HomeMy WebLinkAboutBoard of Commissioners - Minutes - 02/19/1992Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commi~sioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, February 19, 1992 9:30 a.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, February 19, 1992, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windele, Malcolm Lee and Virginia Partmann present and with Commissioner Bill Stone absent for purposes of attending a Public Health Advisory Committee meeting in Minneapolis. Minutes Approved MOtion by Partmann, seconded Windels, and carried to approve the February 12, 1992, minutes as submitted. Assessor Position Motion by Lee, seconded Windels, and carried to accept the recommendation of the Assessor's Search Committee and offer the Assessor's position to Robert E. Moe. Treasurer's Office Update Treasurer Steve Andrews provided an updated report of his office operations including reflection and planning on investments and public service improvement plane. Auditor's Office Update Auditor Wayne Stein outlined each of the offices of Fish & Game, Driver's License, Motor Vehicle, Voter Registration and the Auditor's office. He cited performance standards as well ae a shared interest in streamlining some of the office procedures in hie office. Judge' s Chair Motion by Windels, seconded Lee, and carried, with Partmann opposed, to approve the transfer of funds within the Court Administrator' e budget for the purchase of a new judge's chair at a cost of $1,043. Recorder's Update Recorder Evie Hanson reported her office's operations, vital statistics, and streamlining of procedures. Resignations Chairman Lindquist acknowledged the resignation letter of Jeff Morton effective May 1, 1992, .A committee of Commissioner Lee, Coordinator Krohn and Chairman Lindquist will V study and make a recommendation regarding the Phelps Mill Park caretaker position. M'otion by Partmann, seconded Windels, and carried to accept the resignation of Ted Delzer from the otter Tail County Economic Development Committee effective immediately. 0 0 Otter Tail County Board of Commissioners February 19, 1992 Page 2 Long-Range Planning Committee Motion by Windels, seconded Lee, and carried to appoint Joseph Hemmelgarn of Perham to the Long-Range Planning Committee. Bid Opening: SAP 56-601-36 & Etc. Highway Engineer Rick West, having previously advertised for bids to be received for Projects SAP 56-601-36 & Etc. -'92 Sand Sealing, opened the following bids: ASTECH St. Cloud, MN Bituminous Paving, Inc. Ortonville, MN Caldwell Asphalt Co. Hawick, MN McLauchlin & Schulz, Inc. Marshall, MN $349,991.71 $381,595.17 $427,291.65 $381,201.42 Projects SAP 56-682-02 & 56-682-03 The Highway Engineer and Land & Resource Director updated the Board on the wetlands conservation matter as it relates to Projects SAP 56-682-02 & 56-682-03 and the delay in awarding the bid(s) for this project. Wetlands Conservation Act Motion by Partmann, seconded Windels, and unanimously carried to indicate the intention of the County to serve as the interim Local Government Unit (LGU) on the wetland restoration act prior to being mandated as the LGU after the interim period. Payment of Claim Motion by Partmann, seconded Lee, and unanimously carried to share the cost of medical expenses regarding a slip and fall accident in the City of Perham on a county road provided claimant signs a disclaimer of liability for both parties. Total estimated cost of medical expenses are about $391.00. Approval to Pay Bills Motion by Windels, seconded Partmann, and unanimously carried to authorize the payment of bills per Attachment A of these minutes. Vehicle Purchase Request Motion by Lee, seconded Portmann, and unanimously carried to authorize the purchase of four police specially equipped vehicles per the State's Cooperative Purchase Venture*, with selection to be made of the Ford Crown Victoria or Taurus, depending on the needs of the department at individual unit costs: Ford Crown Victoria -$12,815 Taurus -$11,816 w 0 u ,!-., o'tt0r Tail County Board of Commissioners February 19, 1992 Page 3 *Stateā€¢s bid was for Ford vehicles, Captain Peloquin checked with County Ford dealers to compare prices. Area Ford dealers responded that they could not match the low bid of the state. outboard Motor MOtion by Partmann, seconded Windels, and carried to authorize Captain Peloquin to seek proposals to replace one 60 hp outboard motor for the Boat & Water Patrol. Tower Space Lease Agreement Motion by Lee, seconded Partmann, and unanimously carried to authorize the Chairman to sign the Tower Space Lease Agreement between otter Tail Power Company and the County for the weather watch tower as authorized on April 10, 1991 to correct transmittal problems and to be more cost effective. Stang Lake Impoundment M~Otion by Lee, seconded Windels, and unanimously carried to proceed with a request for proposals for engineering services, recognizing that petitioners must bear all costs in the partial re-creation of Stang Lake, also acknowledging potential water quality improvement in Wall Lake. Closed to Public Adjournment At 2:40 p.m., Chairman Lindquist declared the meeting adjourned and closed to the public ,for purposes of discussing current labor negotiation strategies with regard to the AFSCME, Highway Department, collective bargaining unit and pending negotiations with the owners of Quadrant regarding modification of terms with contract, as well as possible litigation with regard to the tax appeal of Westridge Mall and the detention facility floor matter pursuant to the Attorney-Client Privilege as authorized in 471.705 Subd 1 d. The next Board meeting is scheduled for 1:00 p.rn. on February 26, 1992.
