OTTER TAIL COUNTY BOARD OF COMMISSIONERS

Wednesday, November 27, 1991

Call To Order
The Otter Tail County Board of Commissioners convened Wednesday, November 27, 1991, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist,
Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present.
Minutes Approved
Motion by Lee, seconded Partmann and unanimously carried to approve the November 20,
1991, Board minutes as submitted.
Tax Forfeited Lands
Auditor Wayne stein will discuss the Tax Forfeited Land lists with the Board at the
December 4, 1991, meeting.
SWCD Survey
Norm Fjestad and Paul Weyrens, representing the West Otter Tail Soil & water
Conservation District, discussed various questions they proposed for a survey to be
conducted by the SWCD on water quality in Otter Tail County. Survey distribution and
collection were among topics for discussion. Chairman Lindquist directed Commissioner
Partmann to serve as an advisor to the SWCD on further development of the specific
questions.
1992 Bituminous Overlay Projects
Motion by Lee, seconded Fortmann and unanimously carried to support the recommendations
of the Highway Engineer and Transportation Committee to approve the proposed 1992
Bituminous Overlay Projects as summarized.
Five-Year Highway Improvement Plan -Public Meetings
Highway Engineer Rick West outlined the upcoming public meeting schedules for the Five-
Year Highway Improvement Plan and the date/time/location of each meeting. Chairman
Lindquist directed each commissioner to work with the Highway Engineer when the meeting
is in his/her district. The Highway Engineer was also directed to invite the
superintendent of each school to attend when/where the meeting will be held in their
area.

Dump Trucks -Final Payment
() Motion by Windels, seconded Lee and unanimously carried to approve the final payment to
Alexandria Diesel, Inc. in the amount of $105,700 for two heavy duty tandem axle
snowplowing dump trucks as awarded by June 26, 1991, bid.

Evenson Dodge Report
Solid Waste Director Mike Hanan discussed with the Board plans to have a subcommittee
from the Solid Waste Advisory Committee made up of Bert Olson, Lyle Rosenow, George
Palmer, Howard Geese and Jim Osterfeld review the Evenson Dodge report. The Solid Waste
Director will distribute the Evenson Dodge report to the Board members as it becomes
available and will begin work with the committee as well.
Recycling Redemption Center -Checking Account
Motion by Lee, seconded Partmann and unanimously carried to authorize the Treasurer to
open a petty cash account for the Recycling Redemption Center.
Conditional Use Permit
Motion by Windels, seconded Lee and unanimously carried to approve the conditional use
permit of Dennis D. Tuel, Un-named Lake, as recommended by the Planning Commission but
with the added conditions that there be no sand or gravel in the dugout and in so doing
the natural shoreline vegetation would represent a wildlife cover. In addition to this
condition, there is to be no commercial use of this land.
Personnel Administration System
Chairman Lindquist requested each Board member make their recommendations at the
December 4, 1991, meeting for final consideration on a three member Board of Appeals as
outlined by statute with regard to the adoption of the Personnel Administration system.
AMC Annual Meeting Reports
commissioners Stone, Partmann and Windels reported to the Board their overview of the
Association of Minnesota Counties annual meeting of which they attended.
Closed to the Public
Adjournment
At 3:42 p.m. Chairman Lindquist declared the meeting adjourned and closed to the public
for the purpose of discussing labor negotiation strategies for the county's collective
bargaining unit, AFSCME, representing Highway maintenance workers. Next meeting
scheduled for December 4, 1991, at 9:30 a.m.
