HomeMy WebLinkAboutBoard of Commissioners - Minutes - 07/08/19920 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, July 8, 1992 1:00 p.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, July 8, 1992, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present. Minutes Approved Motion by Stone, seconded Windels and unanimously carried to approve the June 30, 1992, minutes as submitted. Henning Transfer station Road The matter of the Henning Transfer Station Road was tabled until the July 22, 1992, Board meeting. Rick West, Highway Engineer, indicated a meeting with the City of Henning and Henning Township officials to be held on July 20, 1992. He reported that a recent traffic study on the affected road(s) indicated County use to be at approximately 40%. Phelps Mill Dam Project Further discussion and determination of the timeframe for the Phelps Mill Dam Project was tabled until the July 22, 1992, Board meeting. Conditional Use Applications Motion by Lee, seconded Partmann and unanimously carried to approve the following Conditional Use Applications as recommended by the Planning Commission: Dale Pladson, West Battle Lake Wayne Haugrud, Prairie Lake Berger, Inc./Michael Kowalski, Big McDonald Lake Steven & Candace Dahl, Big McDonald Lake Mark E. Wagner, Dead Lake Motion by stone, seconded Partmann and unanimously carried to uphold the denial recommended by the Planning Commission on the Conditional Use Application of Geralds. Benson, Heilberger Lake. Installer/Cleaners License Applications Motion by Lee, seconded Windels and unanimously carried to approve an Installer License Application for Ed Waln Excavating, Wadena. Motion by Partmann, seconded Windels and unanimously carried to approve the following Cleaners License Applications: Perrin's Septic Pumping, Ashby Lake Pumping, Detroit Lakes 0 Otter Tail County Board of Commissioners July 8, 1992 Page 2 Prairie Acres Plat Extension Motion by Lee, seconded Windels and unanimously carried to deny the request for extension of Prairie Acres Plat because it is past the 90 day recording period. Liquor License Applications Motion by Partmann, seconded Stone and carried to approve the following Liquor License Applications as requested by the Auditor: Ethel Beach Resort Allen Chase District #166 Mary Ann Erickson Wee Town Store Kim Kugler On-sale/Off-sale Non-Intoxicating Malt Liquor License. On Sale Wine License and Set-up License. On-sale/Off-sale Non-Intoxicating Malt Liquor License. Abatements Motion by Lee, seconded Windels and unanimously carried to approve the following Applications for Abatement: Dead Lake Township: Donald and Alma Reiten 14-000-08-0064-000 Abate to cancel this parcel as the tract is included in parcel #64-002. Auditor's Office. Dora Township: Clinton Fletcher 16-000-17-0100-001 Per County Abate to cancel this parcel as it is included with the valuation that is on parcel# 100. Deer creek city: Wayne L. and Lori J. Perkins 67-000-26-0029-000 67-000-26-0015-000 67-000-26-0021-000 Abate this parcel to ag homestead. This abatement was approved by the County Board. Pelican Rapids City: Alvaro Perez 76-300-50-0161-000 Abate to 75% homestead class per abatement policy. July 2, 1992. Board of Equalization Minutes Homestead card returned Motion by Windels, seconded Stone and unanimously carried to approve the June 17, 1992, Bciard of Equalization Minutes as mailed. • Otter Tail County July 8, 1992 Board of Commissioners Page 3 Forest Lodge -Correction to Plat Motion by Lee, seconded Windels and unanimously carried to accept the Land Surveyor's Certificate of Correction to Plat of Forest Lodge as follows: Name of Plat: Forest Lodge Pursuant to the provision of Chapter 505.175, Laws of Minnesota, 1957, David A. Anderson, the undersigned, a Registered Land Surveyor in and for the State of Minnesota, declares as follows: 1. That the plat of Forest Lodge dated July 24, 1919 and filed on July 25, 1919 in the office of the County Recorder, Otter Tail County Minnesota, in Book J of Plats, Page 20, was prepared by Martin Aalberg, Civil Engineer and surveyor, deceased. 2. That said plat contains the following omissions to wit: 3. The call along said shore of Jewett Lake was omitted from the legal description on said plat. A land tie to the nort'heast corner of Section 24, Township 134,. Range 43, was omitted from the legal description on said plat. That the legal description on said plat is hereby corrected as follows, to wit: Beginning at a point where the section line between Section 13 and 24 in Township 134 North of Range 43 West intersects the shore of Jewett Lake, being a point distant 2234.16 feet west of the northeast corner of said Section 24; thence South 36 degrees East along said shore of Jewett Lake, 200 feet; thence South 14 degrees East along said shore of Jewett Lake, 125.5 feet: thence South l 1/2 degrees West Along said shore of Jewett Lake, 278 feet: thence South 11 1/2 degrees West along said shore of Jewett Lake, 442 feet; thence South along said shore of Jewett Lake, 259 feet; thence South 86 degrees East 284 feet; thence North 4 degrees East 1275.5 feet to section line between said Sections 13 and 24; thence West on said line 384 feet to place of beginning and containing 7.60 acres. Seasonal Liquor License Fee Motion by Lee, seconded Partmann and unanimously carried to deny the request of Virgil Kilde for a reduction in the Seasonal Liquor License Fees. After further study the rational used to determine the fee structure seemed appropriate. Joint Participation Agreement -Law Enforcement Motion by Windels, seconded Partmann and unanimously carried to grant to the Sheriff approval to enter into joint participation agreements with other law enforcement agencies that are necessary and appropriate according to the judgment of the Otter Tail County Sheriff for effective law enforcement purposes and which have no foreseeable budgetary impact on Otter Tail county. Non-Union Salary Increases Motion by Lee, seconded Stone and unanimously carried to approve a 1-1/2% salary increase to all non-union Otter Tail County employees retroactive to January 1, 1992. Such action conforms with union pay increase percentages. The motion further stated an approval of 2-1/2% increase to all non-union Otter Tail County employees effective January 1, 1993. • • otter Tail County Board of Commissioners July 8, 1992 Page 4 Commodities -OTCDF Food Service The Board expressed no interest in continuing the commodities amendment to the food service contract between Best, Inc. and Otter Tail County with regard to the Detention Facility. Quadrant Incineration Fees Motion by Lee, seconded Stone and unanimously carried to approve the payment to Quadrant the increased incineration fees retroactive to September 1, 1991, for 18,215.24 tons. Adjournment At 3:45 p.m., Chairman Lindquist declared the meeting of the Otter Tail County Board of Commissioners adjourned until 9:30 a.m. on July 15, 1992.
