Call To Order
The Otter Tail County Board of Commissioners convened Wednesday, April 15, 1992, at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist,
Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present.
Minutes Approved
Motion by Lee, seconded Windels and carried to approve the April 8, 1992, minutes as
submitted.
West Central Minnesota Initiative Fund -Update
Laurel Sorlie, Pat Conroy and Wes Binner, representing the West Central Minnesota
Initiative Fund (WCMIF), provided an overview to the Board on the West Central Minnesota
Initiative Fund's campaign goals and objectives for the upcoming years.
Solid Waste Issues
Solid Waste Director Mike Hanan appeared before the Board for the ongoing discussion of
solid waste issues. A report was given about the Joint Powers Board meeting held
recently. It was decided that time would be allocated on full day Board agendas for
"Solid Waste Issues".
Bid Opening: '92 Yearly Bids for Signs, Culverts, Herbicides,
Bituminous Materials, Hot Bituminous Patches and Mowing
The Highway Engineer, having previously advertised for bids, opened the following bids
for the following materials. Recommendations for bid awards will be provided at the
April 22, 1992, Board meeting.

'92 -'96 Highway Improvement Plan
Motion by Windels, seconded Partmann and carried to adopt the '92 -'96 Highway
Improvement Plan as presented by the Highway Engineer.
Labor & Industry -Wage Rates
Motion by Stone, seconded Windels and unanimously carried to authorize the Chairman to
sign on behalf of the County a letter to the Minnesota Department of Labor and Industry
regarding comments concerning changes in the determination of prevailing wage rates.
Aerial Photographs -Highway Projects
Motion by Stone, seconded Partmann and unanimously carried to authorize the County
Highway Department to retain Mark Hurd to provide aerial photography and preliminary
survey services on CSAH No. 14 project (1993) and CSAH No. 75 project (1994).
Position Authorized
Motion by Partmann, seconded Lee and unanimously carried to authorize the hiring of a
Vital statistics Clerk, Range 10, following the hiring procedures for advertising
publicly through the Coordinator's Office.
U.S. Fish & Wildlife Waterfowl Easements
Motion by Lee, seconded Fortmann, and unanimously carried to approve the following
waterfowl easements, dated May 23, 1992:

Reports: Seminars
Commissioner Virginia Partmann gave a report on a seminar entitled "Transforming Public
Service Delivery During Times of Scarce Resources for Local Elected Officials".
Coordinator Larry Krohn reported on a recent personnel managers seminar which focused on
the American Disabilities Act.
Court Administrator Position
Motion by Lee, seconded Fortmann and carried to amend the motion of April 8, 1992,
regarding publicly advertising for a Clerk Typist III position in the Court
Administrator's Office, to reflect an internal posting of the position.
Conditional Use Permit
Motion by Lee, seconded Windels and unanimously carried to refer the Conditional Use
Application of Geralds. Benson, Heilberger Lake, back to the Planning Commission.
Redistricting Plan
Pursuant to M.S. 375.025 and notice thereof, a hearing was conducted for the purpose of
redistricting Otter Tail County to comply with requirements after the filing of the 1990
Federal Census. After discussion and consideration, motion was made by Windels,
seconded Lee and unanimously carried to adopt the following resolution:
RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that
WHEREAS, the Commissioner Districts of Otter Tail County as presently constituted, do
not comply with the standards set forth in M.S. 375.025, and
WHEREAS, the County Board having given published notice of their intent to redistrict
the County as provided by M.S. 375.025, and
WHEREAS, the public was given an opportunity to present their opinions,
NOW, THEREFORE, BE IT RESOLVED, that the following shall constitute the five
Commissioner Districts in Otter Tail County:

On-Sale Intoxicating Liquor License Application
Motion by Stone, seconded Partmann and unanimously carried to approve the application of
Virgil Kilde for an On-Sale Intoxicating Liquor License for he Amor Villa, subject to
proper insurance papers being submitted.
Special Assessments
Motion by Windels, seconded Lee and unanimously carried to deny the request of Daniel
Riley regarding a special assessment in the amount of $196.68.
Lease of Building
Motion by stone, seconded Partmann and unanimously carried to enter into a lease
agreement with Tim McKane a portion of a building located on parcel 75-000-99-0291-000
described as Lots 1, 2, 3, and 4, Block 34 and vacated alley adjacent to Lakeview
Addition to the City of Parkers Prairie at the rate of $100 per month.
Motion by Stone, seconded Windels and unanimously carried to hold the motion regarding a
lease agreement between Tim McKane, as outlined above, in abeyance and delay said motion
until the next Board meeting.
Abatement Request Denied
Motion by Lee, seconded Windels and unanimously carried to deny the request of East
Otter Tail Telephone Company for an abatement on two small parcels of property pursuant
to M.S. 272.121 which requires the payment of current taxes on all transactions that are
being recorded that split in a current parcel of record.

Motion by Windels, seconded Partmann and unanimously carried to pay the following bills
per Attachment A of these minutes.
