HomeMy WebLinkAboutBoard of Commissioners - Minutes - 10/16/19910 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B otter Tail County Courthouse Wednesday, October 16, 1991 9:30 a.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, October 16, 1991, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, Bill Stone and Malcolm Lee present and with the 5th District position vacant. Minutes Approved Motion by Lee, seconded Stone and unanimously carried to approve the October 9, 1991, minutes subject to clarification on page two "five years• to read "ending October 9, 199611 • Copier Request Land & Resource Director Bill Kalar provided three quotations on copiers and assessments of advantages, costs per copy, and disadvantages of the following: Sharp Model SF 7370 -$2,613, with/without trade Panasonic Model 1670 -$2,100 with trade Knoica Model 1590 -$1,975 with trade Motion by stone, seconded Windels and unanimously carried to authorize the purchase of the Panasonic Model 1670 at $2,100 with trade and a lifetime warranty, citing the following advantages: 1. They provide all service and supply all parts and labor plus supplies such as toner and developer. 2. Cost per copy .0115. 3. Charge is established per monthly copy count. )4. Reduction and enlargement of copies. :' 5. Service schedule would be every 50,000 copies. Solid Waste Attendant Motion by Windels, seconded Lee and unanimously carried to approve the combined titles of Landfill/Gate Attendant and Redemption Center Worker to the one job title of Solid Waste Attendant because job descriptions and responsibilities as well as salary ranges are the same. This title will be used in replacing a Pelican Rapids landfill opening. • otter Tail County Board of Commissioners October 16, 1991 Page 2 o Mower Quotations 0 Motion by Windele, seconded Stone and unanimously carried to authorize the purchase of a disc mower from Interstate, Inc., Fergus Falls, in accordance with the quotation submitted to the Highway Department. Although not the lowest quotation, this mower is better suited to the County's intended use for ditch mowing resulting in lower maintenance costs which will off-set the higher purchase price and ultimately reduce the cost to the County. overhead Gantry/Lifting Hoist Motion by Lee, seconded Windels and unanimously carried to accept the quotation of Wallace Gantry in the amount of $5,760 for a portable ganty and two chain hoists which will meet OSHA standards and approval. Snowmobile Trail Motion by Stone, seconded Windels and unanimously carried to approve the Douglas County snowmobile Trail Association's request to re-route along County Road 38 and to not charge a service fee for the remainder of 1991. The Highway Engineer, County Attorney and Coordinator were directed to look into service fee structures for the Board's future consideration. Prepayment Approved Motion by Lee, seconded Windels and unanimously carried to authorize the Highway Engineer to prepay in the amount of $2,430 representing the cost of certification classes for Highway Department technical staff. Radio Tower Motion by Lee, seconded Stone and unanimously carried to authorize the County Attorney to contract with a registered surveyor to determine easement at Amor radio tower site. Repurchase of Tax Forfeited Lands Motion by Windels, seconded by Stone, and unanimously carried to adopt the following resolution. Resolved by the Board of County commissioners of otter Tail County, Minnesota, that Whereas, on October 15th, 1991, Scott Rostron, executor of the estate of Geo and Alice Rostron, Sr., owner of record of Lot l, Section 4, Township 136, Range 40, made application to repurchase said property which was forfeited to the State of Minnesota on October 2nd, 1990 for the nonpayment of 1984 tax. Whereas, the sum of $275.44 has been submitted, representing the aggregate of all delinquent taxes, penalties, costs, assessments and fees, 0 0 Otter Tail County Board of Commissioners October 16, 1991 Page 3 Now, therefore, be it resolved, the County Board does hereby approve the above repurchase, to be in the best public interest and to relieve undue hardship. Abate per Erwin Siems. Office Error. Correction was requested in March/April of 1991. To calculate with the resort as ma-pa classification, he had requested prior to May 15th, but needed to prove he had purchased prior to the recording date of January, 91. Copy of purchase agreement has been provided. Abate per Erwin Siems. Motion by Lee, seconded Stone and unanimously carried to deny the application for abatement as listed below: Star Lake: Steven Meyer 56-000-33-0245-000 Approval to Pay Bills Because it is the responsibility of the contract holder to follow- up on homestead application filing. Motion by Stone, seconded Windels and unanimously carried to approve payment of bills per Attachment A of these minutes. Personnel Policy Act The Personnel Policy Act was discussed with the Board. The Board directed the County Coordinator and Attorney to meet with the county's Personnel Board to discuss the Personnel Policy Act and report back to the Board at a future meeting. Otter Tail County Board of Commissioners October 16, 1991 Page 5 0 Gambling Permit 0 Upon a motion by Lee, seconded by Windels and unanimously carried, the Otter Tail County Board of Commissioners adopted the following resolution: WHEREAS, the responsibility for the regulation of lawful gambling and the issuance of licenses and permits for the conduct of lawful gambling lies with the Minnesota Gambling control Board; and WHEREAS, the Lions Club of Dent, Inc. has made application to the Gambling Control Board for a premises permit to conduct lawful gambling at the Cozy Cove Resort in Dead Lake Township of otter Tail County; and WHEREAS, Minnesota Statutes 349.213 provides that the Gambling Control Board may not issue a premise permit unless they receive a resolution from the County Board approving the permit; and WHEREAS, the Otter Tail County Board is aware of no reason to oppose the conduct of lawful gambling by the Lions Club of Dent, Inc. at the Cozy Cove Resort, and NOW, THEREFORE, IT IS HEREBY RESOLVED, that the Otter Tail County Board of Commissioners hereby approves the conduct of lawful gambling by the Lions Club of Dent at the Cozy Cove Resort in Dead Lake Township of otter Tail County, provided that the applicants meet all the necessary criteria for the licenses and permits required by the Gambling Control Board. IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided to the Town Board of Dead Lake Township by sending them a copy of this resolution. Krohn, Clerk Employees' Association Contract Motion by Stone, seconded Windels and unanimously carried to authorize the Board's chairman to sign the Otter Tail County Employees' Association labor contract for the period of January 1, 1991 through December 31, 1991 which also included the Memo of Understanding. The Coordinator was directed to obtain a previously agreed upon written understanding which acknowledges that there will be no increases beyond the salary steps in the 1992 negotiation.
