Call To Order
The Otter Tail County Board of Commissioners convened Wednesday, January 15, 1992, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist,
Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present.
Minutes·Approved
Motion by Windels, seconded Lee, and carried to approve the January 7, 1992, minutes as
submitted.
'92 Solid Waste Haulers' Applications
Motion by Partmann, seconded Windels and unanimously carried to approve the following
'92 Solid Waste Haulers' Applications as presented by the Solid Waste Director:
BFI of Minnesota, Inc.
Brasel's Hauling
Kenneth R. Saurer
Meyer Garbage service
Toutges Sanitation
Fuch's Sanitation Service, Inc.
Bill's Lake Service
City Dray Line
Ballard Sanitation, Inc.
Al's Sanitation Service
Northern Waste Systems, Inc.
Under the same motion, the application of Prairie Dray was approved with the following
conditions:
l) Payments made to the County to be on a cash basis only.
2) Past due balance must be paid in full within six months time period with the
understanding that failure to do so would result in revocation of hauling license.
Department of Solid Waste -Credit Application
Motion by Stone, seconded Lee and unanimously carried to approve the Credit Application
presented by the Solid Waste Director for use March 1, 1992.
Service Fee -Solid Waste Points '92
Motion by Partmann, seconded Lee and unanimously carried to declare the intention of the
Otter Tail County Board of Commissioners to set the Solid Waste Service Fee at $6.50 per
point and authorize the county staff to issue tax statements to reflect that figure.

The Board discussed the proposed Tri-County Solid Waste Commission's Agreement to
deliver solid waste to the Fergus Falls incinerator and gave directions to the county
Attorney regarding this agreement.
Conditional Use Applications
Motion by Stone, seconded Lee and unanimously carried to approve the following
Conditional Use Applications subject to conditions and recommendations as indicated by
the Planning Commission:
Gene & Joanne Pier/Hackberry Resort, Otter Tail Lake
Ronald E, Goodman/Oak Ridge Estates Second Addition, Wimer Lake
Note: For detailed information regarding any of the above listed conditional use
permits, contact the Land & Resource Management Office.
Water Oriented Accessory Structures (WOAS)
The Board requested the Land and Resource Director to come up with a lot line setback
which would keep the water oriented accessory structures (WOAS), or boathouses,
centrally located on individual lots,
Wetland Regulations Seminar
Motion by Lee, seconded Windels and carried, with Lindquist abstaining, to authorize
Commissioner Andy Lindquist, Land and Resource Director Bill Kalar together with a
member of the Land and Resources Office staff to attend a Wetland Regulations seminar
held in St. Cloud on January 31, 1992.
Shoreline Ordinance
Motion by Partmann, seconded Lee and unanimously carried to direct the County Attorney
to publish the legal notices for the adoption of the proposed Shoreline Management
Ordinance scheduled for February 5, 1992 at 2:00 p.m. This matter had been discussed
previously at the January 7th meeting, this motion is for the record.
'92 Seal Coat Projects -Bid Opening
Motion by Lee, seconded Partmann and unanimously carried to authorize the Highway
Engineer to schedule bid opening for the 1992 Seal Coat Projects at 1:00 p.m. on
February 19, 1992, as requested.
Dictation Equipment -Coroner
Motion by Partmann, seconded Lee and unanimously carried to approve the purchase of a
hands-free Lanier Dictating Machine System at a cost of $1,186.85 for use by the otter
Tail County Coroner. Cost of the system is to be shared with Lake Region Hospital, with
the County paying 70%.
Approval to Pay Bills
Motion by Windels, seconded Lee and unanimously carried to authorize the payment of the
bills per Attachment A of these minutes.

Custody of State Inmates Resolution
MOtion by Lee, second Stone and unanimously carried to offer the following resolution
regarding the custody of state inmates:
BE IT RESOLVED that Otter Tail County intends to enter into a contract with the State of
Minnesota for the custody of state inmates to be conducted during the period from
January 8, 1992 through March 31, 1992, and
BE IT FURTHER RESOLVED that the Chairman of the Otter Tail County Board of Commissioners
is hereby authorized to sign and execute such contracts as are necessary on behalf of
otter Tail County.

Amor Tower Site Boundary survey
Motion by Lee, seconded Partmann and unanimously carried to approve payment to Anderson
Land Surveying, Inc., in the amount of $585 for the Boundary Survey and Certificate of
Survey on the Amor Tower Site in Government Lot 1, Section 31, Township 134, Range 40
with payment to be from both Highway and Sheriff's Department budgets equally.
Minnesota Counties Insurance Trust -'92 Premiums
Motion by Windels, seconded Lee and unanimously carried to approve payment to Minnesota
Counties Insurance Trust, in the amount of $467,214 for the County's 1992 Workers'
Compensation ($247,136) and the 1992 Property/casualty Coverage ($220,078),
Forgiveness of Penalty
Motion by Lee, seconded Partmann and unanimously carried to deny the second request of
Phillip Lein regarding 1991 penalties and interest that have accrued on his property in
Candor Township.
Long-Range Planning Committee
Motion by Lindquist, seconded Partmann and carried to appoint Jerry o. Enderson,
Fergus Falls, to the Long-Range Planning Committee.
Motion by Stone, seconded Windels and carried to appoint Richard Bergquist, Parkers
Prairie, to the Long-Range Planning Committee.
