Minutes of the
OTTER TAIL COUNTY BOARD OF COMMISSIONERS

Wednesday, January 22, 1992
9:30 a.m.
Call To Order
The Otter Tail County Board of Commissioners convened Wednesday, January 22, 1992, at
9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist,
Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Fortmann present.
Minutes Approved
Motion by Windels, seconded Lee, and carried to approve the January 15, 1992, minutes as
submitted.
Safety Committee
Highway Engineer Rick West and Coordinator Larry Krohn updated the Board with regard to
compliance with the AWAIR Act and identified Safety Committee members as Rick Sytsma,
Dick Kausler, Rick West and Larry Krohn.
Bid Opening Set
Motion by Partmann, seconded Stone and unanimously carried to authorize the Highway
Engineer to set the bid opening on Project SAP 56-648-05 & Etc. for Bituminous overlay -
CSAH Nos. 48, 69, 75 & 76 at 1:00 p.m. on March 18, 1992.
AFSCME Union Membership Negotiation Meeting
Motion by Partmann, seconded Stone and carried authorizing the AFSCME Union members to
hold a negotiation meeting at 3:00 p.m. (weather permitting) on February 12, 1992.
Road Right-of-Way Payment
Motion by Stone, seconded Lee and unanimously carried to approve the Right-of-Way
Payment on SP 56-640-04 to Gary Olson and Wallace Wark as requested by the Highway
Engineer.
Final Payment
Motion by Lee, seconded Stone and unanimously carried to approve the final payment for
Snow Removal Equipment per bid award of August 21, 1991 as follows:
Little Falls Machine, Inc.
Little Falls, MN
$25,880
Special Projects & Relief Worker Position
Motion by Lee, seconded Partmann and unanimously carried to direct the Building
Maintenance Supervisor to proceed with hiring one Special Projects & Relief Worker from
the applications received in response to the published position opening notice.

U Request for Sponsorship Resolution
Q
Tim Rogness, Business Manager of White Oak Metals, Dalton, MN, requested a
Sponsorship resolution from the local unit of government which is necessary for
application of a challenge grant through the West Central Minnesota Initiative Loan Fund
(WCMIF). Motion by Partmann, seconded Lee and unanimously carried to table the matter
until Craig Molstad, Program Specialist of WCMIF, could also be present~
co-ittee Appointments

Motion by Stone, seconded Windels and unanimously carried to authorize the Chairman to
execute the Snowmobile Trail Permit with Douglas Area Trails Association and Douglas
County which grants permission to establish and maintain a snowmobile trail on land
described as the portion of the right-of-way of Otter Tail County State Aid Highway
No. 38, located in Township 131 North, Range 39 West, Leaf Mountain Township, Sections
26 and 27, subject to the terms and conditions described in the Snowmobile Trail Permit.
Host County: Extension Service Farm Mediation Cluster Coordinator
Concern for the University of Minnesota's request to contract with Otter Tail County,
with the County to serve as a Host County for a mediation cluster coordinator was
discussed at length. No action taken.

Forgiveness of Penalty
Mr. and Mrs. Clarence Fuller, Jr., after some discussion, agreed to pursue their matter
of unpaid taxes, penalty and interest with the property seller and therefore withdrew
their request for forgiveness of same.
Assessment contract -City of Fergus Falls
Interim Assessor Russ Anderson discussed with the Board the need to re-evaluate the
Assessment Contract with the City of Fergus Falls prior to the contract year. Anderson
was directed to continue his study of the contract and present a final recommendation to
the Board.
Approval to Pay Bills
Motion by Lee, seconded Partmann and unanimously carried to approve payment of the bills
as per Attachment A of these minutes.
Long-Range Planning Committee
Commissioner Lee made a request of the Long-Range Planning Committee Chair Virginia
Partmann to address the economic feasibility of establishing a motor pool.
State Aid to County
Auditor Wayne Stein and Coordinator Larry Krohn presented information to the Board
on the shortfall of State monies and recent events dealing with the Local Government
Trust Fund which potentially could reduce the county's state aid for 1992 and beyond.
Adjournment
Closed to Public
At 1:57 p.m., Chairman Lindquist declared the meeting adjourned and closed to the public
for purposes of discussing labor negotiation strategies with the county's four
collective bargaining units. The next Board meeting is scheduled for 1:00 p.m. on
January 29, 1992.
