Call To Order
The Otter Tail County Board of Commissioners convened Wednesday, April 8, 1992, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist,
Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present.
Minutes Approved
Motion by Windels, seconded Partmann and carried to approve the April 1, 1992, minutes
as submitted with one date correction previously corrected within the official copy.
otter Tail Valley Railroad Bridge
M~tion by Stone, seconded Windels and unanimously carried to assume jurisdiction of the
Otter Tail Valley Railroad Bridge, Dalton, with the understanding that the structure
would be removed only after rail removal, as recommended by the Highway Engineer.
Request To Advertise: West Bituminous Overlay Project
Motion by Lee, seconded Partmann and unanimously carried to authorize the Highway
Engineer to advertise for bids on the West Bituminous Overlay Project, SAP 56-615-12 &
Etc., and to schedule bid opening for May 13, 1992, at 1:00 p.m.
Projects SAP 56-601-36 & Etc. & SAP 56-648-05 & Etc.
Motion by Lee, seconded Stone and unanimously carried to authorize the Chairman to sign
both contracts, SAP 56-601-36 & Etc. for '92 Seal Coat and SAP 56-648-05 & Etc., East
Bituminous Overlay Project.
St. Lawrence Road Resolution
Motion by Windels, seconded Lee and unanimously carried to adopt the following
resolution:
WHEREAS, County State-Aid Highway No. 14 between Trunk Highway No. 78 and County
state-Aid Highway No. 67 has been known locally as the "St. Lawrence Road" for many
years; and
WHEREAS, Mr. Leo Doll, Perham, MN, has requested the Otter Tail County Board of
commissioners to erect signs indicating that the segment of County State-Aid Highway
No. 14 is called the "St. Lawrence Road"; and
WHEREAS, Otter Tail County has erected "St. Lawrence Road" signs at the intersection of
County State-Aid Highway No. 14 and No. 67;
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners is
requesting that the Minnesota Department of Transportation erect signs on Trunk Highway
No. 78 to indicate the above described segment of County State-Aid Highway No. 14 as the
"St. Lawrence Road"; and

BE IT FURTHER RESOLVED, that Otter Tail County will assume the initial costs of signs
and installation and that the Minnesota Department of Transportation will maintain these
signs with no cost to Otter Tail County.

seconded Windels and unanimously carried to approve a $63 payment
one set of MnDOT sign manuals as recommended by the Highway
Request For Forgiveness of Taxes And Interest
Wayne Stein, Auditor, Diane Thorson, Public Health Director and prospective buyers of
the Max R. Hatcher Property in the City of Pelican Rapids appeared to discuss a request
for forgiveness of a portion of taxes and interest accrued on this property, parcel
No. 76-000-22-0025-000. Lengthy discussion followed regarding the estate and the
probate process. Otter Tail County will make claim against the existing estate to allow
the county to recover their total costs assessed to this property.
Phelps Mill Dam
Motion by Lee, seconded by Partmann
Mr. Arnold Lofthus, Underwood, MN, for 11

County Board of Commissioners and the Soil Conservation Service for the period of
January 1, 1992 through March 31, 1992.

Request For Reimbursement Of Local Phone Service
Auditor, Wayne Stein, discussed a request by Mr. Ken Becker, Otter Tail County Weed
Inspector, for reimbursement of one-half of Mr. Becker's local phone service charges
as Mr. Becker does not have access to an Otter Tail County phone or office space in
which to conduct business.
Motion by Partmann, seconded Lee and carried, with Windels opposed, to deny the request
for Mr. Becker's local phone service reimbursement based on the number of people
involved in a similar situation as Mr. Becker and the lack of a specific policy with the
understanding that Mr. Becker may discuss possible options with the Board.
Forgiveness Of Penalty And Interest
Auditor, Wayne Stein, brought a request to the Board from Mr. Jon Gunderson, New York
Mills, for the removal of penalty, interest and cost that have accrued on his
1991 property taxes in the amount of $107.34.
Motion by Windels, seconded Lee and unanimously carried to abate the 1991 penalty,
interest and cost of $107.34 for Mr. Jon Gunderson, due to a mix-up in communication
with the Assessor's Office.
Tax Forfeited Property -New York Mills
Motion by Partmann, seconded Windels and unanimously carried to continue to rent a Tax
Forfeited Property, Lot 1, Block 6, Hidden Trails, New York Mills, to the present
tenants at the rate of $225 per month until such time as the County offers the property
for sale with an appropriate notice of sale sent to the tenants.

Reclassification
Motion by Lee, seconded Fortmann and unanimously carried to classify a Vital Statistics
Clerk position in the Recorder's Office a Range 10, per the recommendation of the
Reclassification Committee.
Update, Solid Waste Issues
Solid Waste Director, Mike Hanan, discussed with the Board several solid waste issues,
specifically issues concerning the Joint Powers Board.
Battle Lake Joint Airport Zoning Board
Motion by Lindquist, seconded Windels and carried to appoint Dale Thompson to represent
Otter Tail County on the Battle Lake Joint Airport Zoning Board.
Adjournment
Closed to Public
At 3:35 p.m., Chairman Lindquist declared the meeting adjourned and closed to the public
for purposes of discussing potential litigation under the Attorney-Client Privilege as
authorized in 471.705 Subd 1 d. and for the discussion of labor negotiation strategies
with the county's collective bargaining units. Next Board meeting is scheduled for
9:30 a.m. on April 15, 1992.
