HomeMy WebLinkAboutBoard of Commissioners - Minutes - 11/13/19910 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-8 otter Tail County Courthouse Wednesday, November 13, 1991 1:00 p.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, November 13, 1991, at 1:00 p.m. at the Otter Tail County Courthouse with commissioners Andy Lindquist, Chairman; Harley Windels, Bill Stone, and Malcolm Lee present, and with Virginia Partmann, having previously taken oath of office for the Fifth District, present at 2:00 p.m. Minutes Approved Motion by Lee, seconded Stone and unanimously carried to approve the November 6, 1991, Board minutes as submitted. U.S. Fish & Wildlife Service Motion by Lee, seconded Windels and unanimously carried to approve the acquisition of land by the U.S. Fish and Wildlife Service for the purposes of waterfowl easement as follows: Patrick T. Vogel Forgiveness of Penalty T 131 N., R. 39 W., 5th P.M. section 34, s 1/2 SW 1/4 except that part lying south of the township road. Motion by Lee, seconded Windels and unanimously carried to forgive the penalty on mobile home taxes of Harold Thorson, Buse Township, due to clerical error. Note: On December 4, 1991, this was amended to include the portion of tax as well as the penalty per Lee/Windels/carried. MADD Candlelight Vigil Motion by Stone, seconded Windels and unanimously carried to approve the request of Mothers' Against Drunk Driving (MADD) to hold a candlelight vigil on the courthouse grounds at 6 p.m. on December 7, 1991. This equipment purchase complies with the Satelite Downlink Program through the University of Minnesota. Funding for equipment purchase is through remaining monies in the Commissioners' Travel Budget. '92 Seal Coat Projects Motion by Windels, seconded Lee and unanimously carried to authorize the Highway Engineer to proceed with the proposed '92 Seal Coat Projects as requested. Federal Highway Legislation Update Highway Engineer Rick West updated the Board on the reauthorization of Federal Highway Legislation. Lake Region Amateur Radio Club -Skywarn Watch Keith McKay, President of the Lake Region Amateur Radio Club (LRARC), together with Jim Rude, Otter Tail Power Company and Joe Peloquin, Otter Tail County Sheriff's Office, discussed with the Board interference problems currently experienced at the present site and proposed installation of new antenna and hardline on one of otter Tail Power Company's towers. Motion by Lee, seconded Windels and unanimously carried to approve the proposal of the LRARC for relocation to the Otter Tail Power Company tower at a cost of $45 per month with a thirteen year lease, option to renew, from Otter Tail Power Company. Evenson Dodge Consultants Diane Ostergren and Richard Treptow of Evenson Dodge reported to the Board, members of the Solid Waste Advisory Committee, some members of the Joint Powers Board counties and Quadrant, their review of the incineration agreements and alternative cash flows. A copy of the report presented will be sent to the Solid Waste Director. After the presentation, Chairman Lindquist directed members of the Solid Waste Advisory Committee to study the Evenson Dodge report together with the information received from a survey being prepared by the County Attorney and Solid Waste Director and report back to the Board their recommendations.
