Wednesday, February 26, 1992

Call To Order
The Otter Tail County Board of Commissioners convened Wednesday, February 26, 1992, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist,
Chairman; Harley Windels,_ Bill Stone and Virginia Partmann present and with Commissioner
Malcolm Lee absent for purposes of attending a General Government Policy Committee at
the Association of Minnesota Counties Legislative Conferences in St. Paul.
Minutes Approved
Motion by Stone, seconded Partmann, and carried to approve the February 19, 1992,
minutes as submitted.
Solid Waste Department Update
Solid Waste Director Mike Hanan reported on Solid Waste operations as related to future
planning in general.
SAP 56-682-02 & SAP 56-682-03
Motion by Partmann, seconded Windels, and unanimously carried to award the bid of
Projects SAP 56-682-02 & SAP 56-682-03 to Mark Sand & Gravel Company, Fergus Falls, MN,
in the amount of $1,547,858.50 which represented the lowest bid.
SAP 56-601-36 & Etc.
Motion by Windels, seconded stone, and unanimously carried to award the bid of Project
SAP 56-601-36 & Etc. for '92 Seal Coat to ASTECH, St. Cloud, MN, in the amount of
$349,991.71 which represented the lowest bid.
Prepayment Approved
Motion by Windels, seconded Stone, and unanimously carried to approve the payment of
$88.00 to the State of Minnesota, Department of Public Safety, for '92 vehicle
certification decals for the Highway Department.
Highway Department Update
Highway Engineer Rick West provided information to the Board relative to the past year's
performance, strategies and work plan.
Land & Resource Organizational Chart
Director of Land & Resource, Bill Kalar, presented for the Board's consideration a
proposed organizational chart for the Land & Resource Department.
Part-Time Peace Officers
Representatives from the Cities of Underwood and Elizabeth, along with part-time Peace
Officer Tony Reineke, were present to discuss requirements for P.O.S.T. (Peace Officers
Standards & Training) Board certification for part-time peace officers. Issues of
liability, costs of training, etc. were discussed. A decision on the matter was tabled
until a further study could be completed.

Request for Sponsorship Resolution
Motion by Lindquist, seconded Stone, and carried, with Portmann opposed, to offer the
following resolution for sponsoring of White Oak Metals Inc. of Dalton:
WHEREAS, pursuant to the provisions and requirements of the 1987 Rural and Economic
Development Act the local governing unit is required to issue a Sponsoring Resolution on
behalf of businesses requesting financing through the West Central Minnesota Initiative
Fund's partnership with the State of Minnesota's Challenge Grant Program, and;
WHEREAS, this body has received a request to issue a resolution on behalf of White Oak
Metals, Inc., Dalton, MN, and;
WHEREAS, it is consistent with the purpose of this local governing unit to encourage
employment, enhance the tax base, and create more opportunity for its residents.
RESOLVED, that this local governing unit supports the project submitted by White Oak
Metals, Inc. ·to·the West Central Minnesota Initiative Fund's partnership with the State
of Minnesota's Challenge Grant Program.
Adopted at Fergus Falls, MN, this 26th day of February, 1992.

Special Projects & Relief Worker Position
Motion by Partmann, seconded Windels, and carried to approve the restructuring of the
Building Maintenance Department to include two Range 10 Special Projects & Relief Worker
positions and to eliminate two Range 9 Housekeeping positions. The Building Maintenance
Supervisor was instructed to advertise the Special Projects & Relief Worker positions
internally.
Public Bearing: Scambler Township Demolition Site (Dale Pierce) Application
The public hearing of the Scambler Township Demolition Site (Dale Pierce) application
was held. Decision on the application was tabled until Commissioner Lee could be
present. (On March 11, 1992, agenda at 2:00 p.m.)
Proposed Library District Legislation
A delegation representing the proposed Library District Legislation discussed with the
Board various considerations.
County Board Agenda
Motion by Windels, seconded Partmann, and carried to establish that the County Board
meeting agenda close for agenda topics not later than Friday preceding the Wednesday's
Board meeting. In unusual circumstances, a time slot of ten minutes will be set aside
on each agenda.

Adjournment
At 4:25 p.m., Chairman Lindquist declared the meeting adjourned and closed to the public
for purposes of discussing current negotiations with Quadrant and the City of Perham
regarding incineration and labor negotiation strategies with the four collective
_bargaining units pursuant to the Attorney-Client Privilege as authorized in 471.705
Subd 1 d. The next Board meeting is scheduled for 9:30 a.m. on March 4, 1992.
