HomeMy WebLinkAboutBoard of Commissioners - Minutes - 05/06/19920 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-8 Otter Tail County Courthouse Wednesday, May 6, 1992 9:30 a.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, May 6, 1992, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present. Minutes Approved Motion by Stone, seconded Partmann and unanimously carried to approve the April 22, 1992, minutes as submitted. Wildlife Print The Board made a selection from one of three prints donated by Commissioner Lindquist. Print will be framed and hung in the Board room. Phelps Mill Dam Project Highway Engineer, Rick West, reported on the status of the Phelps Mill Dam Project and indicated grant monies would be provided on a 50/50 basis pending the governor's signature. Further updates will be provided. Parade Approval Motion by Windels, seconded Stone and carried to approve a parade request for June 27, 1992, Turtle Fest, held in Perham, MN. WesMin Resource, Conservation & Development Greg LarSon of WesMin Resource, Conservation and Development provided information about their programs. Boiler & Machinery Policy Motion by Lee, seconded Partmann and carried to authorize the Chairman to sign the notice concerning policyholder rights in an insolvency under the Minnesota Insurance Guaranty Association Law with regard to the Boiler & Machinery Policy No. MB16901, Affiliated FM Insurance Company. Forgiveness of Penalty Motion by Lee, seconded Partmann and carried to forgive the penalty and interest on parcel 55-000-14-0108-002 (Maxine Ballard) due to clerical error. However, this forgiveness did not include the $10 publishing fee. Recycling Center Redemption Account Motion by Partmann, seconded Stone and unanimously carried to approve a $1,000 increase to the Fergus Falls Recycling Center Redemption Account. Solid waste should also be moved to #96-002. Abate to correct the valuation of this parcel, the buildings should have been split to this parcel from #95-001. Solid waste user fee to be added. Abate to correct the valuation of a split. Split to #62. Parcel #62 also needs to be corrected. Abate to correct the valuation and acres on this parcel, as it is a split from #60. Sewage Disposal System Cleaners License Motion by Lee, seconded Windels and unanimously carried to approve the application of Kohler-Strom's Resort for a sewage disposal system cleaners license. Forest Tent Caterpillar Control Motion by Stone, seconded Windels and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County, Minnesota, that WHEREAS, the Otter Tail County Board of Commissioners has received a request for permission to fly over the County of Otter Tail for the purpose of dispensing Dipel Lor Bacillus Thuringiensis to control forest tent caterpillars; and WHEREAS, the Minnesota Extension Service has reported to the Otter Tail County Board that Bacillus Thuringiensis is a biodegradable insecticide which is not toxic to life other than caterpillars and is the best choice for forest tent caterpillar control at a young stage; and WHEREAS, several lake associations and other groups have expressed interest in spraying residential areas in Otter Tail County for caterpillar control; and WHEREAS, the otter Tail County Board is not aware of any reason to object to the proper spraying of Bacillus Thuringiensis as required to control forest tent caterpillars. NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners does not object to air flight over Otter Tail County by helicopter or plane for the purpose of proper aerial application of Bacillus Thuringiensis for forest tent caterpillar control. Recorder's Salary Set Motion by Lee, seconded Partmann and unanimously carried to set the salary for the newly appointed County Recorder at Range 19, Step 4, effective July 1, 1992. Positions Authorized Motion by Partmann, seconded Lee and unanimously carried to authorize the replacement advertising for two Clerk Typist II positions in the Court Administrator's Office. Both positions to be advertised publicly. Motion by Lee, seconded Windels and unanimously carried to authorize the replacement advertising for a part-time redemption center truck driver. Position to be advertised publicly. Motion by Lee, seconded Partmann and unanimously carried to approve the replacement advertising of the Phelps Mill Park Manager, it's Range 10 classification and the proposed hiring application questionnaire. Position to be advertised publicly. Vehicle Purchase At the request of the Solid Waste Director, quotations were received from three area auto dealers for a 1992 full-size pickup with delivery by June 1, 1992. Dealers offering quotations were Worner Auto Center, Nelson Ford and Minnesota Motors, Inc., all of Fergus Falls, MN. Motion by Lee, seconded Windels and unanimously carried to authorize the purchase of a 1992 Ford Fl50 4x4 Pickup, Manual Transmission, in the amount of $12,874.00 from the lowest quotation, Nelson Ford of Fergus Falls, MN. Parade Approval Motion by Lee, seconded Stone and carried to approve a parade scheduled for July 5, 1992, at the southwest end of Ottertail Lake from the Nursing Home to the bridge as requested by Pat Garza. Classification/Reclassification Committee The Board discussed the Reclassification Committee and possible replacement of a member. Motion by Stone, seconded Windels and carried to offer a resolution, prepared by the County Attorney, requiring that one member of the Reclassification Committee be a current selection of the Employees' Committee. Board Approval of Positions Motion by Partmann, seconded Lee and carried to require Board approval of only newly created positions. Vacancies in existing positions are to be filled by action of the Department Head working in conjunction with the Personnel Director/Coordinator. The Board directed that this policy be incorporated into the new Personnel Policy Rules.
