Minutes Approved Motion by Lee, seconded Windels and unanimously carried to approve the october 30, 1991, Board minutes as submitted. S.A.P. 56-601-29 & Btc. Motion by Lee, seconded Windela and unanimously carried to approve the final payment of Estimate No. 11 in the amount of $26,076.42 to Mark Sand & Gravel Company for S.A.P. 56-601-29 & Etc. t>arnhlinq Permit Upon a motion by Lee, seconded Windels and unanimously carried, the otter Tail County Board of commissioners adopted the following resolution, WHEREAS, the responsibility for the regulation of lawful gambling and the issuance of licenses and permits for the conduct of lawful gambling lies with the Minnesota Gambling Control Board; and WHEREAS, the Dent Firefighters Relief Association has made application to the Gambling Control Board for a premises permit to conduct lawful gambling at the Galaxy Resort in Star Lake Township of otter Tail County; and WHEREAS, Minnesota Statutes 349.213 provides that the Gambling control Board may not issue a premise permit unless they receive a resolution from the county Board approving the permit; and WHEREAS, the otter Tail County Board is aware of no reason to oppose the conduct of lawful gambling by the Dent Firefighters Relief Association at the Galaxy Resort, and NOW, THEREFORE, IT IS HEREBY RESOLVED, that the otter Tail County Board of Commissioners hereby ~pproves the conduct of lawful gambling by the Dent Firefighters Relief 0 0 otter Tail County Board of commissioners November 6, 1991 Page 2 Association at the Galaxy Resort in Star Lake Township of Otter Tail County, provided that the applicants meet all the necessary criteria for the licensee and permits required by the Gambling Control Board. IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided to the Town Board of Star Lake Township by sending them a copy of this resolution. Adopted this 6th day of November, 1991. Bentler Motion by Lee, seconded Windels and unanimously carried to accept $136 payment on mobile home taxes of Randy and Kathleen Josephson. Approval to Pay Billa Motion by Windels, seconded Lee and unanimously carried to approve the payment of bills per Attachment A of these minutes. Pleasant Shores subdivision -Bthel Lake Motion by stone, seconded Lee and unanimously carried to approve a sixty day extension request of Pleasant Shores Subdivision on Ethel Lake. Vehicle Repair Motion by Lee, seconded Windels and unanimously carried to authorize the mechanical repair to a 1985 Ford Bronco II vehicle used by the Land & Resources Department under Diversion Auto's Option 1 estimate to include new cam. 0 0 otter Tail county Board of Commissioners November 6, 1991 Page 3 Abatement Motion by Stone, seconded by Windels and unanimously carried to approve the following abatement, Sverdrup Township: Jerome Washek, Jr. 57-000-02-0012-000 Spacial Assessment To cancel the solid waste user fee of $30.00. The house on this property is unlivable. The fee should not have been on in the first place. Motion by Windels, seconded by Stone and unanimously carried to certify the placement of a $610.90 special assessment for noxious weed destruction on the Daniel Riley property located in Section 23 of Nidaros Township. Homestead Classification Motion by Lee, seconded by Windels and unanimously carried to deny the granting of a homestead classification on a 1989 mobile home tax owned by David Pixley of Pelican Rapids. ~•x Forfeited Lands Motion by Lee, seconded by Windels and unanimously carried to adopt the following resolution: RBSOLVBD by the Board of county commissioners of otter Tail County, Minnesota, that WBBRBAS, on November 6th, 1991, Merald Enstad and Randall Mann, owners of record of lot 29, Northland Park, made application to repurchase said property which was forfeited to ths State of Minnesota on October 2nd, 1990, for nonpayment of the 1986 tax. WBBRBAS, the sum of $3,919.79 has been submitted, representing the aggregate of all delinquent taxes, penalties, costs, assessments and fees, ROW, TBBRBFORB, BB IT RBSOLVBD, the County Board does hereby approve the above repurchase, to be in the best public interest and to relieve undue hardship. Adopted at Fergus Falls, MN, this 6th day of November, 1991. The Auditor was requested to report in six months on the effectiveness of the fee in covering the costs incurred by the County in filing confession and judgments. Furniture Replacement Motion by Lee, seconded Stone and unanimously carried to authorize the Auditor to replace fourteen steno chairs at $115/chair with trade-in to meet OSHA safety standards and need. 1992 Budqgt Auditor Wayne Stein presented an overview of the 1992 otter Tail County Budget, based on the Budget Coimnittee•s recoimnendations. Closed to Public Adjournment At 3:51 p.m. Chairman Andy Lindquist declared the meeting adjourned and closed the meeting to the public for the purpose of discussing with the county Attorney possible litigation pursuant to the Attorney-Client Privilege as authorized in 471.705 Subd 1 d.
