HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/22/19920 • Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, July 22, 1992 1:00 p.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, July 22, 1992, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windela, Bill Stone, Malcolm Lee and Virginia Partmann present. Minutes Approved Motion by Lee, seconded Partmann and unanimously carried to approve the July 15, 1992, minutes as submitted. Request: Additional Staff Motion by Windels, seconded Stone and unanimously carried to refer the request of the Assessor for additional appraisal staff to the Budget Committee for consideration. Detention Officers: Meals Reimbursement Motion by Windels, seconded Lee and unanimously carried to deny the meal reimbursement for the detention facility supervisory staff because this staff is not required to remain in the area at all times. Motion by Stone, seconded Windels and unanimously carried to offer the part-time Detention Officers the same meal reimbursement as provided full-time Detention Officers. Motion by Stone, seconded Lee and unanimously carried to have the meal reimbursement amount follow the pricing schedule as charged by Best, Inc. Continuation of Narcotics Unit Motion by Partmann, seconded Lee and unanimously carried to offer the following resolution authorizing execution of narcotics task force continuation: WHEREAS, the Minnesota Department of Public Safety has been designated to administer law enforcement funds available through the Federal Anti-Drug Abuse Act of 1986; and WHEREAS, the County is eligible to receive funds for service set forth in it's grant application; NOW, THEREFORE, BE IT RESOLVED THAT, the County of Otter Tail e~ter into a cooperative agreement with the Office of Drug Policy in the Minnesota Department of Public Safety for the project entitled the West Central Minnesota Task Force during the period from January 1, 1993 through December 31, 1993. Q 0 0 Otter Tail County Board of Commissioners July 22, 1992 Page 2 BE IT FURTHER RESOLVED THAT the Sheriff and County Treasurer be and hereby are authorized to execute such agreements as are necessary to implement the project on behalf of Otter Tail County. OTTER B Attest: Road Race Approved Motion by Lee, seconded Partmann and unanimously carried to approve the request of Terry Denley to conduct a road race, sponsored by KBRF, on August 15, 1992, on parts of County Road 116, subject to the approval of the Sheriff and that the County not be held liable for claims arising from the race. Courtroom Security Sheriff Gary Nelson provided information to the Board on various safety procedures that the County is using regarding Courtroom Security. A special Courtroom Security committee composed of the Building Maintenance Supervisor, members of the Detention Facility staff, Judge(s), Sheriff and Budget Committee Commissioners Lindquist and/or Lee would make look into specific problem areas and make appropriate recommendations. Liquor License Applications Motion by Lee, seconded Partmann and unanimously carried to approve the following Liquor License Applications: Sacred Heart Catholic Church of Dent St. Lawrence Church Prepaid Bills Approved On Sale Non-Intoxicating Malt Liquor License. On Sale Non-Intoxicating Malt Liquor License. The primary parcel was entered as homestead. This parcel was coded as a homestead, but change was not made in the computer. Dora Township: Alwyn M. and Marilyn Martinson 16-000-20-0117-001 Abate this parcel from residential homestead to ag homestead. Edna Township: Norman and Phyllis Meyer 20-000-99-0790-000 Abate this parcel to correct the classification to ag non homestead. The adjoining lots had been changed previously and this parcel was overlooked. Paddock Township: Andrew A. and Raphael A. Aho 48-000-05-0033-001 Abate this parcel to ag homestead as the applicant has homestead on primary parcel. Battle Lake City: Dale A. and Carol J. Erke 63-000-99-0342-000 Abate this parcel to correct the square footage of the house. Payable 1991 and 1992. Harold and Gail Digre 63-000-99-0441-000 Abate to correct the square footage of the building. Perham City: Joe Wasche 77-000-99-0589-000 Part of garage value was double assessed to both parcel 77-000-99-0589-000 and Ralph Wasche parcel 77-000-99-0588-000 Phelps Mill Dam Project Motion by Lee, seconded Fortmann and unanimously carried to authorize the Chairman to execute the Phelps Mill Dam Safety Grant Agreement with the State of Minnesota, Department of Natural Resources so that the project may go forward with completion prior to December 31, 1993. '92 county-Wide Traffic Marking Motion by Lee, seconded stone and unanimously carried to authorize the Chairman to sign the Highway Construction Contract between Otter Tail County and 0 0 Q • Otter Tail County Board of Commissioners July 22, 1992 Page 4 A.A.A, Striping Service Co. of Rogers, MN, for '92 County-Wide Traffic Marking as previously awarded. Reclassification Committee Motion by Lee, seconded Stone and unanimously carried to approve the recommendation of the Reclassification Committee to classify accredited assessors, those individuals who have an Accredited Minnesota Assessor's License, at a Range 16. Motion by Stone, seconded Lee and unanimously carried to authorize the Range 16 accredited assessor positions effective January 1, 1993. Individuals in this classification, as well as those transferred or hired for this position, are to be determined by the Department Head subject to Board approval, Salary Increase -Department Heads Motion by Partmann, seconded Lee and unanimously carried ta extend the salary increase offered the non-union employees for 1992 (1.5%) and 1993 (2.5%) to all Department Heads, Consulting Agreement Approved Motion by Lee, seconded Partmann and unanimously carried to authorize the Chairman to sign the Consulting Agreement between Otter Tail County and Interstate Engineering, Inc. for the impoundment of Stang Lake. Retention of Tapes of Meetings Motion by Windels, seconded Lee and unanimously carried to direct the County Board's Clerk to retain the recorded tapes of the Board meetings for a period not less than ninety (90) days. Those tape recordings which are addressed by statute will be kept in accordance with that specific statute. Phelps Mill Park Chairman Lindquist directed the County Coordinator and the Highway Engineer to make a safety inspection of the mill at Phelps Mill Park and report their findings at a later date.
