Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B otter Tail County Courthouse Wednesday, May 27, 1992 1:00 p.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, May 27, 1992, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Portmann present. Minutes Approved Motion by Lee, seconded Windels and unanimously carried to approve the May 20, 1992, minutes as submitted. Abatements Motion by Lee, seconded Fortmann and unanimously carried to approve the following applications for abatement: Amor Township: Dewayne Anderson Candor Township: Roy & Doris Lachowitzer Compton Township: Darrone J. Lakeside Market Robert & Deborah Weng Rt# 2 Box 270 Battle Lake, MN 56515 Off-Sale Non-Intoxicating Malt Liquor License Off-Sale Non-Intoxicating Malt Liquor License Stang Lake Restoration Project Motion by Partmann, seconded Lee and unanimously carried to accept the recommendation of the Highway Engineer and retain the services of Interstate Engineering, Fergus Falls, to serve as engineering consultant for Otter Tail County regarding the petition for impoundment of Stang Lake on Otter Tail County Ditch No. 37, in anticipation of a cost not to exceed $2,800. Bid Opening Scheduled: Yearly Traffic Marking Motion by Stone, seconded Windels and unanimously carried to set the bid opening date for Yearly Traffic Marking on June 24, 1992, at 1:00 p.m. Magic Fund -AMC Treasurer, Steve Andrews, provided information to the Board about the "Magic Fund" through the Association of Minnesota Counties (AMC). Employee Benefit Plan Motion by Partmann, seconded Windels to implement a new Otter Tail County Flexible Benefit Plan for Otter Tail County employees to replace the current health and life insurance program and the $130 employer contribution formerly made in lieu of dependent coverage, subject to the following eligibility requirements: Regular employees working full-time, 40 hours per week, are eligible for the Flexible Benefits Plan. Employees working 30-39 hours per week, on a regular basis, are eligible for these benefits on a pro-rated schedule. Employees working 29 or less hours per week are not eligible for the Flexible Benefits Plan. Temporary employees are excluded from benefit coverages. Eligibility of employees who are members of a collective bargaining unit is determined by the provisions of their current Labor Agreement. The Flexible Benefit Plan will become effective July 1, 1992, and will include Otter Tail County contribution of $340 to each regular full time employee for use in selecting benefits offered in the plan. This plan is to be administered by DCA, Inc. 0 0 Otter Tail County May 27, 1992 Board of Commissioners Page 6 Closed to Public At 2:00 p.m., the Otter Tail County Board of Commissioners closed it's regular Board meeting to the public for the purpose of discussing labor negotiation strategies and resumed it's regular meeting at 2:16 p.m. Employee Benefit Plan, Continued The above motion regarding the Otter Tail County Employee Benefit Plan was unanimously carried. Motion by Windels, seconded Partmann, and unanimously carried to provide those regular employees working less than thirty hours per week, who are currently receiving a prorated portion of the $130 paid in lieu of dependent health insurance benefits, continued payment of a prorated portion for a maximum period of two years after July 1, 1992, unless they change employment status or terminate employment at an earlier date. Teamsters Local No. 320 -Law Enforcement Contract Motion by Lee, seconded Partmann and unanimously carried to authorize the Board Chairman to sign on behalf of Otter Tail County, the Labor Agreement of January 1, 1992 to December 31, 1993, with Minnesota Teamsters Public and Law Enforcement Employees Union, Local No. 320. Motion by Lee, seconded Partmann and unanimously carried to issue separate checks to cover the backpay resulting from the settlement of the contract. Phelps Mill Park Manager Position Chairman Andy Lindquist appointed Commissioner Lee to serve lead responsibilities for the hiring of the Phelps Mill Park Manager. Adjournment Closed to Public At 3:22 p.m., Chairman Lindquist declared the meeting adjourned and closed to the public for purposes of discussing labor negotiation strategies with the county's collective bargaining units and to discuss possible litigation with regard to the detention facility floor and another matter regarding David L.
