HomeMy WebLinkAboutBoard of Commissioners - Minutes - 04/01/1992I - 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, April 1, 1992 9:30 a.m. Call To Order The otter Tail County Board of Commissioners convened Wednesday, April 1, 1992, at 9:30 a.m. at the otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present. Minutes Approved Motion by Windels, seconded Lee, and carried to approve the March 25, 1992, minutes as submitted. County Recorder -Retirement Chairman Lindquist acknowledged with regret a letter of resignation/retirement from Evelace Hanson, County Recorder, effective July 1, 1~92. County Recorder -Appointment Motion by Partmann, seconded Lee, and unanimously carried to accept the recommendation of Recorder Evelace Hanson and appoint Wendy Metcalf to the position of County Recorder effective upon Hanson's retirement, July 1, 1992, and for the duration of Hanson's elected term. Position Authorized Motion by Partmann, seconded Lee, and carried to authorize the Recorder to proceed through internal hiring for the Chief Deputy position, created by Metcalf's appointment. Battle Lake Joint Airport Zoning Board Motion by Lindquist, seconded Partmann, and unanimously carried to appoint Drs. Richard Ness and John Myhre to represent Otter Tail County on the Battle lake Joint Airport Zoning Board. Canvassing Board Appointments Chairman Lindquist appointed Commissioners Lee and Stone to serve on the Canvassing Board for the Presidential Primary Election. The Canvassing Board will meet on April 9, 1992, at 1:30 p.m. in the Auditor's Office. Quadrant Negotiations The Solid Waste Director, Mike Hanan, together with Solid Waste Advisory Board member, Lyle Rosenow, provided an update on recent Quadrant negotiations. u 0 0 . Otter Tail County Board of Commissioners April 1, 1992 Page 2 Solid Waste Issues Specific Solid Waste issues were discussed which included landfill options. The date of December 2, 1992, which is the first Board meeting in December, was set for a decision on the construction of a monocell. MPCA Request Motion by Lee, seconded Windels, and unanimously carried not to accept the 300-350 yards of ash from Glyndon as requested by the MPCA. Approval to Pay Bills Motion by Lee, seconded Partmann, and unanimously carried to approve the payment of bills per Attachment A of these minutes. Stang Lake Engineering Proposals The Highway Engineer acknowledged receipt of three engineering proposals regarding the Stang Lake Project. A need for more detailed information concerning the project's design is needed from the U.S. Fish & Wildlife Service before proceeding. 1992-96 Highway Improvement Program Highway Engineer, Rick West, provided information to the Board about the 1992-96 Highway Improvement Plan. The Highway Engineer indicated he would be publishing this plan in the local papers prior to requesting final Board approval. Bid Opening Delayed Motion by Lee, seconded Windels, and unanimously carried to delay the bid opening of the North Bituminous Overlay Project SAP 56-635-25 & Etc. for County Roads 60, 49 and part of 35 from April 8, 1992, at 1:00 p.m. to April 22, 1992, at 1:30 p.m. due to publishing error by the newspaper. Resource Conservation & Development -Update Norm Fjestad and John Blashek, representing the Resource Conservation & Development of both East and West Otter Tail, provided an update on activities to the Board. Position Authorized Motion by Lee, seconded Partmann, and unanimously carried to authorize the hiring of a part-time, approximately 20 hours/week, Sentence-To-Service Crew Leader. Project 55 Participation Motion by Partmann, seconded Stone, and carried, with Lee opposed, to adopt the following resolution supporting Project 55: WHEREAS, the Minnesota Department of Public Safety has continued to promote efforts to ensure compliance with the 55 m.p.h. speed limit through funding of County Sheriffs concentrated speed enforcement efforts; and, WHEREAS, the Minnesota Department of Public Safety has established Project 55 for 1992 to achieve the above stated purpose, promoting law enforcement and traffic'·,safety; and, /',)_ .. /' ~;'ter Tail County Board of Commissioners April 1, 1992 Q 0 Page 3 WHEREAS, the County is eligible to receive up to $6,500 in reimbursement for participation in Project 55 to be conducted beginning on May 8, 1992, and extending through September 7, 1992, to offset any increased overtime patrol costs: NOW, THEREFORE, BE IT RESOLVED that Otter Tail County enter into agreement with the State of Minnesota, Department of Public Safety for the following purposes, to with: to reimburse the County for money spent for approved activities in connection with Project 55 for additional traffic law enforcement on County State Aid Highways within said County to increase compliance with the 55 m.p.h. speed limit. BE IT FURTHER RESOLVED that the Chairperson of the County Board hereby is authorized to execute such agreement and any amendment thereto. BE IT FINALLY RESOLVED that a copy of this resolution be forwarded to Gary Nelson, County Sheriff. Adopted April 1, 1992, in Fergus Falls, MN. Dated: ,°'{uJ R, Jo/7J., OTTER TAIL COUNTY D OF COMMISSIONERS By Government Policy Committee Report Commissioner Lee reported on recent Government Policy Committee activities and focused discussion on specific areas affecting Otter Tail County. He asked Board members to think about areas where change is needed and report these needs individually to him. 1992 Blue Cross/Blue Shield Financial Agreements Motion by Partmann, seconded Lee, and unanimously carried to authorize Coordinator Larry Krohn to sign the 1992 Blue Cross/Blue Shield Financial Agreements on behalf of Otter Tail County. SWCD Lease -Perham Building Motion by Windels, seconded stone, and carried to extend the East Otter Tail Soil & water Conservation District's office space lease until September 30, 1992. Adjournment Closed to Public At 2:55 p.m., Chairman Lindquist declared the meeting adjourned and closed to the public for purposes of discussing potential litigation under the Attorney-Client Privilege as authorized in 471.705 Subd 1 d. and for the discussion of labor negotiation strategies with the county's collective bargaining units.
