Call To Order
The Otter Tail County Board of Commissioners convened Wednesday, June 3, 1992, at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist,
Chairman; Harley Windels, Bill stone, Malcolm Lee and Virginia Partmann present.
Minutes Approved
Motion by Lee, seconded Windels and unanimously carried to approve the May 27, 1992,
minutes as submitted.
Approval to Pay Bills
Motion by Partmann, seconded Stone and unanimously carried to authorize the payment of
bills per Attachment A of these minutes.
Soil Conservation Service, Perham, MN
0 Commissioner Windels reported to the Board regarding the lack of space available to the
Public Health Department and the Soil Conservation Service at the Perham location.

Motion by Partmann, seconded Windels and unanimously carried to direct Larry Krohn to
give notice, in writing, to the Soil Conservation Service to terminate our contract with
them at the Perham location due to a lack of space.
Closed to Public
At 9:35 a.m., the otter Tail County Board of Commissioners closed it's regular Board
meeting to the public for the purpose of discussing litigation with regard to the
David L. Olson matter pursuant to the Attorney-Client Privilege as authorized in
471.705 Subd 1 d. At 10:10 a.m., the Chairman opened the meeting to the public to
resume the Boards's regular meeting.
Pesticide Container Collection
Public Information Officer, Marie Tysdal, along with Ag Inspectors, Roland Sauck and
Ken Becker, reported on progress with regard to the Pesticide Container Collection
efforts. They have received positive responses from chemical dealers around the County
and further advertising will take place closer to the collection date.
Ditch 56
Motion by Stone, seconded Windels and unanimously carried to authorize Dale Velo to
donate to the Ditch 56 Fund for necessary tile line repair, as recommended by the
Weed & Ditch Inspector.

Board of Equalization Handout
The Chairman directed Bob Moe, County Assessor, to prepare an informational handout to
explain the Board of Equalization process to the public attending the meeting on
June 17, 1992, and to submit a draft copy at the next regular Board meeting.
Solid Waste Issues
Mike Hanan, Solid Waste Director, discussed with the Board the service fee system now in
use in Otter Tail County, pros and cons, and the possibility of separating the solid
waste fee from other assessments on the tax statement.
Gambling Application
Motion by Lindquist, seconded Partmann and unanimously carried to acknowledge an
application for Exemption from Lawful Gambling License for Ducks Unlimited raffles,
with no objection by the Board.
Henning Transfer Station Road
Henning Mayor, Henry Holmgren, along with residents living near the Henning Transfer
Station Road, discussed with the Board, their concerns of dust and traffic problems on a
two mile stretch of gravel road. Three-quarters of a mile of this road is within the
City of Henning and one and one-quarter of a mile belongs to Henning Township. Short
and long term solutions were discussed. The Chairman directed the Highway Engineer,
Rick West, to look at the road and assess costs of possible solutions and meet with the
Mayor of Henning and the Town Board.
Overlay Projects
Highway Engineer, Rick West, discussed with the Board the possibility of adding work to
the East and West Overlay Projects, however, because this work is outside the original
scope of the projects, it was decided not to pursue the additional work.
South Cascade Project
Motion Partmann, seconded Lee and unanimously carried to approve an Amendment to the
City/County Agreement in the reconstruction of Cascade Street from South Corporate
Limits to a point 200' north of Hilltop Drive to revise the allocations of costs for the
construction of the participating storm sewer system to meet MnDOT State Aid Funding
regulations.
Urbank Parade
Motion by Stone, seconded Windels and unanimously carried to grant permission to use
County Road 59 and 38 for a Parade in Urbank, MN, on June 28, 1992, subject to
conditions that Otter Tail County is not liable and that the City of Urbank is
responsible for traffic control.

Payment: Seasonal Supply of Culverts
Motion Windels, seconded Stone and unanimously carried to approve payment of $11,245.80
to Fargo Culvert Company, Fargo, ND, for the seasonal supply of culverts as previously
awarded and recommended by the Highway Engineer.
Payment: Highway Signing Materials
Motion by Lee, seconded Windels and unanimously carried to approve payment of $31,567.70
to M-R Sign Company, Inc., Fergus Falls, MN, for highway signing materials as previously
awarded and recommended by the Highway Engineer.
Fergus Falls Regional Treatment Center
Commissioner Partmann reported on an informational meeting regarding the Fergus Falls
Regional Treatment Center.
Payment: Squad Cars
Motion by Lee, seconded Portmann and unanimously carried to approve payment of $39,063
to Superior Ford Inc, Minneapolis, MN, for three new squad cars for the Sheriff's
Department as previously awarded.
Truth In Local Taxation (TILT}
Assessor, Bob Moe; Treasurer, Steve Andrews; and representatives of the Data Processing
Department appeared to discuss the Truth In Local Taxation requirements, costs and tax
law changes for tax payable in 1993. A handout was provided to the Board which included
Truth In Taxation laws, a sample notice of proposed property tax form and deadlines for
completion of specific goals in this process. It was noted that the Proposed Property
Tax statement would not reflect the actual amount of tax payable as it does not include
any special assessments.
Assessments: Pelican Rapids Property
The Board delayed a decision on payment of assessments on property purchased in
Pelican Rapids from Roger Schleske until further information can be obtained.
Shoreland Regulations
Commissioner Lee discussed the potential for small cities (less than 500 people) to turn
over the authority to implement the new shoreland regulations to Otter Tail County as
they lack staff required to implement these regulations. The Land & Resource Director,
Bill Kalar, will discuss this issue with the Board at their next regular Board meeting.
County Employment
Motion by Portmann, seconded Lindquist and unanimously carried to limit Otter Tail
County employees to one full time position with Otter Tail County. Employees may not
work full time in one position and also work in another position for Otter Tail County.

Adjournment
Closed to Public
At 3:03 p.m., Chairman Lindquist declared the meeting adjourned and closed to the public
for purposes of discussing pending litigation under the Attorney-Client Privilege as
authorized in 471.705 Subd 1 d. and for the discussion of labor negotiation strategies
with the County's collective bargaining units. The next Board meeting is scheduled for
1:00 p.m. on June 10, 1992.
