gravel starts, and WHEREAS, the County of Otter Tail also believes that a speed zone would be beneficial in this area. 0 0 otter Tail county Board of Commissioners August S, 1992 Page 4 NOW, THEREFORE, BE IT RESOLVED, that Otter Tail County does hereby request that the area be studied by the the Minnesota Department of Transportation to determine the need for a ~educed speed zone, if any, BE IT ALSO RESOLVED, that Minnesota Department of Transportation proceed with establishing a legal speed zone if the findings of the traffic study are supportive. Adopted at Fergus Falls, MN, this 5th day of August, 1992. OTTER TAIL COUNTY B OF COMMISSIONERS B Purchase OSHA Regulation Manuals Motion by Partmann, seconded Lee and unanimously carried to authorize the purchase cf two sets of Minnesota OSHA Rules/Standards Handbooks and two sets of Federal OSHA Rules/Standards Handbooks in the amounts of $33.68 and $311 respectively. Bridge Replacement Project: SAP 56-599-14 Motion by Windels, seconded Lee and unanimously carried to authorize the Highway Engineer to set the bid opening for Project SAP 56-599-14, Gorman Township Bridge Replacement over the Otter Tail River,• for September 2, 1992, at 1:05 p.m. Fishing Bridges -Shoulder Widening Motion by Partmann, seconded Stone and unanimously carried to authorize the Highway Engineer to proceed with the project of roadway shoulder widening to accommodate limited parking along roadways that have bridges with fishing walkways alongside the driving lanes. Sustainable Agricultural & Buffer Strip Report West Otter Tail Ag Extension Agent, Harold Stanislawski, provided an update on the Sustainable Agricultural and Buffer Strip for West Otter Tail County. A detailed report served as handout material. Kellogg Grant District Conservationist, John Schmidt, provided information about a grant called the Kellogg Grant. Mr. Schmidt was asked to further research the project and to return with recommendations. Otter Tail County Lake Association Jerry Moriarity, Mac Tobkin and Art Maleitzke, representing the Otter Tail County Lake Association, requested representatives of the County Board to meet with representatives of both Little and Big Pine Lake Associations. A meeting date was set for September 3, 1992, with location in the Perham area to be announced. 0 0 Otter Tail County Board of Commissioners August 5, 1992 Page 5 Financial Report Larry Dorn of Dorn & Co., Inc. and Steve Andrews, Treasurer, met with the Board regarding the financing of the County Jail Refunding Revenue Bonds, Series 1986. Upon a motion by stone, seconded Windels and unanimously carried, the Board authorized Dorn & Co., Inc. to begin the process toward refinancing the outstanding Refunding Bonds. Approval to Pay Bills Motion by Stone, seconded Lee and unanimously carried to approve the payment of bills per Attachment A of these minutes.
