HomeMy WebLinkAboutBoard of Commissioners - Minutes - 11/20/19910 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, November 20, 1991 9:30 a.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, November 20, 1991, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Partmann present. Commissioner Partmann was absent between the hours of 1:00 -2:00 p.m. Minutes Approved Motion by Lee, seconded Windels and unanimously carried to approve the November 13, 1991, Board minutes as submitted. Tax Forfeited Lands Auditor Wayne Stein provided Board members with a list of proposed tax forfeited lands for their review and will request at the next Board meeting approval to proceed with the sale of the proposed tax forfeited lands. Support -Repeal of Law Establishing '92 Presidential Primary· Motion by Lee, seconded Stone and unanimously carried to adopt the following resolution: WHEREAS, delegates to the national convention of each political party are chosen through the district or state convention, and WHEREAS, delegates are bound by their support for a presidential candidate only for the first vote, and WHEREAS, the voters in a presidential primary must declare a party preference and this becomes part of their voter registration record, and WHEREAS, the Minnesota legislature has not appropriated sufficient funds to reimburse local governments for the entire cost of this election, and WHEREAS, it is estimated that this election will cost counties $.25 per capita, will cost cities $.45 per capita and it will cost townships $.62 per capita, and WHEREAS, the League of Minnesota Cities has recommended that cities support the repeal of the primary if no state funds are provided to cover the cost of conducting balloting at the polls, and Q 0 0 Otter Tail County Board of Commissioners November 20, 1991 Page 2 WHEREAS, the Dyrstad Commission on State and Local Relations and Common Cause have both called for the repeal of the law establishing the primary, and WHEREAS, the Minnesota Association of County Officers Executive Board has unanimous support for the repeal of the 1991 statute establishing the presidential primary, BE IT THEREFORE RESOLVED, that the Otter Tail County Board of Commissioners hereby urges support for Senate File 1598, legislation that would repeal Minnesota Statute 207A, the presidential primary. BE IT FURTHER RESOLVED, that the hearings be held on this legislation early in January, 1992 to make it possible for the legislature to vote to abolish the 1992 primary before the deadline for printing of absentee ballots. Dividend Checks Received A check in the amount of $72,071 was received from the Minnesota Counties Insurance Trust (M.C.I.T.) as a property and casualty dividend. This check, it is noted, will be deposited into the Property/Casualty Fund balance which is in addition to the fund's existing balance. A check in the amount of $590 was received from the Minnesota Counties Insurance Trust (M.C.I.T.) as a dividend from the Joint Powers Board insurance coverage. Check will be deposited in the Joint Powers Account maintained by the Auditor. County Investments Treasurer Steve Andrews provided an update on the County's investments and interest income as well as outstanding bond obligations. West Central Initiative Fund Motion by Lee, seconded Partmann and unanimously carried to continue to support the West Central Minnesota Initiative Fund (WCMIF) efforts to receive designation as the Development District for this region and their efforts to secure funding from EDA for a Revolving Loan Fund as well as for economic development planning. Otter Tail County Board of Commissioners November 20, 1991 Page 3 C Retirement Notice Chairman Lindquist acknowledged with regret a letter of resignation/retirement from Erwin Siems, County Assessor, effective December 31, 1991. Personnel Administration System County Attorney Wally Senyk outlined the Personnel Administration System (MS 375.56 to 375.71) which has been recommended by the Association of Minnesota Counties and endorsed by legal counsel for adoption. Motion by Partmann, seconded Lee and unanimously carried to adopt the Personnel Administration System as set forth by statute. The County Attorney was directed to prepare a resolution for the next Board meeting and each commissioner was requested to recommend a resident of the county for consideration on a three member Board of Appeals. Approval to Pay Bills Motion by Windels, seconded Stone and unanimously carried to approve the payment of bills per Attachment A of these minutes. PRBB -No Objection Commissioner Malcolm Lee indicated he had been asked to serve on the Pelican Rapids Hospital Board of Directors but before accepting he asked whether the Board had any objections. Motion by stone, seconded Windels and carried to indicate no opposition to Commissioner Lee's serving on the hospital board. o(Portmann absent) conditional Use Applications Motion by Lee, seconded Windels and carried to approve the conditional use application of Bill Hanson (North Minni Acres First Addition, Clitherall Lake) as recommended by the Planning Commission with the added conditions that were outlined with Mr. Parker Kvebak, representing the owner, at the Board meeting. Those conditions added were that Bill Hanson would be liable for road construction that may develop in the future before other lots can be developed. Motion by Lee, seconded Windels and carried to approve the following conditional usee applications as recommended by the Planning Commission, and subject to conditions indicated by same: Otter Tail County Highway Department, CSAH No. 67 from intersection of CSAH 58 N 5.45 miles to the intersection CSAH No. 8 Ruby Biederman, Clitherall Lake Richard Kellogg, Sr., Long Lake Otter Tail County Highway Department, CSAH 82 beginning 1.25 miles W of Dalton thence E & S 7.4 miles to the Grant/otter Tail County line. Motion by Windels, seconded Stone to table the conditional use application of Dennis Tuel, Unnamed Lake, until further notice. Buman Services Board -Meeting Location Changed Motion by Stone, seconded Windels and unanimously carried to permanently change the location of the Human Services Board meeting to the Commissioners' Room of the Courthouse, effective November 27, 1991. The meeting dates and times are to be unchanged for the rest of 1991. (Partmann present) Closed To Public Adjournment At 2:10 p.m. Chairman Lindquist declared the meeting adjourned and closed to the public for the purpose of discussing labor negotiation strategies for the county's collective bargaining units involved in contract negotiations and pursuant to the Attorney-Client Privilege as authorized in 471.705 Subd ld.
