Call To Order
The Otter Tail County Board of Commissioners convened Tuesday, June 30, 1992, at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Malcolm Lee, Vice
Chairman; Harley Windels, Bill Stone and Virginia Partmann present and Board Chairman,
Andy Lindquist, absent due to illness.
Minutes Approved
Motion by Partmann, seconded Stone and unanimously carried to approve the June 24, 1992,
minutes as submitted.
Phelps Mill Dam Project
Highway Engineer, Rick West, discussed with the Board the specifics of an estimate for
the Phelps Mill Dam Project and a 50% DNR grant which is now available. This matter will
be turned over to the Budget Committee for further review.
Bid Opening -Cross Point Road Project
Highway Engineer, Rick West, received Board approval for Bid Opening of the Cross Point
Road Project, SAP 56-600-10, set for 1:00 p.m., August 5, 1992.
Ditch 37
Roland Sauck, Ag & Weed Inspector, along with Land owner, Rollie Lake, appeared before
the Board to discuss the need for a culvert on the north end of Ditch 37. Lengthy
discussion followed, including the availability of a culvert to be acquired from the
Highway Department. Vice Chairman, Malcolm Lee, directed Roland Sauck to devise a plan
and estimate of cost to transport and install this culvert and report back to the Board.
DCA -Payment Approved
Motion by Partmann, seconded Stone and unanimously carried to authorize payment in the
amount of $12,500 to DCA, Inc. to be paid out of the Insurance Reserve Account for the
administration of the Otter Tail County Flexible Benefits Program.
Forgiveness of Penalty
Don Searles, Treasurer's Office, presented a forgiveness of penalty request from
Glenn Freeland. Motion by Stone, seconded Partmann and unanimously carried to deny the
forgiveness of penalty for payable 1992 taxes for Glenn Freeland and set the penalty at
8% if paid by July 15, 1992, with penalty set at 9% if taxes paid during the remainder
of the month.

Motion by Stone, seconded Fortmann and unanimously carried to authorize the payment of
bills per Attachment A of these minutes.

Appointment -otter Tail County BRA Board
Motion by Windels, seconded Partmann and unanimously carried to appoint Mr. Ernest Bernu
to a five year term on the otter Tail County HRA Board effective August l, 1992, to
replace retiring board member, Melvin Paavola.
Payroll Deduction Policy
Motion by Partmann, seconded Stone and unanimously carried, to approve the following
payroll deduction policy:
New payroll deductions that are not sponsored by Otter Tail County will be added to the
payroll system if employee enrollment for these deductions exceeds or equals the lesser
of either ten percent of the County employment working 30 hours or more (presently 312),
or a minimum of 30 participants.

At 2:05 p.m., Vice Chairman, Malcolm Lee, declared the meeting adjourned for the purposes
of convening the Board of Equalization. The next Board meeting is scheduled for
1:00 p.m., Wednesday, July 8, 1992.
