Call To Order
The Otter Tail County Board of Commissioners convened Wednesday, March 18, 1992, at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist,
Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present.
Minutes Approved
Motion by Lee, seconded Partmann, and carried to approve the March 11, 1992, minutes as
submitted.
Social Services Department Update
Social Services Director, Tom Fawcett, provided a report of the Social Services
Department expenditures for the past year and identified rising costs.
Veterans' Service Department Update
Veterans' Service Officer, Chet Toso, updated the Board on the past year's achievements
as well as trends for the future with regard to the Veterans' Service Office.
Public Health Department Update
·public Health Director, Diane Thorson, gave an overview on the past yearrs performance
statistics of the Public Health Department.
Court Services Update
Court Services Director, Chuck Kitzman, discussed the Court Services Department's case
work statistics and identified concerns for same in the future.
Off-Sale Non-Intoxicating Malt Liquor License
Motion by Stone, seconded Lee, and unanimously carried to approve the application of
Koep's Clitherall Corner for an Off-Sale Non-Intoxicating Malt Liquor License.
Set-Up License Application
Motion-by Stone, seconded Lee and unanimously carried to approve the application of
Balmoral Golf course, Inc. for a Set-Up License.
Expenses Defrayed
Motion by Lee, seconded Partmann, and carried with Stone abstaining, ta authorize the
advance of $1,000 to Richard Tamke to help defray expenses while attending the FBI
National Academy in Quantico, VA.

Tax Increment Financing -City of Perham
The Board indicated no objection to proposed Tax Increment Financing in the City of
Perham, MN.
Approval to Pay Bills
Motion by Windels, seconded Lee, and unanimously carried to authorize the payment of
bills per Attachment A of these minutes.
Bid Opening: Project SAP 56-648-05 & Etc. Bituminous Overlay
The Highway Engineer, having previously advertised for bids to be received, opened the
following bids:

Motion by Lee, seconded Partmann, and unanimously carried to approve the proposed road
standards as presented by the Highway Engineer, acknowledging that the process would be
initiated by the townships.
Elizabeth Township Bridge Replacement Project Contract
Motion by Lee, seconded Windels, and unanimously carried to authorize the Chairman to
sign the Elizabeth Township Bridge Replacement Project Contract with Landwehr Heavy
Moving, Inc. on behalf of Otter Tail County as awarded on March 4, 1992.
Final Payment Authorized
Motion by Stone, seconded Partmann, and unanimously carried to authorize final payment
in the amount of $2,093.60 payable to Swanston Equipment Corp. for two dump boxes and
hydraulic systems as awarded on August 21, 1992.
Steering Committee -OTV Railroad Acquisition/MnDOT
Motion by Lee, seconded Stone, and unanimously carried to name Highway Engineer, Rick
West, as Otter Tail County's representative to the Minnesota Department of
Transportation (MnDOT) Railroad Corridor Acquisition Steering Committee. The
responsibility of this committee includes proposal development for the acquisition of
the Otter Tail Valley Railroad corridor which runs from four miles east of Avon to
Fergus Falls.

Position Authorized
Motion by Partmann, seconded Lee, and unanimously carried to authorize the Court
Administrator to post internally for the filling of an Administrative Assistant II
position, created by a retirement. Process to follow normal procedures through
Coordinator's Office.
Building Maintenance Expense Approved
Motion by Partmann, seconded Lee, and unanimously carried to authorize the expense of
approximately $150 from the Building Maintenance Budget for the cost associated with the
wiring/cabling expense of computer equipment as requested by the Court Administrator.
Building Maintenance Department Update
Building Maintenance Supervisor, Rick Sytsma, provided information about the various
activities of the Building Maintenance Department. Needs for long-range planning
were identified and various projects will be addressed by the Long-Range Planning
Committee.
Law Library Rent
Motion by Lee, seconded Partmann, and unanimously carried to request $1,000 per month
office space rent from the Law Library with the monies to be allocated to the Building
Maintenance Fund. Matter was referred to the County Attorney to investigate the
statutes.
HACA/Human Service Block Grant Support
Motion by Windels, seconded Lee, and unanimously carried to offer a press release in
support of the Administration's budget proposal to retain the Homestead/Agriculture
Credit Aid (HACA) and ensure the distribution of sales tax revenues to fund county
community programs in corrections, social services and health.

Closed to Public
At 2:30 p.m., Chairman Lindquist declared the meeting adjourned and closed to the public
for purposes of discussing labor negotiation strategies with the county's collective
bargaining units. Next Board meeting is scheduled for 1:00 p.m. on March 25, 1992.
